Despite publicly adhering to a policy of strict neutrality, often termed "Finlandization," Finnish President Mauno Koivisto and his inner circle secretly resolved as early as 1988 to aid Estonia's independence aspirations, albeit never overtly. Under the guise of "cultural cooperation," Finland funneled significant resources, including over 100 million Finnish Marks in financial aid, expert advice for rebuilding government infrastructure and a new banking system, and training for future Estonian leaders like Lennart Meri. This strategic assistance, alongside the subtle influence of Finnish TV broadcasts and the impactful "Glasnost Rock" music festival featuring Finnish bands, played a vital role in preparing Estonia for its peaceful restoration of independence and its subsequent transformation into a dynamic, developed nation.
