One of the ways white supremacy has endured for as long as it has is because it relies on code speak. In doing so, it grants itself plausible deniability.
Those who practice it understand that you can’t openly refer to black people as n-words. That would incur too much outrage and pushback. What’s more socially acceptable are terms like “thug,” “hoodlums,” or “ghetto,” White supremacy understands that you can’t outright practice slavery, but it is socially acceptable for inmates to perform hard labor for cents an hour.
You give those who believe in white supremacy a justification for mistreatment. They can say to themselves, “Well if that person didn’t do the crime they wouldn’t be in that situation.” And, rather than outright putting segregation into law, you can present it as simply…”implementing urban revitalization.”
