When I consider a dive destination and resort some of my criteria include:
Warm water
Great diving
All-inclusive
On premises dive shop
Ease of getting to the destination
Here are my top three dive destinations and resorts
Atlantis Dive Resorts - Dumaguete in the Philippines
Sea of Cortez aboard Mexico Liveaboards
