David J. Whitted is a Judge in the Chesapeake, Virginia Circuit Court, elected by the Virginia General Assembly in 2024. A native of South Boston, VA, Judge Whitted was elected to the Chesapeake Juvenile and Domestic Relations District Court bench in 2018.
Before his appointment to the bench, Judge Whitted was Deputy Commonwealth’s Attorney for the City of Chesapeake and had been with the Chesapeake Commonwealth’s Attorney’s Office for 17 years. Before that, Judge Whitted had been a Public Defender in Suffolk since 1995.
Judge Whitted has served in the community and the legal profession throughout his career, including, but not limited to President of the Chesapeake Bar Association, the Chairman of the Chesapeake Planning Commission, and many other boards and commissions.
Judge Whitted received his Bachelor of Science from Hampton University and his Juris Doctor from The College of William and Mary. Judge Whitted served on the District Court Technology Committee, the District Court Forms Committee, was Co-Chair of the Department of Juvenile Justice Liaison Committee, and is a Mentor Judge to newly appointed Judges.
Judge Whitted comes from a family of Virginia Attorneys and Judges; his Grandfather, Judge Irvin D. Sugg, Sr., was a longtime Judge in the Halifax and Mecklenburg County, Virginia General District Courts; his Uncle, Bryant Sugg is a Circuit Court Judge in Newport News and his Aunt, Judy Sugg Scott is a longtime Virginia attorney who served under Governor Chuck Robb and worked in the private sector for many years.
Judge Whitted has been married to his beautiful wife, Judy, since 1995, and together they have 3 wonderful children, Alexis, Jason, and Trevor. Judge Whitted is a Life Member of Omega Psi Phi Fraternity, Inc., having pledged at the Gamma Epsilon Chapter at Hampton University in 1990.
