History always repeats. Oregon has landed in the nation's highest homelessness rates. Number 4. Sara and Juel took 20 steps back, got involved, and trying to understand how the current local structure is handling the homeless crisis. The City of Portland, Multnomah County and the Joint Office of Homeless Services, has spent billions of dollars to try and solve the homeless crisis which they do not fully understand. Nor do they have a structured plan. We are failing the homeless and the public. We need to demand change.
