العراق هو خامس البلدان الأكثر عرضة للتدهور المناخيّ في العالم، بالنظر إلى الظواهر المناخيّة العنيفة مثل درجات الحرارة العالية، وعدم كفاية الأمطار ونقص هطولها، والجفاف وندرة المياه، وتكرار العواصف الرملية والترابية والفيضانات.
بحلول عام 2001 اختفى 90% من الأهوار، حيث فقد العراق التنوع البيولوجي، وكان ذلك سببًا للنزوح واسع النطاق، ليبرز مؤخراً ملف الحاجة إلى تحول البلاد نحو الطاقة النظيفة والاهتمام بالمشاريع البيئية، خصوصاً بعد الاتفاق التاريخي الذي توصل إليه العالم في مؤتمر الأمم المتحدة للمناخ كوب 28 الذي عقد في دبي بالإمارات العربية المتحدة.
