عادت حلقات استهداف الكفاءات العراقية من جديد عن طريق اختطاف ناشط بيئي بالقرب من بغداد وقتل أحد الدكاترة المعروفين في محافظة ديالى، في مؤشر واضح على قدرة الجماعات الارهابية والعصابات المسلحة من فرض وجودها ونفوذها دون قدرة الاجهزة الامنية على مواجهة هذه الجماعات، ما يُشكل فشلاً جديداً يضاف لمسلسل الفشل الحكومي وينذر بمخاطر هجرة جديدة للكفاءات والعقول والبحث عن بيئة آمنة للعمل خارج العراق.
