تعمل وزارة الداخلية العراقية بالتعاون مع القضاء على حملة (مكافحة المحتوى الهابط) عن طريق ملاحقة أصحاب المحتوى ممن ينشرون محتويات تخالف الذوق العام، دون تحديد مفهوم (المحتوى الهابط) ما يثير المخاوف من تحول الحملة إلى أداة بوليسية للتضييق على الحريات وملاحقة الناشطين والصحفيين ومنع انتقاد الطبقة السياسية او الشخصيات العامة بحجة حماية قيم المجتمع .
