تخلف در صنعت چای را برخی یکی از بزرگترین تخلفات در ایران می‌دانند. به عقیده محمد فاضلی، جامعه‌شناس، نقشه راه فساد در ایران موضوع هنوز روشنی نیست. محمد فاضلی، جامعه‌شناس، در فضای مجازی کارزاری تشکیل داده که تاکنون چندین هزار امضا پای آن جمع شده است. کارزاری که او در بخشی از متن معرفی آن خطاب به روسای قوه قضاییه و قوه مجریه نوشته است: «درخواست ارائه گزارشی دقیق و روشن از همه ابعاد این پرونده و تخلفات صورت‌گرفته در آن، هم حق مردم ایران است و هم فرصتی برای اصلاح‌جویی و اصلاحات فراهم می‌کند. از آن‌جا که چنین تخلفی برای چندمین بار رخ می‌دهد و به دلیل روشن نشدن ابعاد چنین تخلفاتی، زمینه ممانعت از تکرار آن‌ها نیز ایجاد نشده است، ارائه گزارش دقیقی که زمینه پیگیری اصلاحات توسط جامعه و اصلاح‌جویان را فراهم کند، ضرورت دارد.» او در گفت‌وگو با اکوایران از این سخن می‌گوید که مشکل سیستم بانک مرکزی و گمرک و وزارت صمت و وزارت کشاورزی و... ایران در کجاست که چنین فسادهایی در آن مدام تکرار می‌شود؟ چرا در قالب سیستم بانک مرکزی و گمرک و... سوئد یا سنگاپور یا آلمان یا... چنین اختلاس‌هایی رخ نمی‌دهد؟
همچنین او می‌پرسد فارغ از فساد رخ داده در این موضوع، چطور و چه کسی تحت چه فرآیندی در کشوری که تحت تحریم شدید است و تنگنای شدید درآمدی و ارزی دارد، تشخیص داده که «چای» و ایجاد «شهرک چای» باید بجای دارو یا گوشت یا غذا یا مواد اولیه یا... اولویت تخصیص ارز داشته باشد؟!
