داستان ناترازی‌ها؛ کدام مسائل «آینده سرزمینی» و «پایداری جامعه» را دچار چالش می‌کند؟

مسائل مهم امروز ایران را می‌توان با استفاده از دو معیار مهم و سرنوشت‌ساز دسته‌بندی کرد؛ نخست مسائلی که موجودیت یا آیندۀ سرزمینی کشور را دچار چالش می‌کنند و دوم، مسائلی که پایداری جامعه را مورد تهدید قرار می‌دهند. مسائلی که یک یا هر دو این معیارها را داشته باشند، خطیرترین مسائل کشورند و برای حل آن‌ها باید یک «اصلاح راهبردی» صورت بگیرد.
در دسته‌بندی خطیرترین مسائل کشور باید دامنه را محدود و مشخص کنیم و به مسائلی برسیم که از همه حیاتی‌تر هستند. در غربالگری مسائل موجود، سه مسئله حیاتی و فوری پیش‌روی نظام حکمرانی وجود دارد که عبارتند از «ناترازی‌های مالی و زیست‌محیطی»، «وضعیت خطیر روابط خارجی» و «شکاف‌های عمیق اجتماعی و فرهنگی بین‌نسلی و درون‌نسلی».
از بین این سه مسئله، ناترازی‌های مالی و زیست‌محیطی حیاتی‌ترین است که در ادامه دلایل آن را توضیح خواهم داد، اما این حیاتی‌ترین مسئله، الزاماً فوری‌ترین مسئله نیست. ناترازی‌ها اولین رأس مثلث بحران‌آفرین کشور است...
