新年快樂！隨著新舊年交替，本集 Zoe 精選4則2024年末的新聞快訊。
1. 台灣團伙利用韓國辣雞麵自泰國夾帶大麻回台，張姓律師在陪同被捕的客戶進行筆錄過程中，發現警方已鎖定另一名共犯。張姓律師聯絡共犯，協助對方刪除聊天記錄滅證，造成警方後續調查受阻。該名共犯後續又再犯，最終還是遭到警方逮補，而這位協助共犯滅證的張律師則遭起訴後70萬元交保。
請各位務必不要運輸大麻，也不要教別人滅證喔！
2. 台中市北屯區一名男子於車內試圖自盡，民眾察覺異常報警，警方趕到後將男子送醫。警方於男子車內搜出遺書、海洛因與槍枝，循著男子遺書自白內容指示，進到男子住處搜索，查獲床底下60塊整齊擺放的雙獅地球牌海洛因磚。獲救的男子清醒後，又再供出住處隔壁的房間內還存放兩百多塊海洛因磚以及大量子彈與數把槍枝，市值估計達八億台幣。全案進入調查保密狀態，身份與槍毒來源成謎的男子宣稱：「都是死去的哥哥寄放的。」
3. 2024年5月，泰國時任總理 Srettha Thavisin 在推特（X）上發文表示：「我希望衛生部修改相關規則，重新將大麻列為毒品。衛生部應迅速發布規定，僅允許大麻用於健康和醫療目的。」此話一出，關於泰國可能重新管制大麻的消息傳遍全球。不過截至2024年底為止，尚未看見實際的相關修法動態。經過 Zoe 2024年十二月實際走訪泰國考察過後，目前能確定的是觀光客不受影響，唯獨大麻販賣資格將被更嚴格管理。未來若要合法販售大麻，店家可能需具備藥師執照與政府核發的許可證才能營業，此高度成真的新制也讓泰國的街頭攤販開始大量便宜拋售大麻。
4. 2024年12月12日，日本《大麻管制法》及《麻藥品管制法》修正案公告生效。此修正案於2023年12月通過，主要目的有兩個：第一，確保大麻二酚（CBD）在日本醫療產業中的合法性；第二，將大麻「施用」行為明定為違法。在此案生效之前，日本的《大麻管制法》僅針對種植、販賣、加工、製造、運輸、持有，而「施用」行為本身並無明文列入。如今修正案生效，非法施用與持有最高可判7年有期徒刑。至於對台灣人有什麼影響呢？由於此案規範日本的 CBD 製品中 THC 含量許可值與台灣為同標準 (<10ppm)，未來在日本合法購買的 CBD 製品，可以安心地攜帶合規的自用量隨旅客搭乘交通工具回台灣！
意思就是不用擔心會不小心超標運輸二級毒品了！
