本文用中共自己的数字揭示，所谓“不审不判”的战犯政策，实质是不顾现代法理，随心所欲地将战俘升格为战犯。所谓皇恩浩荡的特赦政策，实际上将高达近 40% 的战俘拘押 26 年有余，其中 16 年更被剥夺与家人通讯的权利。高达总数 20% 的战犯更是无缘特赦，在狱中被关死。中共通过长期拘押和洗脑，以自由作交换，榨取被俘的前朝高官和高级将领对中共政权言不由衷的赞美和臣服，以达到统战目的，并粉饰专制政权的合法性。
