本文通过对海外各国维吾尔流亡者的访谈，不仅确认了中共镇压的 残酷，包括将民族自治法中的权利也视为犯罪、任意抓捕、重罚重判、残 酷折磨、家族连坐和利用高科技严密监控等，更发现了镇压具有不透明性、不可预料性和当权者的恣意性特征的事实，这让所有维吾尔人都时刻生活在恐惧中。大量维吾尔精英被迫流亡海外，但与故乡的物理距离、发达的信息传递技术，恰恰为恐惧的繁殖提供了必要的条件。恐怖政治带给维吾尔民族的心理创伤是难以平抚的。为了维持统治，极权政府都会致力于制造恐惧。中共政权对维吾尔人的种族灭绝性镇压，更是把这种手段发挥到了极致。
