相较于西方以地域为基础的联邦模式，亚洲国家常面临复杂的族群结构与历史遗留族群问题，难以适用单一的地域或族群联邦制。通过对印度、尼泊尔（成功案例）与缅甸、斯里兰卡（失败案例）的比较，作者提出“混合联邦主义”是一种结合地域与族群因素的制度安排，具有更强的适应性与政治妥协空间。文章认为，中国若推进联邦制度，应发展跨民族政党体系，以混合联邦主义为基础寻求统一与多样性的制度平衡，从而突破“联邦即分裂”的认知困境，为未来政治转型提供某种新的可能性。
