未来中国以何种方式实行转型正义，在很大程度上取决于民主转型 是以何种方式发生。如果转型是以和平方式进行的，转型正义更可能会以 真相与和解的方式进行。其内容包括：实行言论自由，释放良心犯，取消 黑名单，平反冤假错案，还原历史真相，对受迫害者经济赔偿，确定压迫 者的责任并对其宽恕，开放政治档案，建立防止侵犯人权的机制，移除暴 政象征，建立纪念物，以及经济清算等。经济清算是中国特有的问题，因 为中国是在没有政治改革的情况下进行经济改革，是在没有民众参与的情 况下进行私有化，这样的私有化势必沦为权贵私有化，因此未来中国的转 型正义还需要对权贵们的不义之财进行清算。最后，文章强调，民主转型 与转型正义是一个过程，不可能一步到位，必须确定轻重缓急，应把实行 言论自由与释放良心犯放在第一位。
