Kenneth R. Shoulders proposed that Exotic Vacuum Objects (EVOs)—microscopic, self-cohering clusters of electrons—represent a new form of condensed charge that challenges conventional electrostatics. He argued that these entities arise when intense electric fields compress electrons into highly organized domains that appear to defy Coulomb repulsion, behaving instead like coherent “plasmoids” or soliton-like packets. According to Shoulders, this stability is made possible by local transitions in the vacuum’s permittivity, meaning that the electric “stiffness” of space is reduced within and around the EVO, effectively shielding the charges and allowing them to cohere. He suggested that these altered-permittivity domains might not only store or release large amounts of energy but also reveal deeper, variable properties of the vacuum—hinting that the fabric of space itself is dynamic, responsive, and capable of supporting structured, quasi-living electronic systems.
