本文简述正在进行的“中华博弈”即中国与美国之间的全球性大竞争，以及如何获得一个比较更可取的结局。这场非同寻常的国际竞争，势将选择世界领袖、抉择世界秩序。以美国为首的西方民主法治政体（democratic rule of law）领导下的现行世界政治秩序，建立在威斯特伐利亚（Westphalia）国 际 关 系 体 系 之 上； 而 中 国 的 威 权 主 义 一 党 专 制 政 体（autocratic partocracy）所推动的，是同样可行但明显更不可取的中华秩序式世界帝国秩序。这两种世界秩序优劣明显，是根本性地不相容。在这场决定人类命运与未来的博弈中，美国和西方仍然有胜出的优势，但优越的政治制度从来并非就自动能战胜落后的政治制度。采用一种“遏转”（containformation），即遏制阻止与接触转型相结合的战略思维，世界人民包括中国人民在内，可以迅速、和平地赢得中华博弈，使中美竞争转型，从一场挑战、改变世界秩序的零和博弈，转变为非零和乃至正和的正常国际间竞争。
