22 июля Госдума приняла закон против россиян, уехавших из страны и осужденных заочно.
По замыслу властей ограничения и запреты вводят, чтобы вынудить людей приехать в Россию и понести наказание во избежание «гражданской смерти». Среди таких ограничений — замораживание всех активов, запрет сделок (в том числе по доверенностям), запрет на получение некоторых консульских услуг.
Ограничения могут ввести против людей, которые скрываются от обвинительного приговора по любому уголовному делу или от административного наказания — по небольшому перечню правонарушений. Среди таких, например, «иноагентские» правонарушения и «дискредитация» российской армии и властей.
Перед тем как ввести ограничения, людей будут вносить в публичный реестр — своеобразный список «врагов народа».
Правозащитники называют новые нормы путем к фактическому лишению гражданства оппонентов правящего режима.
