Speaker 1 (00:01):
Well, dream on and man. Seven twenty one is our
time here in Houston's morning News. You'd like to think
that whoever wins the Texas Lottery, first of all, would
be nice if it was a Texan. Number two, would
be nice if it was just an actual citizen who
just happens to not buy a retail outlet and bought
a lucky ticket. But when you find out that there
are listed lottery ticket resellers and that that's maybe who's
(00:23):
winning some of this stuff, it is a little a
little concerning, I would say, to say the least. Briscoe
Caine Joins is Texas state representative from Deer Park. We
saw Lieutenant Governor's upset about this. I'm guessing you feel
the same.
Speaker 2 (00:36):
Holy cow, how can you not be bothered? Man?
Speaker 3 (00:41):
So it's a lottery remind especially for people from Houston.
It's kind of like the belt Wag eight, right, like
it was supposed to do something, It was supposed to
join money for something that never really happened. Right, We're
all kind of really just disappointed in it. And man,
did you see though that one of the commissioners resigned?
Speaker 1 (01:01):
What does that tell you about how serious this is? Right?
They couldn't be bothered to stay around and try to
defend what's been going on clearly.
Speaker 2 (01:09):
Yeah, no, there's probably a smart move. I mean the
guy there may have been nothing going on right, like,
his hands might be totally clean, But I would want
to run the other direction if Dan Patrick is on
my trail as well.
Speaker 3 (01:19):
But no, likely something is fishy and.
Speaker 2 (01:23):
When he gets the bottom of it, look, the Texas
Lottery needs to get dozed.
Speaker 1 (01:27):
Yeah, no doubt about that.
Speaker 2 (01:28):
You know, it's funny at the bottom of it and
find out what's happened.
Speaker 1 (01:31):
Yeah, you kind of started with I think the thing
that we all kind of learned the hard way when
it comes to any lottery. I mean we've all but
every just about every state in the United States has
been sold on the idea of having a state lottery,
with the idea that money's going to go to schools,
is going to fund all these wonderful things. In the experience,
I think it's been the same in every single state
that's done it, which is, yeah, money funds the schools,
(01:53):
but money that was in the general fund that used
to fund the schools doesn't fund the schools anymore. It's
so they aren't really getting any more money. You just
allowing the stat You're allowing the state to spend that
extra money on something else.
Speaker 2 (02:07):
It's a great mistake that people make, the mistake of
judging a government program by its intent and not its outcomes.
They sold your bill of goods and the people fell
for it. Look, there are a lot of things that
canna investigate in the text a lottery. I don't know
why we give them so much darn money to do
advertising and things. They've got their own little slushes. Any
agency continues to try and find out how big it
(02:29):
can grow, of course, still not doing the thing that
it was designed to do.
Speaker 1 (02:34):
So what do you think What do you think needs
to happen ultimately with the Texas State Lottery at this point?
Speaker 2 (02:39):
Well, I mean, of course i'd like to see it abolish,
but I know people, Look, people still like to entertain
themselves with games. Maybe you just put it in a
basement somewhere and it can still do what it's supposed
to do. Look, it's needs to be reformed. We need
to make sure that the money is going to what
it's originally supposed to do, and then it's doing exactly
what it was designed to do nothing else when you
put it back into.
Speaker 1 (02:58):
Its little box. Okay, what are the reasonable expectations that
we should expect from the State lottery at the very least?
First of all, I guess we need to expect honesty, right,
we need to expect transparency. It needs to be run
on the open up.
Speaker 3 (03:13):
Of course.
Speaker 2 (03:14):
And there's hearings that will be going on today in
the Texas Center. Bob Hall's bill to get rid of
this lottery courier thing is going to be heard today
and I set that to sell through pretty quickly and
come out of the house and state represented match he
will be carrying in the house. And that's certainly one
fix to get rid of it. Is this mobile courier thing,
so we can make sure that it's actually live people
winning it. But so it doesn't fix the idea that
(03:36):
apparently you can gain this thing and then it's not
really random, and so ultimately really does need a lot
of internal reforms.
Speaker 1 (03:42):
Yeah, do we have any idea how this courier system worked?
Not so much from the standpoint of how they were
buying tickets. I think that's pretty obvious how they were
buying tickets. But was it just dumb luck that they
were winning so much money or is there something more
involved there?
Speaker 2 (03:58):
Do you think, man, I think that's the question where
I'll waiting to waiting to hear. So I'm I'm wanting
answers myself along with the rest of taxes.
Speaker 1 (04:08):
Okay, well keep a supposed if you would, sir, appreciate it.
That's Texas state representative from Deer Park, Briscoe Caine. It
