on. Claudia Shanbaum is going tobe the new president of Mexico and October
first, she takes over from herpredecessor, Andres Manuel Lopez overdoor, who
is almost certainly in the pay ofthe Sinaloa cartel at the very least,
and Claudia herself is from the samepolitical machine. She's one of his very
trusted deputies. And there's not alot of reason for rational optimism when it
(51:44):
comes to Mexico at this point,in fact, there's a lot of reason
to think things are going to getmuch worse. Yeah, we talk about
you've talked about Sinaloa. Well,cartels are pretty much running the government in
Mexico now, aren't they. Theycertainly are running our border quite a bit.
Yeah, you have to understand Mexiconow as really a state cartel synthesis.
You've got power holders in the state, you've got powerholders in the various
(52:07):
cartels, and they tend to worktogether at a high level. There are
exceptions. Of course, it's nota total integration, but it's integrative enough
to be able to say that theMexican state at this point really isn't a
partner of ours it used to be. Now it's really much more a partner
of its own cartels, and wehave to adjust policy and views accordingly.

Well, and let's talk about thatfor a second. Let's assume, for
the sake of argument, the PresidentTrump is elected. He's going to want
to get tough at the border.He's going to want to build the wall,
finished building the wall. He probablyis also going to have to do
some sort of military intervention at theborder. Don't you think it The only
way you can fight the cartel iswith the military. Yeah. You know,
one of the things that we talkabout quite a bit is that the
(52:47):
border and the border security crisis.And look, I'm from South Texas.
I've seen this firsthand for many years. The border crisis used to be a
law enforcement crisis, right, Itused to be an immigration crist and law
enforcement immigration are still tremendously important,but it's changed into something else over the
past ten years. Now it's anational security crisis, which is qualitatively different,

and exactly to your point. Nationalsecurity crises demand national security solutions,
and we've got to have Department ofDefense involvement in some fashion. In fifteen
the border, it's gone too farfor anything else we talk. Our first
thought when we think about fighting isto do it militarily. The Donald tromp
while he was president. He managedto not get us into wars, but

he certainly wielded a big club economically. Is there not just a huge way
of stopping this in Mexico? Thisfailed thing economically? Yeah, no,
great question. And look, Ithink one thing the President Trump understood very
well, and I think he'll bringback when he returns to the presidency in

January next year. Is the realitythat it's successful. Policy involves no military
action, but there has to bea credible threat of it, and I
think foreign leaders, including loop asoverdoor in Mexico understood that that. Undergrad's
a lot of Trump administration policy.You've got to be willing to do certain
things, but you don't want todo it, And in the case of
Mexico, I don't think it willactually be necessary if we are credible in
(54:15):
our production of power. Linking tradein security is the number one thing that
we can do to incentivize on amaterial basis Mexican power holders the state cartel
synthesis to pay attention to the securitythat Americans as neighbors deserve from Mexico,
and that linkage of trade and securityhas never happened. Mexico continues to enjoy
(54:37):
the benefits of very robust trade withthe United States and the prosperity that it
brings without any obligation to provide security. That has to change. Unfortunately,
there's an opportunity to do that.In twenty twenty six, USMCA, which
is the latest iteration of NATA,is actually up for renegotiation and renewal.
And that's going to be a majoropportunity to say, hey, if you

don't deliver security, you don't gettrade either, and we need to look

Folks of the Democrats came in toGalveston County in a commissioner's court race.
But the effects of whatever the courtruling are far reaching. Explain to
us that's correct. How does thathappen? The concept is called a coalition

district, and a coalition district iswhat I call legal fiction. It doesn't
exist anywhere. The Democrats were ableto sell it to courts over the last
thirty years, and some courts acceptedit as being acceptable. We think that
it's not because it's not statutory law. It's just a concept that only ever
benefits Democrats. So we have challengedthe concept. We had a trial that

the district Court, which we knewwe were going to lose, because the
Fifth Circuit Court of Appeals ruled onthis issue thirty years ago in a split
decision. We think they would liketo change their opinion, and all the
signals so far are down that path. So the Fifth Circuit said, let
us hear this as an end entirecourt because only the entire court can overturn
the entire court again, and wehad that hearing coating back on May the

twelfth. Okay, coalition districts ishow you draw lines for congressional district,
state legislature, all kinds of thingsso that it favors minority voters so they
can be assured of having representation.Is that a fair assessment? That's pretty

to have a precinct. So theywant you to ban different minorities together,
but they only want you to banDemocrat voting minorities together. So you know,
Hispanics and friends wood in Lake City, who are going to vote Republican,

with the African Americans to create aprecinct that will again only benefit a Democrat.

all turn Republican that's correct, butwe can only give the state the tools

Court of Appeals case. So ifthe states will go back and do that

and undo the coalition districts, correct, we count five coalition districts congressional districts
in Texas. We have not hada chance to do the math on state
