With that being said, I'm going to take care of

a couple of email questions here real quick. First one
came in from David, and this is a good question
because he's got a roofing permit question Harris County outside
of Houston city limits. I'm very confused about this. My
wife and I will be getting a new roof on

(03:46):
our house very soon due to hail damage. The roofing
contractor says we do not need a permit from Harris County.
When I did a web search Harris County permit said
I would need one. The structure, wood beams, etc. Seems
sound and will most likely only have to replace the shingles,

(04:09):
transition pieces and paper rubber undertlaiment. So in your opinion
and experience, do you need a permit from the county
to replace your roof? Thank you for your time and
attention to this matter, David. Well, David, they may have
it on there that you have to get the permit,

(04:31):
but try to get one. And this is a case
with a lot of counties. You know, the state law
has it where counties are supposed to be requiring permits
for certain things and there's nobody, there's no place to
go get it. Now. Last time I checked, Harris County

(04:53):
was one of those counties that, yes, they're supposed to
have stuff, but there's no place to go to get it.
I haven't looked in several years though on that. Now.
What you may be seeing, and this is what I'm
kind of wondering, is if it wasn't for windstorm, and
that would be through an inspection process by an engineer

(05:17):
who certified to do windstorm, there's not a permit per
se if that's the case, But you do have to
go through the process to get the windstorm and your
insurance company may require that as well. So I would
be more concerned with getting the windstorm certification, truthfully, than
the permit if you're out in the county, even for building.

(05:41):
You know, the code in Texas requires a building permit
from the county when building, but there's a lot of
counties that don't have anything set up to be able
to issue those permits. So honestly, I have not checked
to see if they've got anything set up for roofing,
but they don't that I'm aware of, and it's been

(06:04):
a few years though since I've checked, so uh, unless
they've recently set it up, and with the windstorm certifications,
they may have, But like I said, I'd be more
concerned with the windstorm than I would be the permit itself.

Hi, Jim, Listen, I have a problem with the bathtub.
You know, there's a little lever that lets the water
in and out of bath of and that thing has broken, okay,
And unfortunately the screws are stuck in there. I mean,
they're just rusted in there. I don't know. You know

(06:51):
this is I bought this a long time ago. So
so anyway, I've tried to get someone to come and
you know, drill them out. They don't have, you know,
behind this plate where the little lever is, this airspace
and the screws, which are about two two and a

(07:11):
half inches or something, they go through the airspace until
they get to a hole at the back where they
screw in.

Speaker 3 (07:20):
Right.

Speaker 5 (07:21):
So I don't know why I can't get somebody to
do this. What is the problem they? At first I
had a handyman was recommended to me, and then I
had a plumber, not from your place, but from a
place I actually have a membership to. And I can't
wait to get out of that. And I can't get

(07:44):
them to do it. I don't know what it is.

Speaker 4 (07:46):
What did the plumber tell you, kid? The plumber is
the one who's supposed to be doing this.

Speaker 5 (07:51):
He couldn't tell me. He made the guy that came
from this place was saying, oh, well, we can't go
drill through there. I mean we'll have to cut the
plate and then we might ruin you. I mean, just
a whole lot of garbage. So I can't get a
straight answer. And you know, if they they don't have

(08:11):
to drill all the way. I told the guy, I said, look,
you only have to drill about half an inchine there,
because the head of the screw is probably about an
eighth to a quarter of an inch, and then you
would go a little beyond that to get to the
front of the screw, and you know, maybe weaken it
so that we could just knock the plate on it.

(08:33):
I can't get any sense to these people. I don't know,
so maybe.

Speaker 4 (08:38):
You have what you're describing wouldn't be the normal way
to do it, Well, what would you do it? The
normal way would be they would open it up from
the backside and be able to secure because it's screwed
into a typically a brass chunk in the back, and

(09:04):
normally they would have to go from the backside to
hold that in place while they literally just torque the
heck out of it to get it out, and sometimes
they have to replace that. In the back.

Speaker 5 (09:14):
There is a you know, an access panel at the
back and there's about maybe a quarter to three a's
of an inch of a screw showing in there, and
I can't really see, you know, obviously there's no vision
to the front what is there. So it just didn't

(09:37):
seem to me, like, you know, the thing that seemed
to me, the most logical way to do it would
be to weaken the screws and then knock the plate
off and then you know, just hand with the screwdrivers.
You just have to.

Speaker 4 (09:57):
Yeh. Normally, what the plumbers end up doing is literally
twisting on that screw. If it snaps off, it snaps off,
and then the brass plate that's on the backside that
holds everything together, it just gets replaced. It's not that
big a deal. Why the other plumber who came out,
especially since you had access to it, wasn't willing to

(10:19):
do that is beyond me.

Speaker 5 (10:20):
I don't know, you know, So I thought, well, maybe
you know, you have somebody at your place at the
plumbing division who can come out here and evaluate it
and look at both sides, you know, because the other
people didn't look at the panel at all. They didn't
open the panel in the back, So I don't know
what's the problem.

Speaker 4 (10:41):
Yeah, give give the office a call there. They're there
right now. In fact, you can call in and schedule
for one of the plumbers to come out.

Speaker 1 (10:48):
Uh.

Speaker 4 (10:49):
And the office number is seven to one to three
four seven three seven one five six and you just
tell them, you know that that those screws are stuck,
that they need to be changed out in that way.
They've got the right stuff with them for it.

Speaker 5 (11:05):
Okay, Okay, Well, I I will try to schedule the
plumber for well, maybe for Monday. I don't give myself
a break from this stuff.

Speaker 4 (11:15):
And it's not something that they need to rush out,
you know, over the weekend for anyways.

Speaker 5 (11:21):
Right, I mean I can't use really can't because there
is so little you know, It's like the water just
seets out, it's a little flow. So I don't really
want to use the tubs, you know, but I can still,
you know, since I have running water and the sinks
and everything. I'm okay, but this is just thriving me

(11:41):
nuts that these people come here and they don't seem
to really know what to do. Yeah, So I will
call your guy. I have him come look at the
panel at the back and the front and then see
what he says.

rosenberg sends me a message suspected mold needs a mold inspector. Okay,
a mold inspector is really just going to be somebody
who can come in test for the mold and then
helps with the remediation. There's a company, Woodland's Water Restoration.

(17:33):
I would tell you give them a call. Their number

And uh. They can test for the mold and if
you do have mold, they can deal with the insurance
company to help you out as well. So hopefully that'll

And Gale send in a hot water slow to flow
on one side of the house, high jim My, hot

water takes a long time to flow on one side
of my house. Is there a way to get it
to flow faster? We waste a lot of water and
it's very expensive where we live. Well, there are things
you can do, I mean you can put in a
recirculation system that keeps the water flowing. I don't recommend

(18:38):
having one run all the time. You can have it
on a switch so when you walk in the room,
no you're gonna be need hot water, turn it on,
let it start circulating. That puts the water right near
where you're at, because the reason it's taken so long
is nothing more than the distance from the water heater
that you are. But when there's a recirculating system, there's

(19:00):
a loop that's always going back to the water heater,
and so you basically have almost instant hot water there.
If you don't want to go down that road, another
option is to put in a either a small tankless
water heater at where you need it, like if it's

(19:21):
a bathroom or whatever. Or you can put in a
small tank that provides you with hot water almost instantly,
and then as the hot water from the primary tank
gets there, the other tank just refills and basically shuts
down because it's got hot water back in it. So

(19:42):
you do have some options on how to do it.
Its just a matter what's going to fit your house
needs the best. If you go with the small tankless,
you would have to have a power supply under the sink. Well,
that's whether it's a tankless or a tank type. My
person preference in this situation like this is to go

(20:03):
with a small tankless and the reason is once hot
water hits it, the tankless will shut down and you
know it continues. But if your primary water heater goes
out that one source of hot water, that could be
a continuous flow of hot water. And you can hook

(20:25):
it up for an entire bathroom so that you would
still have a shower, you would have the sink and
all that kind of stuff. It's only going to handle
one item at a time though, so it would hook
up where the water supplies coming into the bathroom. And
like I said, once the hot water from the tank
hits it, the tankless would shut off. But should the

(20:47):
irregular water heater go out, this gives you a supplement
while you're getting the other water heater replaced. But if
you're in the shower and somebody turns the faucet on,
I guess what hits I can handle both. You're gonna
get cooler water. It won't be cold water, it'll just
turn it down to cooler water. So uh, And like

(21:10):
I say, the only downside is having to have power
to it. But if you install it like in the attic,
you're gonna have power available up there that you could
get run to it anyways, fairly inexpensively. Again, if you

open lines right now, So it's a great time to
pick up the phone and give me a call. And
let's see here we'll jump into another email questions. So
Mark says, I have two spots in two bedrooms with
damp carpets. It's not damp from the outside. It seems

(24:39):
just damp all the time. It's coming from the foundation.
Live in the Premont area. No rain for weeks now, Well,
there's a lot of things that can cause it to
get damped that way. Uh, and a couple of them
are going to be if you got a water line leak.

(25:01):
You know, not all water lines are in the attic
now in our area here in the Houston area, most
of the time they're in the attic. Other parts of Texas,
they're under the slab. And if you've got a pinhole
leak in a water line, because they're typically under in
the slab going to be copper lines. They get it
just a pinhole, it'll start getting moisture, and if it

(25:23):
hits in a closet, there's typically no air conditioning duck
in the closet to help dry it out or anything,
it becomes a real problem. Now you mentioned that you've
got two spots, and so I'm thinking this is probably
not a leak in a water line, but more so

(25:45):
possibly a leak in something like the condensate line from
the air conditioner, which can cause this problem because the
condon sate line from the air conditioner will run down
in a wall, go and typically tie into the sewer
system like under a sink someplace like that, or in

(26:08):
a vent pipe is where they used to put them.
It depends on when the house was built, and if
that is leaking, and it can be leaking just in
the line that's in the attic and run down in
the wall and get into closets, it can cause this
kind of problem as well. And since there hasn't been
a rain, I'm going to discount ground water coming you know,

(26:31):
down a hill or something and getting into the house.
So I'm thinking it's going to be either condensation line
drain line or possibly a water line that's in the
slab or something. So what do you do to find out? Well,
the first thing I would do would be to shut
everything off, turn the valves off to all the toilets,

(26:53):
turn the water off, going to the ice maker, all
those kind of things. Check the meter and see if
it is spinning it all. If you've still got the
dial type that has a little triangle that spins, uh,
if it moves at all. You got a leak. Now,
the first thing you gotta check is make sure it's
not one of the valves leaking into the toilet or something.

(27:16):
But you've got a leak where waters dripping by somewhere.
If that passes, then you would want to do a
static test on the sewer system to make sure that
there's not a leak in it, and of course have
the HVAC drain line checked, because any one of those

(27:40):
could be causing the problem that you're describing here. Got

Carrying out a new caney has water seepage. I have
a house built on bricks. I had a rubber mat
I laid flat on the floor under a bed for
storage for a couple of months. Recently I needed to
use it, but when I pulled it out from under
the bed, it was wet on the underside of it
carpet as well. After a few days, I went to

(28:26):
check it and the carpet was not dry. Also, I
have a home office with a chair mat that's plastic
under the chair area. I noticed water coming up through
the subfloor and up through my vinyl flooring. What can
I do without tearing the floors out? I will never

(28:47):
have a house on blocks again, Well, it's not because
the house is on blocks. I can tell you this
can happen in a slab house as well. But you've
got a ventilation problem. The humidity levels are getting too
high under that home, in the crawl space, which means
it's not being vented properly. And so what do you

(29:09):
got to do to do that? Well, depends on the openings.
You know, if there's enough openings, maybe some of them
are closed. Maybe there's plants blocking some of them. If
there's nothing in the way, you may have to put
a fan, and they make fans that fit into those
openings for blocking based pur and pen homes. That will

(29:33):
pull the air out from under the home, and by
doing that, it's sucking new air in under and that
will tend to lower the humidity level under that crawl
space home. Now, on really bad cases, you end up
going in and putting a liner, a plastic liner on

(29:55):
the ground under a crawl space home to keep the
moisture that's in the soil from co up into that
crawl space, again lowering that humidity level. But that's really
what it's coming down to, is a humidity level in
the crawl space. I definitely would start by trying to
ventilate it and deal with it that way. Uh, it's

(30:15):
usually not that on the you know, unbelievably expensive to
ventilate something like that, But if you have to encapsulate
the crawl space where you're putting the plastic down and
and sealing it, that does become pretty pricey. So ventilation
when possible is always the answer. The other thing is

(30:36):
you're going to want to check that crawl space to
make sure that there's not a reason you have standing
water underneath, because the standing water would just again run
that humidity levels way up. We got to take a

mean it's all over the place, really, any place that

and if the soil is moist around your foundation, you

years old. We had it built and the man said

it would never need painting. We have tried wet and
forget water, with bleach and pressure washed it. Nothing gets
the weather stains off. Do you have any suggestions? Thinks, Well,
I'm not sure what the weather stains are, but it's aluminum.

It's got a paint on it that's going to be
very similar to an automotive paint. Take some rubbing compound
and try that and see if it removes it. Now,
if it does, you can clean it that way, but
then you're going to have to apply some wax or
something on it to keep it protected, and you'll end

the stains have soaked down into the coating itself, so
I'm not one hundred percent sure even that's going to

I've actually told people to call it before. But the
issue I'm running into at this time is they are
way over selling what it will do. If you need

it to put on your roof to make another year
or two. I got zero issues with it. It'll help
you with that. But some of their marketing now is saying, oh,
it's it'll help double the life, you know, extend the
life like putting on a new roof and things like that,
that it's just not going to do that, not in
our climate. The whole thing that happens with the roof

is the shingles dry out. When they dry out, they
become very brittle. They'll start curling at the edges and
things like that. So the product that they're putting on
soaks down into the shingle, softens it back up, and
you know, will rejuvenate it for a bit. But it

(53:44):
is nowhere's near like putting on a new roof like
they're they're talking about. So it's really just a matter
of the expectation and the cost.

Okay, I haven't priced it, what's the what are they charging?

You know, it used to be you could get it
done fairly reasonable. But I've had some people tell me
that it's it's been as high as half the cost
of putting on a new roof, and to me, it's
it would not be worth that. But if you could
spend a new roof nowadays, let's face it, it gets
pretty pricey. And say, if a new roof's going to

cost you twenty grand and you can put this product
on for three four thousand, and it's going to buy
you a couple of years, so you're ready to spend
the money on a new roof, I would have no
issue with that. But I've heard some numbers as high
as ten twelve thousand, and I got a question, It's

not worth it to me. Okay, okay, I will tell
you my rule of thumb on stuff like this, whether
it's the roof like that, an air conditioner, a vehicle.
If I'm getting fifty percent of the cost of a
new one into fixing it, it's time for me to

If it's not, then yes, adding some insulation would help
get it back up to the fifteen sixteen inches. Something
else you could take a look at that helps tremendously
is the energy Q radiant barrier. In my personal home.
I've got in a lot of area of my house

no insulation, just the radiant barrier, And where I do
have insulation in the attic, it's only about four inches
at best. And I'm running a three thousand square foot house.
I did have last year the USA Insulation inject the
foam insulation into my walls. Now my house was built

in seventy three and I'm running an electric bill now
less than two hundred dollars. You said energy Q writing
energy Q radiant barrier, And basically it comes in a
roll that's four feet wide, and you can cut it

and lay it on the attic floor like a blanket
on top of your insulation, and it keeps the heat
that's in the attic from getting into the insulation, so
it allows it to work better. And where you can
really tail it works like on the pull down staircase.
I have a sheet of it laying across it up
there so I can pull my attic staircase down. I

could leave it down. You don't feel any heat coming
into my living but if I go up there and
move that piece over, it's just a gush of hot
air coming in. So it really works well. Some of
the other things that you mentioned, the windows, I'm sorry.

Absolutely. The difference is the spray is no longer allowed
to even be called a radiant barrier because if it's
all mixed properly, sprayed properly, it will block sixty five

assuming you've got a luminum frame double pain wind those
in the house right now, but the glass is going
to be very close together, so it's not a huge
energy efficient. Since your house was built, building codes have

changed where the glass packs have to be quite a
bit different and it is a lot more energy efficient.
So that would be one of the things I would
look at. But the first one I would do would
be the radiant barrier.
