but you really don't mean it. I know that, per fact.
I have a chart in front of me. I've shown
it on TV before, I'll show it on TV again tonight,
and it shows all the different capitals around the world,
from Uruguay to Baghdad, uh tonight, Jeer, Panama City, Panama, Brazil,

Costa Rica, Colombia, Mexico, Mexico City, you know, Lima, Peru, Ethiopia.
So it also hads with it the homicide rate. The
top capital homicide rate by far is Washington, d C.
With forty one per hundred thousand, and the next highest

is Uruguay sixteen point one per one hundred thousand. The
next highest is Bagdad fifteen point two, and it goes
all the way down to Istanbul, Turkey at one point
eight per one hundred thousand. And so President Trump announced
this morning that he's going to federalize DC police and
deployed National Guard troops in an effort to keep people

alive in our nation's capital and fix what has not
been dealt with by local officials. People like Al Sharp
calling President Trump's crackdown on DC crime dangerous and disgusting.
I actually think keeping innocent people alive is a good
thing to do, a healthy thing to do. And the
(03:13):
fact that the President cares, and what is the alternative.
They've had every chance in the world to fix this
on their own, They've decided not to do it. They
don't care, defund dismantle nobail laws, you know rules the
Democratic Party today.
Speaker 3 (03:27):
Well, look, first of all, Washington is the national capital,
and every American should be able to visit Washington safely,
and it should be non negotiable, and it's ultimately a
federal responsibility. Unfortunately, like many city governments, the DC government,
but through corruption and competence and ignorance, is unable to

solve these problems. And I think the President was doing
exactly the right thing. When I was Speaker of the House,
working with people like Congressman Tom Davis, we profoundly overhauled
the city of Washington. We changed his tax code, we
changed his education system. We've we had an audit and
overhauled it. We strengthened this police force, and we launched
(04:14):
what became a boom in terms of people moving into
the city, businesses moving into the city, which lasted until
the decay of DC city government. The level of corruption
which is endemic to a lot of these big cities
when you look at New York, you look at Chicago,
these are cities is just plain corrupt. And the result
(04:34):
is they're dominated by big government socialists who have radical values,
who favor the criminal over the innocent. They favor basically
organized crime over the police. And somehow, and this is
where people are like Sharpton just frankly mystify me. Saving
innocent people from being killed, saving innocent people from being
(04:58):
raped or mugged strikes me. The bias ought to be
in favor of the innocent, not the criminal. And yet
you find some of these people who just can't help
themselves in their commitment to weaken in society. You have,
you know, people like Mandami, the big government socialist in
New York running for mayor saying basically he would replace

the police with pacification people who would come by and
would be helpful. They be helpful in a positive, friendly way. Well,
you start dealing with these criminals passification, people are just
going to get killed. They're not going to pacify anybody.
And you have rule things like no bond laws which
(05:42):
allow people to go right back on the street, where
this which is really a reversion to the world that
made Clint Eastwood in the nineteen seventies, where you know
it would take you longer to fill out the paperwork
than they'd actually be in jail. And I think that
this whole model on the left has been extorted, instructed,
and what the President's doing is exactly right.

Well, I got to tell you something. I agree. The
pushback is bewildering to me because the idea is to
keep people alive. It's not about power, it's about safety.
It's about security. And honestly, you would think you would
welcome more of a police presence, especially from the party
that you know is so against violence and insurrection, although

they did vote for a vice president that when we
had five hundred and seventy four riots that killed two
dozen Americans, injured thousands of cops, and caused billions of
property damage, did go on with Stephen Colbert and say
the rioters won't stop, shouldn't stop, and we're not going
to stop supporting them. Let me ask you on the issue,
because now all of these blue state you know leaders
(06:49):
or if you want to call them leaders, you have
Kathy Hulkel and JB. Pritzker and Gavin Newsom and others.
You know, they're they're up in arms over the issue
of Texas and reached drawing their congressional districts. The only
problem is in every one of these states we find
that jerry mandering has been mastered by the Democratic Party.

Now Republicans are just doing what Democrats have successfully done,
the model that they have mastered. And now they're all
up in arms and they say they're going to fight
fire with fire here there's no more jerry mandering left
to do. I don't think they can do much.
Speaker 3 (07:27):
Look, I loved the governor of Massachusetts because apparently nobody
had told her that there are no Republicans you can jerrymander.
I mean, as you point out, there are literally no
Republicans in the House, so they're in Massachusetts. So she
can't fight fire with fire. She is the fire. I mean,
they've already cheated and ironically, as you probably know, the

term gerrymander occurred in eighteen twelve in Massachusetts when the Federalists,
who are desperately trying to survive all only failed the
Jefferson The Rise of the Jeffersonians. The Federalis of Massachusetts
wrote this map and one district, the guy said, gee,
that looks like a salamander, and another guy said, no, no,

that's a jerrymander, because it was Eldridge Jerry who drawn
the map. So jerrymanders go all the way back to
Massachusetts in eighteen twelve. And I think, as ironic as
you point out, Illinois is probably the worst defender, and
California is bad, Massachusetts is bad, New York is bad.

All of these states have worked over time to rig
the game. And the fact is that this is a
fight that is important. I mean, I'm not quite sure
how the Texas is. They do have to get the
Democrats back to have a quorum, so I'm not quite
sure how they're going to pull that off. But what
governors trying to do in Texas, for one thing, probably
(08:57):
almost guarantees that they were Republicans will retain control of
the House in twenty twenty six.

Well, I hope so, because I think otherwise we're going
to face nothing but two years of never ending, NonStop impeachment, impeachment, impeachment,
and all progress for the country is going to come

state of Alaska, Interestingly for me, the only state I've
never been to, and I'm obsessed with Alaska. The fact
that i haven't been there is unconscionable. But I'm just
obsessed with the rugged individuals. I'm obsessed with Life Below Zero,
the TV show and Deadliest Catch, another TV show about

crabbing in the Bearing Sea. So I'm kind of excited
to go there. But there's a bigger issue in play here,
and that is the Trump Putin summit. I would put
the odds at about twenty five percent that Trump is
going to have to pull a Regan and say yet
and walk away from the table because Putin has shown
no willingness to show any compromise. And the sad thing is,

this is Joe Biden. This is, to me, is Biden's war.
This happened on his watch. Biden watched the troops and
the military equipment being moved to the Ukrainian border, and
when asked about it, said well, what are you going
to do? And he said, well, it depends if it's
a minor incursion or not. And I thought that was
a horrible answer. So Putin was able to build up

his military. It was obviously he was going in by me.
It was annexed under Obama and Biden. So and right now,
I mean, let's be very frank about it, Europe has
not stepped up. Now. Trump is selling weapons to the Ukrainians.
They have fought valiantly. I do believe Plutin's a murdering
dictator thug, but there really is no good answer for

Ukraine at this point that I see.

Well thought, I don't know.

I mean, first of all, I think the eyes of
Trump not getting a deal this week are probably more
like seventy to eighty percent. Pudin still is not convinced
that he can't win, and he thinks he can hang tough,
lie to Trump and continue to try to fight. He's
trying to offer a totally one sided truce in terms

of aerial power, which tells me that the Ukrainian long
range use of drones is being to really impact the
Russian defense system, and I actually think that the combination
of American capabilities and European capabilities, we are very likely
(13:01):
to wear down the Russians and not to force them
into a decisive defeat, which would which would be very
dangerous because they do have six thousand nuclear weapons, but
to force them into a recognition that they can't they
can't claim charitor. I mean, the real question here's going
to be does Prudent get the claim a victory by
(13:21):
keeping land while not allowing the Ukrainians to keep the
land they've occupied because Ukrainians deliberately set out to occupy
a piece of Russia to have a bargaining ship. Well,
I mean, if we agree to a totally one sided
deal where Prudent gets to keep what he stole, but
Zelensky has to give back the area that they've occupied.

First of all, I don't think Zolensky will agree. I
think he and the Europeans will say to help.
Speaker 1 (13:46):
The problem is, I don't see a scenario where Zolensky
can win this war. I don't think Europe has the
commitment to back them. They have proven me to be
right here toofore, and I like the President Trum's now
putting sanctions on them. I like the fact that he's
selling weaponrys so they can continue to fight valiantly. I

concede up front that Buuten's a murdering dictator thug. I
just don't see a deal that would emerge that's not
going to include land handed over the issue for Ukraine.
To me, what the negotiation, negotiated settlement has to be
about is security and long term security.
Speaker 3 (14:25):
Sure, but since Russia also will not allow European troops
to be on the on the border, you have to
ask yourself, how do you get security?
Speaker 1 (14:36):
I mean, well, well, first of all, Bill Clinton, that
took away Ukraine's nuclear weapons. That was stupid on their part.
Looking back through the prism of history. Now, the question
is can they build up enough military might that if
another invasion occurs, that they have enough of a deterrent
to stop them?
Speaker 3 (14:53):
And well, I think that's largely a function of our
willingness to give them advanced weapons or to sell them
advance opens. Look, you and I probably disagree in that.
I think if the United States wanted to, we could
supply Ukraine with enough very advanced weapons that they would
cost the Russians an enormous amount, and if you combine
(15:15):
that with Trump's proposed sanctions, you really can begin to
put advice on Putin. And I guess sean part of
what I mean. And I'll be curious to see how
Trump deals with this, because I believe you never go
into a negotiation from a position of fear.
Speaker 1 (15:34):
Oh well, Donald Trump doesn't have fear, so that's not
going to be a problem.
Speaker 3 (15:37):
Right. Well, my point is, see you walk in and
Putin says something outrageous, you comfortably get up and walk out,
which is what he did. Remember to Kim Jong un in.
Speaker 1 (15:49):
I think I can absolutely see that unfolding on Friday,
right and just say, you.
Speaker 3 (15:55):
Know, call on, you're serious. And I think when I
think second, he should Trump should not accept any agreement
Friday this weekend, even if he should say that, if
it is a decent offer, he should say that's a
very useful. Ever, let's meet next week and get Zolensky
in and that's the three of us talk it through.

But I think it's very important. Look. Ukrainians have for
four years been the victims of a vicious, deliberate campaign
which targeted civilians, killed innocent people, killed children. And I
don't think we should impose on them. I think we
have to say, you know, Putin has made an interesting proposal.
Let's get the three of us together. Let's talk it

Well, I think I think that it would be very
cool if Trump said, oh, by the way, I brought

walk out.

But well, I'm blessed. I'm with you. The country does
not have an apple tight for forever war or proxy war,
which is the situation that Joe Biden created. I mean,
we were providing all the weaponry, hundreds and hundreds of
billions of dollars, and we can't be in that position either.
I mean, it's very nuanced, very very difficult, and with

threading a needle. And however, peace in Europe would be
a good thing and the effort is certainly worth it.

to get to involving the legality, if you will, as

it relates to Donald Trump National Guard. And I want
to be very clear upront, because the corrupt state run
legacy media mob is plat out doing what they always do,
and that's lying to you. The President invoke what's called
Section seven forty of the District of Columbia Home r Act,
which would place the city's metropolitan police department under direct

federal control. The President also will put National Guard troops
in place in an effort to combat crime. I went
through these numbers yesterday. If you look at the homicide
rate capital cities around the world, by far, Washington d
C is the worst forty one per hundred thousand people.
The next closest would be Uruguay sixteen point one per

one hundred thousand people. Baghdad is you know, more than
almost three times safer than Washington d C. Fifteen point
two per one hundred thousand in terms of their homicide rate. Again,
DC's forty one per hundred thousand. Panama City, Panama fourteen

point three, Brazil thirteen, Costa Rica thirteen, Bogata, Colombia eleven,
Bolivia ten point seven, Mexico City, Mexico eight, Lima, Peru seven,
Ethiopia six, Buenos Aires, Argentina five point five, Estonia, Kenya, Havana,

Cuba is four per hundred thousand. Washington DC a wopping
forty one. I mean, and what's really spectacular about this
when you when you listen to the left wing media,
they have been pushing a talking point, and when I
heard it, I said, that can possibly be right, and

Today they have an article out that says, is DC
crime at a thirty year low? Mainstream media outlets cite
police data to say yes, without noting, Oh, you mean
there's context and texture and information that I'm providing. Oh
what a shock. No wonder why the state run legacy

media mob is officially dead, without noting that a commander
is currently on leave for allegedly falsifying the data. The
DC Fraternal Order of Police chairmen said in July that
the Metropolitan Police leaders are have been pressuring officers to
falsify data artificially deflate crime statistics. And Political reported Monday

that crime in Washington has hit a thirty year low
last year, despite the President declaring a public safety emergency
in the district, and PR says the same thing. Ah,
the President ordered a federal intervention despite the fact that
violent crime plunged to a thirty year low. It goes
on and on, but every one of these publications based

their stories on data collected by the Metropolitan Police Department,
which the Biden administration touted just before leaving office. Total
crime violent crime for twenty twenty four the District of
Columbia's down thirty five percent from twenty twenty three, the
lowest has been in thirty years. Then, the Metropolitan Police
Department in July suspended a police commander for allegedly manipulating

crime numbers in his reports, according to the DC Fraternal
Order of Police chairman, who told NBC four in Washington,
d C. That officials often pressure officers to falsify statistics
in order to make the city seem faster. With that
knowledge that, of course, the mainstream media is selectively not

telling their audiences, which by the way, shouldn't shock anybody.
We welcome to the program, Fox News Legal analyst New
York Times bestselling author Greg Jarrett stays with us and
William Jacobson, Cornell Law professor. All right, so let's talk about,
first of all, the manipulation of numbers. Let's talk about
the comparison. Greg Jarrett will start with you, and the

legality of what President Trump is doing here and the
way the media has covered it. And you know, we
of the worst capital city in terms of the homicide
rate in the entire world, and why would the left
in this country be so adamant against protecting innocent people.
Speaker 2 (24:11):
They're protecting themselves. Look, the capital is run by far
left politicians, city Council of the mayor, so they cook
the books to try to fool you into thinking, oh,
everything's fine in dandy in Washington, Dcabody who has spent
time there knows that is absolutely untrue. And you know,
the worst of it is the carjackings. You know that
(24:35):
more than half of those are committed by minors sixty
percent or fifteen and sixteen years old, as young as twelve.
Guns are involved seventy two percent of the time. And
you know local authorities refuse to prosecute them as adults.
And no wonder there have been more than a thousand
carjackings in the last three years, some of which include

terrible beatings and shootings. A congressman krjacked at gunpoint, an
FBI agent karjact. But you know the local prosecutor there,
he's called the DC Attorney General. He dismisses it all
by saying, and I'm quoting your kids are kids, as
if it's okay, it's not okay. The solution is simple,
(25:22):
DC is basically a ward of the federal government that
gives the President ample authority to do what he's doing.
Under the Home Rule Act, he can seize control of
the Metropolitan Police Department on an emergency basis for a
more sustain takeover, where he would need the permission of Congress.
(25:42):
But I suspect he'd get it because those people live
in fear working at the nation's capital.

You know this is not the only place. Now, I'll
give you the full quote, Bill Jacobson, and welcome back

DC Police union chiefs said quote to evade public scrutiny,
Metropolitan Police Department leadership is deliberately falsifying crime data, creating
the false narrative of reduced crime while communities are suffering.

DC is not the only large democratic ground city where
major crimes are being under reported. If you go back
to Chicago Magazine and a few years back, Chicago Magazine
found dozens of crimes, including serious felonies, robberies, burglaries, assaults,
and even worse than that classified or downgraded to risk

slap offenses or made to vanish altogether. In New York City,
we had an NYPD transit commander accused of quote faking
New York City subway crime statistics. So this seems to
be the general practice is to put your head in
the sand and lie. A DC councilman who's been charged
(26:59):
with taking bride doesn't like Trump's Sandy crime crackdown. That's
not a big surprise. And one ABC News anchor revealed
that she was mugged in DC by a half naked vagrant,
Kira Phillips, And I'm like, oh, okay, why wouldn't they
want law and order? Why wouldn't they want safety and security?
Why wouldn't you want a stronger police presidence. If you

have the number one it's the number one capital of
any country in terms of the homicide rate worldwide, why
would you not want to protect innocent people?
Speaker 5 (27:30):
Well, you know, I think it's a political outlook. It's
something you know, Democrats, Socialists of America. It's that sort
of outlook. It's you know, sores back district attorneys now
looks that views cracking down on crime as somehow an offense,
not the offense on which you're cracking down. So that's
really the issue. It's a political outlet outlook it's all

motivated by that. Of course, there's also a twinge to
it nowadays of Trump derangement syndrome. But it's back. Why
would Democrats not want people protected in a Democrat city.
It makes no sense. So it's got to be ideological.
They just do not like law enforcement and they would
rather have people get mugged and carjacked than cracked down.

And it may be coming to a high crime city
near you. And we continue talking about the issue involving Washington,
DC and the President's announcement yesterday. You heard Janine Piro
yesterday Greg Jarrett talk about these young punks. They're fourteen, fifteen, sixteen,

even as high as seventeen years old, and she cannot
charge them with murder if they shoot somebody or attempted murder.
And then you know, she talked about a case for
a young kid, you know, tries to kill somebody, goes
before a judge, gets sentenced and gets a lecture about
released on I guess their own recognisance, and told that
they need to go to college. How does that keep
(29:43):
anybody safe? And what happens when these people go out
and attack other innocent people.
Speaker 2 (29:48):
Well, they're what the politicians in local government and the
capital to do and is incentivizing criminality. And the solution
is so simple and obvious. When minors act as adults
by committing serious crimes, they need to be treated as adults,
and that means lowering the age for prosecution. Currently, under
(30:11):
DC law, fifteen year olds can only be prosecuted with
a judge's permission, and that almost never occurs, mostly because
the local prosecutor the DC Attorney General, refuses to pursue
those cases. Even sixteen and seventeen year olds are seldom
(30:31):
charged as adults. So you know, the DC City Council
will never change the laws because they're notoriously soft on crimes.
So you know, the only recourse is for the President
to step in and Congress and as I say, in
(30:52):
a DC is a ward of the federal government answerable
to the federal government itself, mostly to Congress for the
president as well, and he can order National Guard troops
in there. Ninth Circuit Court of Appeals already ruled he
had the authority to federalize California's National Guard troops in LA.
You do the same thing in New York, in Chicago,
(31:15):
he can do it in Washington, DC.

Well, pretty amazing. But you know, we also learned a lot,
I think William Jacobson when we watched the Joint Session
speech of President Trump, and in that speech, the President
recognized the family of Lake and Riley. In that speech,
the President recognized the mother of Joscelyn Nungary, that little

twelve year old girl that was brutally raped and murdered
in Texas in Houston. And not one Democrat would even
applaud or stand up or recognize these mothers that lost

they were telling us for four years the border was
closed and the border was secure. I say, they have
blood on their hands.

Well, I think that the border security, which is tightly
correlated to crime in the cities and gets such a
winning issue for Republicans. You know, there's overwhelming popular support,
including among many Democrats, if not most Democrats, who do
not want open borders and do not want crime in
their cities. So it's a total winning issue, and I

think it was one of the issues that propelled Trump
to victory. There were many issues, but that was one
of them. I mean, people do not want Venezuelan crime gangs,
you know, taking over apartment buildings in our cities. They
do not want the gangs running you know, sections of town,
and so it's a total winning issue. It's really baffling
(32:53):
how the Democrats have become so ideologically driven that they
will get on the wrong side of an eighty twenty
eight issue every time, and they think that just by
you know, yelling about Trump, they're going to win with that.
But I think it's a total winning Republican issue. I
hope they don't let let up. I hope they continue
the law enforcement push. I do agree that it's very

likely we're going to see the National Guard being called
out in other cities, maybe New York also if man
dam you wins and it's something that Trump. It's a
winning issue for Trump because people weren't safety above everything else.

The bill is totally right on that subject. I you know,
it used to be the Democrats cared about law and order.
I mean it was Joe Biden in the US Senate
that beefed up, you know, penalties for crimes, and they've
Democrats have done a total one to eighty. And how

they came to that. I really find mystifying.
