Genç yaşta sürgün edilen Refik Halit Karay, Memleket Hikâyeleri'nde, sürgün yıllarında (1913-1918) gezdiği Bursa, Sinop, Çorum, Ankara ve Bilecik'in coğrafyasını ve bu coğrafyanın insanlarını ele almıştır. Karay Anadolu'yu tasvir ederek toplumsal yaşamı aktarır; hikâyelerin çoğu Anadolu'daki kasaba ve köylerde geçer. Karay'ın bu hikâyelerde en çok işlediği kahramanlar bürokratlardır. Bürokratlar kötü çevre koşullarında mevcut bozukluklara ve ağır bürokrasi şartlarına karşı bir şeyler yapmaya çalışsalar da ortamın geri kalmışlığı onları sindirir ve iş yapmaz hâle getirir. Maupassant tarzında kaleme aldığı eserinde Karay, Anadolu'yu eleştirir fakat bu eleştiri küçümseme değildir.Kitaptaki hikâyelerden Şeftali Bahçeleri, Karay'ın en beğenilen ve üzerinde en çok çalışma yapılan hikâyesidir. Karay'ın özgün üslubunu yansıtma konusundaki tekilliği kadar içeriğiyle de çarpıcıdır. Memlekete hizmet aşkıyla Anadolu'ya gelen bir bürokratın zamanla ideallerinden vazgeçerek düzene teslim oluşunu anlatan Şeftali Bahçeleri, siyasetin değişmeyen doğasına dair tespitleriyle her dönem güncelliğini korumuştur...
