A settembre del 1945 viene istituita la “Commissione per lo studio del problema confinario” con l'obiettivo di definire un’ipotesi di confine tra Italia e Jugoslavia
Tra il 26 e il 28 marzo 1946, mentre la Commissione si insedia alla prefettura di Gorizia, si tengono tutte le più importanti manifestazioni, organizzate da entrambe le parti, con lo scopo dichiarato di influenzare la decisione dei commissari
