John Taylor's forgotten assault on Hamilton's economic scheme. Here's a
quote here by him. Constructive powers are like constructive treasons,
(26:17):
John Taylor of Carolina. In seventeen ninety four, John Taylor
of Caroline published a devastating critique of Alexander Hamilton's financial system,
the National Bank, paper money, and debt. Taylor saw these
for what they really were, not mere politic policy disagreements,
but a war on the Constitution itself. His pamphlet and
(26:39):
inquiry into the principles and tennessees of certain public measures
were no mere political track. It was a systematic demolition
of Hamilton's entire program. Taylor called Hamilton's constitutional interpretations constructive treasons,
a phrase that captured the essence of how government power
expands through legal slight of hand foundation under attack by
(27:03):
Washington's second term. American sensed something was wrong. The whispers
were getting louder about Marchie, about corruption, about constitution being
systematically destroyed. Taylor didn't dismiss these concerns as partisan hysteria.
He knew they deserve investigation. It is often that the
administration is driving at monarchy, that the legislator is corrupt,

and that the Constitution has been more deliberately broken than
it was formed. These assertions are alarming. They deserve investigation.
Taylor understood the stakes when he decided to act, sending
his pamphlet directly to President Washington attacking measures the president
himself has signed into law. He chose the truth over
political convenience and the spirit of truth and not of autolation.

Does the following performance solicit your attention? Excuse me? Nor
is it hope of acquiring some share of your countenance
diminished by the circumstance of your not having an official character?
What's held your signature from several of the measures investigated?

Here's what was Taylor's insight. The problem wasn't just bad policies.
Even sound constitutional structure should be corrupted from within. Good
government could rot just as easily as bad government could flourish.
As a bad form of government made by means of
a good administration produce national happiness, a so good form
(28:33):
of government may be abused into engine of fraud and corruption.
The mechanism of this corruption was insidious. Dangerous presidents would
quietly become accepted rules over time. Mischievous presidents or innovation
upon the constitution are matured by time into municipal regulations
or fundamental rules. Taylor explained how this constitutional rock spread
(28:57):
using Framer's analogy. Political laziness works exactly like agricultural laziness.
They ignore the problem, and weeds take over the field.
The weak can only be separated from the chaf by sifting.
Laziness in politics is like laziness in our culture. It
will expose the soil of nauseous weeds. The wholesome plants

will shrink from a state of indiscriminated amnesty and disdaining.
A dishonorable society will leave the field in the possession

Tayler didn't attack Hamilton's system with vague complaints. He established
clear constitutional principles that tests every piece of the program.

They weren't academic theories, they were the measuring sticks of
legitimate government. His first principle cut to the heart of
American government it self. All powers flow from the people,
but the constitutional contemplates a public, a republican form of
government flowing from depending on the people, and not a
motive administration destructive of such dependence. And in ooh introductory

The second principle drew a bright line around progressional tax
paying general welfare did not include taxes for the benefit
of the individuals of private gain. The Congress can have

his constitutional standards, Taylor put Hamilton's system to the test.
He didn't like. Didn't need to look far for evidence.
The National Banking Scheme revealed everything. A system designed to
benefit a powerful few at everyone else's expense and established

in seventeen ninety one, The Bank's bunny mechanism exposed his
true purpose. Instead of requiring actual money deposits, the law
allows stock holders to purchase three fourths of their bank stock,
usually government securities that carry six percent interest. Those who
had brought bought up government debt at pennies on the
dollar during the seventeen eighties can now exchange it at
(31:35):
full faith value for bank stock. Interesting, it's like part
of Hamilton's curse. That was the book was written by
Oh shoot off, guy's name atop my head. Oh my goodness,
shoot one moment. I'll be back here. I'm grabbing the

book right now. Thomas A. Deel Lorenzo. Yes, that's his name.
Thomas Jaji Lorenzul wrote that book. So sorry about that, folks.
All right, So we're gonna go on here, continue on, Taylor,
call it what it was. It will transferred schemes disguised
as economic policy under the law. The result wealth flowed
(32:15):
upward Legally. A portion of the rich class of citizens
are the proprietories of the device. Willis labor supports it,
and annuity to a great amount is suddenly conjured up
by law, which is received extensively by the rich. That
is the atrocity. Oh yeah, riscracy. Yeah, will it not
(32:42):
make them richer? But corruption went deeper than just enriched
speculator speculators. The bank created conflicts of interest that's struck
at the heart of constitutional government. With members of Congress
became stockhoerds or bank directors. They developed self dealing with
interest that operate on the listenator. The bank corrupt Congress itself.

If the number of members of Congress are stockholders or
bank directors, the illegitimate interest is operating on the national legislator,
then the bank has seduced away from their natural or
constitutional allegiance the representatives of the state. The corruption didn't
stop with domestic conflicts of interest. The bank opened the

door to foreign influence. When foreigners boxed bank stock, they
gained direct influence over American government. Taylor saw the danger immediately,
foreign enemies buying what they couldn't conquer. Even then, even foreigners,
our late, most religant and inforiated enemy, have obtained an
(33:46):
influence on our national councils. So far as they obtained
bank stocks. The English, who could not conquer us may
buy us. Interesting. See what's happening right now, folks, This
is information is relevant today. Okay, the paper money deception.
Taylor wasn't fooled by fancy language about banking. He knew
(34:07):
that Hamilton was building a system of manufacturer money out
of thin air. The your currency anyone here. Here's how
it worked. The National Bank issued paper notes, which were
the only notes the federal government accepted for tax payments.
When people pay taxes with these notes, the money flowed
right back to the bank itself. It was a closed
loop that gave the new banking institution enormous power over
(34:31):
the nation's monetary system and created the closest thing to
the facto paper currency. Hamilton didn't hide what he was doing.
In theory, all those notes were redeemable and in specy.
But Hamilton openly acknowledged a bank would issue more paper
money than it held in gold and silver. Basically an
(34:54):
early system of fractional reserve banking. He justified this by
pointing to other banks had done the same. It was
a real established fact that banks in a good and
good credit can circulate a far greater sum than the
actual quant of their capital in gold and silver. The
numbers proved a point. According to the Saint Louis Federal Reserve,
(35:16):
the first Bank maintained a loan to especially ratio of
about five to one throughout its twenty year existence. For
every dollar of real money the bank held, he creates
five dollars in paper. John Taylor saw this fraud coming
from a mile away. He lived through the continental currency
disaster during the revolution. Even wonder whether the phrase not
(35:39):
worth a continental comes from. That's right, massive inflation caused
by paper money printing during the work of Independence and
the other stuff right there for a moment, because I
remember reading the book about on the notorious Bene Arnold
talking about how the food rights of Philadelphs because everyone
was going up. Yeah, currency, So I'll continue on. Taylor
had watched that economic catastrophe and vote, and now Hamilton
(36:01):
was setting up the same disastrous system. The nation just
a nation, but just emerged from the unforeseen forces of
the paper money are something overwhelmed by the ruin of
the paper policy. The economic damage from revolutions paper money,
Taylor argued, rivaled the carnage of the battlefield. The calamities
(36:23):
of the last war was resulting from the banishment of
speci by a paper medium were probably equivalent to those

reducing us again to the same ruinous and miserable situation.

But this wasn't just a bad policy, Taylor also held
it was latantly unconstitutional and not giving the power of
establishing the currency to the one and in taking it

medium of every kind was intended to be inhibited is
obvious from the distinction between such a medium and making
anything a tender. They took the position about the constitution
and slammed the door on paper money schemes. Hamilton just
kicked it down the debt as a tool of control.
Taylor's net target was debt itself. He called out the
(37:31):
dangerous philosophy driving Hamilton's economic scheme. A minister in toxic
with influence will exclaim public debt is a public blessing,
for taxes are an incitement to industry. That wasn't just
Taylor's hypothetical. Years earlier, Hamilton had infamously written exactly that
to Robert Morris, a national debt, if it's not excessive,

will be used to us a national blessing. It will
be a powerful cement of our union. It will also
create a necessity for keeping up taxation to a degree which,
without being oppressed, will be a spurred to industry. Hamilton's
program was to build was was built to keep the
United States in debt permanently. Taylor challenge the constitutional basis

for this entire scheme. What does the Constitution contemplate with
an influential character in the person of a Secretary of
treasurer entirely him to prescribe, prescribe congress political dogmas or

stimulants to industry. Thomas Jefferson exactly saw what Hamilton was

doing as well, and a letter to President Washington, he
called out Hamilton's addiction to debt as a tool of

always be the thing wherewith to corrupt and manage the legislator.
Taylor also understood the mechanics of how this debt based
control actually worked. It was and is the fashion of
thinking that a public debt unequally held gives premiacy and

weight to its government. That is, to use plain terms
that will enable government to control the will of the
people by counterbalancing with the weight of wealth. At this point,
pretty much everyone knew Hamilton had wanted to eliminate the
states and create single national government. His plan for a

federal assumption the state war debts was seen by Taylor
as a tool designed centralized power by historian state independence
dissolve all money relationships between individuals and separate states. One would,
on the one hand, diminished state power and to attend consolidation,
and another create an undue influence which by which the

consolidate power might be managed. He could see exactly where
this would lead. Once state debts were assumed, federal taxation
would follow a recurrence to direct tized section by Congress
will swallow up little sovereignty now left to the once
sovereign individual states, and every accumulation of debts of the

bank as the key mechanism to implement Hamilton's scheme and
explain it as a three step strategy. The funding system

foundation of civil government. How did Hamilton's supporters justify this
constitutional coup. They fell back on constructive powers, the idea
of the Constitution secretly implied its powers, never actually delegated.
These defenders of the banks, Taylor noted, were reduced to
the narrow grounds of asserting that power is tactically implied,
(42:01):
conflicting and subverting the most fundamental principles earnestly a loud
and loudly express Think about that for a moment. They
were claimed the concerts contained hidden meanings that directly contradicted
explicit texts. Taylor had a name for the people pushing
these fantom powers. They weren't just wrong, they were criminals.
(42:26):
Constructive powers are like constructive treasons, legalized treason. That's very good.
I like that a lot. We see this multiple times,
my friends in these United States, federal, state, and local
start using that is your constructive powers, constructive treason. Think
(42:48):
about that, right? I like that solutions. Taylor didn't just
tear down Hamilton's system and walk away. He understood that
the Constitution required active defense by the people and the
states themselves. For if liberty is the national object, the
nation itself must watch over the constitution, preserve it from violation,
and supply its defects or admit to be the lifey
(43:13):
of the community, producing an entire forgetfulness of the rights
of man. His solutions came in three parts. First, and
this should be obvious, stop selecting corrupt representations to the House. Second,
the states needed to maintain control over the Senate. That power, however,
(43:33):
was later stolen from us through the seventeenth Amendment, which
I still say is illegal. Third, and most important, the
states themselves had had to act as constitutional guardians a
tenth Amendment any commandeerian doctrine, though the organs of Saintless,

to judge of every infraction of the concert, teaching Congress
itself constructive powers, constructive treasons. Here's a bomb line the

verify that he was right. Doesn't mean I'm gonna love
I love the man, but he'll do that now and then. So,
like I said, I always pay attention. You'll have to
agree on everything what these individuals have to say. Andrew
Jackson was the only prim to actually pay off the debt.

When you get when he terminated the second Bank of
the United States, and they try to assassinate him for that.
Whatever you think of him, that was the right thing
he did. If you don't learn from the past, my
