Perché è così che accade spesso: le norme, le regole informali che impariamo in ambito famigliare o comunque nel nostro contesto sociale, arrivano prima e sostengono l’impianto delle leggi che come cittadini ci siamo dati per vivere in comune.

Mettere al centro le persone che usano sostanze, con le loro capacità di controllo e la loro cultura dell’uso dovrebbe essere infatti ’obiettivo delle nuove politiche, per costruire un nuovo governo del fenomeno basato sull’autoregolazione e la decriminalizzazione.
