A atribuição de funções de articulação parlamentar do governo de Jair Bolsonaro (PL) ao presidente da Câmara, Arthur Lira (PP-AL), contribuiu para dar força ao Congresso e pôs o Executivo em posição delicada para retomar o controle sobre a execução de recursos das emendas de relator, que alguns chamam de “orçamento secreto”.
Essa é a avaliação de Frederico Bertholini, professor do Instituto de Ciência Política da UnB (Universidade de Brasília) e entrevistado desta semana do PoderDataCast. Para Bertholini, o “grau de discricionariedade da aplicação” dessas emendas é “tão alto” que “se perdeu completamente a possibilidade do presidente atuar a partir delas”.
