Essa é a avaliação de Frederico Bertholini, professor do Instituto de Ciência Política da UnB (Universidade de Brasília) e entrevistado desta semana do PoderDataCast. Para Bertholini, o “grau de discricionariedade da aplicação” dessas emendas é “tão alto” que “se perdeu completamente a possibilidade do presidente atuar a partir delas”.
