According to a new White House National Security Memorandum, AI is strategic to our national defense, and by extension is also a threat to our well being.  With this memorandum, the federal government is declaring far more reaching authority with AI’s use, development and testing.  This also means the government will be able to intercede in the technology industry when national interests can be potentially threatened.  It was only a year earlier that the Department of Defense published its new strategy to ensure that economic strength is included in its overall military supply chain strategies called the National Defense Strategic Initiative.  In that document the DoD introduced a concept called economic deterrence, where a strong economy is integral to the US military’s ability to respond to threats from foreign actors.  Economic resilience is a key factor.

Many of the concepts first introduced with the NDSI in 2023 are echoed in the White House memorandum issued at the end of October 2024.  On many occasions we have discussed that when the US government declares that there are to be standards to be met before AI can be used in production systems, it will mean a consolidation in the tech industry as the smaller development will not have the resources to conform with the same standards that well funded foundations like OpenAI can meet.  But will the concept of the “economic resilience” found in the NDSI now be applicable to tech industry that produces AI products, and will that mean precious minerals such as cobalt and lithium become vital for procurement to the detriment of agriculture?
