new workers, apprenticeships, things ofthat in nature. We're going to talk

Charleston, there are some crazy peoplestanding outside. Now that's not unusual,
as this building is surrounded by crazypeople, mostly of the employees and some
of some who frequent the parking lotfrom time to time. But we'll get

it is. Why are they outthere? Well, it's the first annual
Thornhill Automotive Group Sock Drop, wherewe're asking you, the greatest listeners in

to collect some socks. This guythat's kind of behind this whole thing,

is that the most requested item atshelters and service providers is socks. It
seems like such a simple thing,and yet just stand out there for five
minutes, especially if you had towalk through the parking lot and the wet
and things that had frozen over andthe black ice and then it got plaid
again and now it's wet. Thinkabout how cold your feet are, and
the carry hoo to sec memorial spaceheater memorials. She didn't die, no,

but it's you know, it's rightthere under your feet, keeping you.
So if you've got one of thoseunder your desk, thinking about,
man, my feet got cold thismorning. Now, think about the folks
who are homeless, displaced. Thinkabout the folks who the families who maybe
can't afford heat, so they needsocks. Let's keep their feet Like Lieutenant
Dantles, take care of your feet. If we can do that, let's

literally start keeping folks warm from theground up. That's what we're doing today.
And we started what six seven,seven hundred and a military always a
military guy. Well yeah, Andin fact, our first benefactor came through
just after seven with eighty pairs ofsocks. It started wow, And we've
had lots of folks come through.The Mountain Mission truck is in our parking

lot. We're going until six thisevening, and what we're seeking is simple
packages pairs of brand new, neverworn, unopened socks. That's what we
need. Socks. And you're like, well, I can't make it to
the store, but I could swingby all my lunch hour. We can
do cash and check donations for MountainMission as well, but the focus today

is socks and you can get them, I mean for next to nothing.
I heard Jeff talking about to oneof the places that he picked up some
last night. My wife actually stoppedmy dollar tree and got some socks yesterday,
so and sent me to work withthem this morning. So so here
again, what we're saying is it'sreal simple. It doesn't take a lot
of time, and we're giving youplumb time. And even if you can't

make it out of somewhere to getsome socks, cash and check donations,
whatever, the folks from Mountain Missionwill take that. If you're worried about
giving us cash, which you probablyshould be worried about giving us cash,
then it's real simple. You canyou can just put it directly in their
hands. Man. Which you wantto do is yeah, nobody's gonna run
off to Marty Grass with your cashdonation or checks made out to Mountain Mission,

and especially those socks. And oneof the reasons that we pick socks
is you don't have to worry aboutsizes. There's basically adult and kids size
socks and that's it. You don'thave to it's not like shoe sizes.
You'll see on the socks th sizeof seven to thirteen. Just socks stretch.
Yeah, it'll it'll be you know, somebody who's got a size fifteen

shoe is not going to have aproblem getting into a pair of tube socks
that you brought. This is oneof the things that we try to make
it simple, We try to makeit easy for folks to get in on
the giving. I'm so proud ofthe way West Virginians take care of West
Virginians and this is another great opportunityto do that. And this was kind
of your baby. I mean,it is one of those things because all

in the several you know, dozensof radio stations that you've been fired from
across the country. You get thisopportunity to do this in other markets,
and it's been this huge success.And as you said, West Virginians are
the most giving people on the faceof the earth. I mean, I
have no doubt about that. Imean, you were you were here,
you left, and you came back, and you're not from here, so
you must like it for some reason. And that's one of the reasons you

told me that you like it.Yes, seventeen states, three foreign countries,
and there is no place like WestVirginia when it comes to helping our
friends and neighbors. It's amazing theway people pull together to take care of
one another. And I've said before, I know there are policy things that
need to be fixed in these situations. That's not what I do. That's
not the tree I bark up.I'm just about helping folks and doing our

best to keep them warm this winter, So come by drop your socks before
six o'clock. You know, it'sinteresting that that phrase drop your socks because
let me tell you something about thatand Dale's for our producer day. You

The last time Robert that I hadyou on the show and we talked
about the name drop your socks,Yes, and you alluded to the fact

that you were in the military.Always say thank you for your service,
and there was we kind of jokedabout the term drop your socks because there's
a lot more to that statement.I'm not going to go into it because
I kind of liked the job andmy boss is producing for the show today,

somebody on X the artist for meknown as Twitter, actually did. They

didn't print it out, they saidthey said some of the effective I know
what you guys did there, becausethere's more to that expression. If you're
a military person, you know thatjust dropped your socks. And I'll leave
it at that. I think thefirst time through. I said that any
man who has been through basic trainingknows what it's all about and is laughing
maniacally. But I actually ran thisby my ex wife who is retired National

Guard, and she said, theysay they say it to them in basic
training and it it's different. Yeah, to know that they say, you
know, I shouldn't I should havenever married a woman from the National Guard
because it means she only did laundryonce a month and the house was only
clean two weeks out of the year. But the so apparently they say this
to women in basic training and suchtoo. So if you, if you

have served, you're in on thejoke, and I do not recommend explaining
it at work you will end upin HR's office and and the rest of
the people right now are listening ifthey're at work and they're about to google
it, and they're about to getfired, you know, for googling that
on their work computer the VPN.Do it on your phone, not on
the Wi Fi? Would you say, Dale? Dale said something to me.
I don't know what it was.Oh, it's feature in Platoon,

here the directors to make sure Iget your title right, Justin the director
of act the Affiliated Construction Trades Organization. That's correct, And we're part of

the West Virginia State Building in ConstructionTrades, all right, so tell us
what that organization does. Sure,So we represent about twenty two thousand construction
workers Union construction Workers in West Virginiaand about two thousand apprentices going through those
fourteen trade organizations that we represent inWest Virginia. Okay, all right,
so we all know, Justin there'sa lot of construction going on now in

West Virginia and a whole lot moreto come. And we hear daily though
of the struggles that business owners havein fighting employees, the struggling if there
is real, man, Yeah,it really is. And that's part of
the reason I'm here. You know, We're out there recruiting young people,
people who want to change careers andhave a great career ahead of them to
join the trades, either through anapprenticeship program or go into one of your

(19:41):
local union halls and sign up togo to work. That's what we want.
We want people to go to work. You know, it's a great
career. You can make a livingout of this, good wages, benefits,
health insurance, a pension, andthose all kick in as soon as
you start. And when you're apprentice, you get paid while you learn the
trade. And so it's you know, we see our college numbers are going

(20:03):
down. It's been a big conversation, and so you know, this is
a great opportunity to get more educationin a specific area and make a career
out of it. What seemed tobe the the in demand positions at this
time. I mean, I knowconstruction's kind of a an umbrella term,
but what are some of the specificsfor some of the top two or three
that are really you need right now. So we represent fourteen trades and it

(20:26):
covers the spectrum mostly in industrial andcommercial construction. But you know, obviously
electricians there's a big push for evsand and all the grid infrastructure, just
general infrastructure, so equipment operators,labors, you know, carpenters, mill
rights, boiler makers that work inour powerhouses. You know, it's it's
cement Mason's I mean, really coversthe spectrum and it depends on the area

(20:49):
of the state you're in. Right, So a project like New Core,
there's going to be probably four orfive thousand different construction workers that go through
there, depending on what process,what part of the project they're in.
Right, You're gonna start out movingdirt. I have a bunch of equipment
operators, bulldozers and cranes. Thenyou're gonna start with concrete, so you
have cement finishers in there. Thenyou're gonna start the building sheet metal workers

(21:11):
putting in electrical and plumbers and pipefitters. So it kind of just rolls
through. And you know what's goodabout these jobs is that, you know,
people go from job to job tojob, but they make a career
out of it. Because West Virginiahas really is in a good position with
the construction that's coming here. Youknow, New Core Toyota has been expanding
year after a year with new projectsthere in construction, and we work on

(21:33):
the powerhouse companies. You know,down here in Kanas City there was the
new cancer building. Now they're doingthe training facility. Those are all great
jobs for construction workers here in WestVirginia. Talking again with Justin Williams,

and my listeners have heard me talkingabout this before as a kid of the
eighties. You know, they toldus, you know, you got to
go to college, you got togo, you gotta go get that four

year degree. And and that's nota bad thing necessarily, but there's a
lot of folks that got that pieceof paper in their hand and don't have
anything to do with it. AndI like the fact now that that our
educators, political folks of whomever aretelling people, counselors in public schools or
probably even re charter to whatever.They're telling people, you got to have

(22:37):
some kind of training after high school. But it doesn't necessarily have to be
with all due respect to my almamater at Marshall University or WVU or State
or whatever it could be, atany just just get some kind of training,
that's right. And you know,the best part about ours is you
go and you get some base leveltraining. Then you go to work and
you start making money and can youknow, paying taxes and being part of

(23:02):
your community. And so you goand you learn while you're on the job
from people who've been doing this fortwenty or thirty years. Then you go
back and get more training. Andyou know, with our training facilities,
there's jointly administered between the union andthe contractor partners, so they're working with
the contractors who know the projects thatare coming kind of down the pipeline,
and they're preparing the workers for thatwork. So you know, thirty years

(23:23):
ago they were building coal fire powerhousesand we were training people to do that.
We still maintain those, but we'realso working on natural gas pipelines.
We also build windmills and solar farms. We're going to work on natural gas
powerhouses, I mean, whatever itcan be. We want to train those
people so that they're prepared to notonly build it, but we also have
to maintain these facilities for the peoplethat work in those facilities every day.

(23:45):
And so it's a really great opportunityto get training outside of that traditional four
year or even two year college.But one thing that we're working on this
session and the legislature is to worktowards getting an associate's degree when you complete
in a apprenticeship. So you know, it's a great skill and a trade
to learn, but if you wantto go out and start your own construction

(24:06):
business, you'll have some kind ofcollege training on that, whether it be
in business administration or how to bidjobs and learning some of those other aspects
of the business world that you getin an associate's degree program. So how
important or how much of a buyin is there from the business community and
all this it's huge. I mean, we really do partner with our contractors

(24:29):
and then the owners and developers ofthese projects. You know, so New
Core, for example, they bidit out and they want the best bang

That's what they're getting because our contractorshave a pool of drug free,
highly skilled, highly trained workers thatare going to come in there and get
their job done on time and hopefullyunder budget. And maybe even before time.

You mentioned the word drug free,we all know. Again, I
talk about it every day. Peoplethat are on the show talk about every
day the problem with the opio eadescourge in West Virginia. And there are
days that it seems like we maybe getting a little bit better, and
then there are days when we don'tseem like we're getting a little bit better.
How big of a challenge is that, sure, it's a huge challenge
in every industry. And you know, part of what we do in the

trades, we do have drug testingpre employment because you're working around heavy equipment
and around other people, and soyou have to be drug free. But
what we do is we're working withsome of these programs, you know,
Jobs and Hope and Recovery. We'vegot training and we're working with it's called
the school Diversion and Transition, whichis the kind of the CTE programs in
the jails, and so they're trainingpeople in these industries that we want and

they can come out and go backto work and be a productive member of
study, which is really what youknow these incarceration you know, when you're
in incarcerated, that's what you want. You want to be able to come
back and have a job and thenyou're not going to hopefully fall back into
some of those things. And soit's really important to work to get people

this week's session underway State Chamber.I know that you're you can keep an
eye on things. You're there justabout every day. I can tell that
you've been there a lot because youcome in last time you didn't have a
tie on, so today you've gota tie on, so you must have
been hanging out there or you're goingthere later today. I want to talk

a little bit about something that hasbeen in the news and I know the
Chamber is keeping a close eye on, and that's childcare in West Virginia.
Not always the sexiest of topics andsession where we've talked about capital punishment and
cannabis and things of that nature,but childcare, and not to say the
obvious brind is extremely important and insome cases is crucial to whether or not

(32:52):
someone takes a job. What's thestate looking at on this right now?
So let me just back up alittle bit and give some extra flavor to
why this issue is so important.West Virginia has the lowest workforce participation rate
in the country by a few percentagepoints. A big reason. There are
multiple reasons to but a big reasonis the availability lack of availability of childcare

(33:16):
in West Virginia, the affordability ofchildcare in West Virginia, and also making
sure that those are high quality programs. Just to give an example, the
average cost that I've talked to afew childcare providers, the average cost is
about eight hundred dollars. It's alittle bit more for younger children. It
can be a little bit less aschildren get a little bit older. But

(33:36):
we're just going to ballpark. Itabout eight hundred dollars, and that actually
doesn't cover the childcare centers operating costs. Either or not, it's very expensive
to run these. So put itthis way. If you have two a
family with two children, and theyare making the median household income of West
Virginia, which is about fifty onethousand dollars, when you look at their

(33:57):
pay, what's taken out of theirpay via taxes, insurance, so and
look at their take home pay,you're probably talking fifty sixty maybe seventy percent
is going out the door to goto a childcare facility that is almost unworkable.
So what you have is a lotof people that have made the conscious
decision. You know what, Icould work for less than minimum wage to

(34:19):
not see my children or I cantighten our belts a little bit and one
spouse, you know, goes offto work and the other one stays home.
We did that with my family whenwe looked at the cost. So
that is really driving this whole discussionabout childcare in West Virginia. Five years
ago, the legislature largely didn't reallywant to pay too much attention to it.
Now it is a very very highpriority in both the House and the

(34:40):
Senate, so we're very excited aboutthat. There had been there was talk
I think the mister Wolfull from downin Capbell County I think was the one
that had was talking about doing somekind of a child like like a tax
credit or something like that. Yeah, there are a number of bills and
approaches that are being looked at rightnow. Senator Rolfles is one of those
approaches to find a way to providesome extra assistance to those who really need

(35:02):
it. The Chamber has a couplebills on this topic. Are the one
that we're really having as a priorityencourages businesses to operate these facilities. We
have so many counties in West Virginiawhere there aren't enough childcare. I think
the statistic is there over twenty countiesthat have less than one hundred daycare slots
in the entire county. So wehave a bill that would provide a tax

(35:24):
credit to businesses who operate a childcarefacility and provide that is a benefit for
their employees. Another thing that we'revery supportive of is permanently changing the reimbursement
rate for subsidized children from attendance toenrollment. So if you're a private childcare
provider, you have your private payers. If you have people who are on

(35:46):
subsidy and sending their children there,the state will pick up that tab.
Now there is a copay assigned toit. But prior to the COVID pandemic,
those childcare providers were paid by thestate based on attendance. Well,
if that child and their family theyonly send that child there for three days
a month, they only got paidfor three days a month, but they
still have all the staffing there,they have all the overhead, all the

(36:07):
insurance costs, and so when theCOVID pandemic rolled around, it got changed
to enrollment, and so if thechild is enrolled, then the state will
basically pay for them. Right now, that is set to expire later this
year. What will likely happen isif that is allowed to expire, you
will have a lot of private childcare providers who, in order to stay

(36:27):
in business and not go under,will have to greatly limit the number of
subsidized children that they can take.And those we're talking about families who really
need this extra help in order tobe able to go to work. So
that is a high priority of permanentlychanging it from attendance to enrollment. It's
also very likely that the federal government'sgoing to require that in the next couple
of years, so it's staying aheadof the game. That is another major

(36:49):
priority, but it's being looked at. There's a task force that is being
headed up by Delegate Kathy Heskraus.It's got a number of House members on
it. There's a lot of incentiveover in the Senate to do things.
So there are a lot of movingparts right now, but I feel very
optimistic that we can make some realprogress on this issue. Brian Dayton from

be something that is all encompassing andit's going to need to take some real
reform. We have landed so manyreally big development developments into West Virginia.
You know, you think about newCore, Procter and Gamble, Owens and
minor GreenPower, motor company, formEnergy, a lot of these, the

Berkshire Hathway development up in Jackson County, A lot of those things have been
really impressive wins on the economic developmentfront. But the real concern is if
we don't figure out a way tosolve the workforce problem, it's going to
be harder and harder to attract thesecompanies there because they've got to have workers.
And so you know, I thinkprobably any of your listeners, can

(38:15):
you know understand when you go outto a restaurant right now, you might
be waiting a lot more because thereare fewer servers there. Well, any
business that we're talking to right nowsaying I've got jobs open, I've got
them open, I can't find peoplefor them. So so what exactly,
Okay, let me interrupt you here. And this is just I don't know
whether you know the answer to this. If you did, you'd probably not
be working. You'd just be inFlorida somewhere right now, enjoying the great

(38:35):
idea that you had. But Imean, what are people doing? Brian?
I mean I've asked him, youknow, from the employer's standpoint,
and I've asked I can't really getan answer. If people aren't working,
what exactly what are they doing togain money? Because all the money that
went out with COVID and all thisother that's that's that's gone, that's done.

(38:57):
There's been significant reforms within the welfaresystem, entitlement programs, whatever you
want to call it, that there'snot as many people on those roles.
So what exactly are people doing wellto make money. You know, that
is a good question. I thinkyou have a lot of single or not
single family homes, but families wherethere's one income, one spouse stays home

(39:19):
the other doesn't, and that cantie right back to the childcare issue that
we've been discussing. There are Ido think when COVID arrived, we had
a lot of people that were nearingretirement age but might have been five or
six or seven years ahead and justsaid, you know what, I'm done.
I'm done, and so we hada greater exodus on the closer to
retirement people than they were ready for, and they haven't been able to have

(39:42):
time to backfill that. I thinkthat's been a part of the problem,
and hopefully over time that starts toiron back out. But Dave, that's
a great question. What are theydoing. The national workforce participation rate average
is about sixty two to sixty threepercent, and we're at fifty five and
just your listeners understand what that numbermeans. If you are over the age
of sixteen and you are not institutionalizedor in a military so institutionalized to be

(40:07):
you're in a prisoner or you're ina long term care facility, or you're
in the military. But if youare over the age of sixteen and not
in that category, you are consideredavailable for the workforce. The percentage that
are in the workforce are those whoare actively working or those who are a
collecting unemployment because if you are collectingunemployment, there's a finite period of time
that you can receive unemployment assistance.But that means that you are actively looking

(40:30):
for a job. So we're talkingfifty five percent of our population sixteen year
old or not institutionalized. Now,part of our problem is we have an
elderly population. If you are ninetyand you're not institutionalized, you're not in
the military, you're still considered bythat definition available. So that is part
of our problem, is that wehave an elderly population. But it doesn't
explain the nine percent gap or eightto nine percent gap between the West Virginia

(40:52):
and the United States. Okay,hey, well I get a text here
for you. You ready, Okay, right, says does mister Dayton agree
that old care is infrastructure? Ifso, asking which major political party put
forth this idea in Congress? Soyou know, I would say it is
just as important as infrastructure, andwhat we're most excited about, Dave,
is that this is bipartisan. TheChamber had a bill two years ago during

(41:15):
the twenty twenty two session that verysimilar to what we're looking at now but
different provided tax credits to businesses whostarted a day care facility. That bill
passed the Senate. I believe itwas thirty one to three, and I
think it was ninety four to twoin the House with a few absent.
It was overwhelmingly bipartisan. What isgoing on right now. That task force

(41:37):
I mentioned earlier, being headed byDelegate Cross, has Democrats on that task
force as well as Republicans. Sothis is not a partisan issue and we're
very very happy about that. Thisis one of those things that everybody has
come together and realized we have totackle this, and I think that's just
been you know, for a longtime, there's been a push to get
this elevated, and it's elevated.So you know, this is not something

(42:00):
I'm going to say is a Republicanor a Democrat thing. This is bipartisan
and that's good. What's under thedome today and a hobby is going to
be there coming up at ten ohsix from the AARP Broadcast facility there at
the Capitol. What are you lookingat specifically today? You know, today
we're continuing to watch the candidate filingsevery day. It's as interested to see
who's filing for office. We're weare less than four months away now from

(42:21):
the primary election, which, asidefrom a handful of districts in the legislature,
they're going to be decided in May, so that's something we're paying close
attention to. You know, we'vegot meetings set up on again. Childcare
just continues to be there. Alwaysenjoy having Hoppy down in the Capitol.
It just adds a little bit ofextra atmosphere in the dome, brings more
energy there. So there's a lotgoing on. We're also looking at the

snowstorm tomorrow. See you know whatthey can try to cram in today,
and I'd be remiss, I said, the Chamber has a great revent coming
up tonight. We have our legislativereception right next door at the Culture Center.
So that's always a great opportunity tobring our members, bring the legislature
