There is a growing concern that regulations from these agencies have created an alternative and largely unaccountable system of governance, with an expense factor that is harming the national economy. While the issue of adverse regulatory impact has been a flashpoint for decades, the increase of current and proposed federal agency activity and major rules or regulations related to them has brought a new emphasis on what many believe to be a roadblock to economic recovery and a rejection of the American ideal of participatory government.
