few minutes this morning by Omaha Police Chief Todchmater Chief,
good morning, good to have you back.

You are, thank you. I had operator error there for
a second. The Mayor's statement in the wake of the
Bud Crawford traffic stop was I learned Omaha Police pulled
over Terrence Bud Crawford on a traffic stop downtown early
this morning. This was yesterday. After learning of this, I
spoke personally to Bud Crawford. I acknowledged the seriousness of

what occurred and how trust between law enforcement and our
community is important and shows the need to be continuously
vigilant about building relationships. And Omaha Police Chief Smater has
pledged an internal investigation, which I support and want to
be full and thorough. Todd, was this internal investigation requested

(00:54):
by the mayor?

Or?

Speaker 1 (00:55):
Is this your initiative?

Speaker 2 (00:58):
By the way that took place, I mean realize the
mayor just spent a day with Terrence Crawford, so they
had a relationship. So it would not be unusual and
actually proven for a mayor to give him a call
out to something like this. What happened which you know
it does happen from time to time. You know, traffic
stops are made in our city. The internal Affairs investigation.

(01:19):
I authorized it because mister Crawford requested a citizen's complaint.
He wanted to follow sits in plane, and I told
him I would authorize the internal Affairs investigation save him
the trouble from having to come down and do that.
Now I do that quite a bit, Gary. So there's
nothing special on this particular occasion, and I want every viewer,

every listener to know that as I conduct this investigation,
the fact that it's Terrence Crawford is taken out of it.
This is just a police investigation into our policies and procedures,
and it really has nothing to do with who is involved.
As far as how I'll make the analysis.

Speaker 1 (02:01):
What can you tell us about what the police saw
when they pulled him over? What constituted reckless driving?

Speaker 2 (02:11):
So what I can tell you is the officers observed
a vehicle. It is a darker vehicle with no plates
in which legally had no plates. I think it was
recently purchased, and they saw the vehicle at a high
rate of speed going northbound on twelfth street from Cast
towards the Capitol or Capital to the Cast area. So

(02:33):
they jumped on it and they pulled the vehicle over. Now,
normally Gary, when you pull a vehicle over, you can
run the plates and they'll say it comes back to
but they didn't have that option. They couldn't run the place.
There was no place, and at that point they initiated
track stopped, they go up to the car.

Speaker 3 (02:52):
So it wasn't as if they were weaving through traffic.
They were just going at a high rate of speed.
Is there anything else about the incident that you can tell.

Speaker 2 (02:59):
Us, Well, the one thing that I will say for
context here is, you know, the crux of the matter
of the internal affairs investigation was did the officers handle
the scene and to stop properly? And law enforcement is
allowed and taught to control the scene. Did they control

the scene properly is what we're looking at. Obviously that
time of night, at one point thirty, there was a
lot of pedestrian traffic out and that's a concern and
historically in Omaha we have had some fatalities in that
area by motor vehicle a very high profile. You can
look them up or probably just remember them. So law

(03:42):
law enforcement has been asked to enforce speeding and traffic
enforcement in the Capital District or market area because we've
had some fatalities there. So the officers were down there
trying to address it.

Speaker 1 (03:56):
Okay, regarding the firearm, it is true, is it not.
Nebraska law says if I'm pulled over, if I have
a firearm, I have to inform the officer immediately of
that and where it is right.

Speaker 2 (04:10):
When right when you're pulled over and you have a
fire arm or legal firearm and you have to declare
you have a firearm. There's there's a few exceptions that
one of them may be that if it's in plane
view or something like that was at some point in time,
but this was not on pointing back, This was not.

Speaker 1 (04:26):
In Plaine view, right. The officer happened to see it
on the floorboard, at which point things escalated. As I
understand it is that accurate.

Speaker 2 (04:35):
Well that that's part of the investigation is whether or
not that's considered to be in Plaine view. But it
is the officer saw a gun on the floorboard and
at that point in time decided to escalate the control
of the situation. I'll put it that way, and you
know that the investigation is going to dive into all that.

(04:56):
The one thing you know, I will say, Gary and
I I haven't gone through the investigation completely, although I've
seen the bodyworn camera videos, but I always like to
see what the statements are of all the participants because
it adds context. One thing I will say, just by
watching the bodywor camera, this incident does not find does
not define Terence Crawford, and this incident does not define

the Omaha Police Department. I think in a lot of
ways this is getting really really taken a lot of
blown out of proportion ways.

Speaker 3 (05:26):
Well, but that's natural because Budd Crawford and there was
a gun involved, and you know, the headline is the gun.
The second line that nobody reads is that they were
all legally allowed to have it. They were all licensed
to have the guns. Which makes it fine. That's the
state of Nebraska. But your contention to not a contention.

(05:47):
Your issue, Todd, is that this was your decision. This
did not come from the mayor's office or any other
individual or any other organization within city government.

Speaker 2 (05:59):
That's what I said, Jim. I don't know why he
asked me that question. I said that earlier came from me.

Speaker 3 (06:06):
Yeah, I wanted to make sure because sometimes folks only
hear about thirty percent of what listen to thirty percent
of what they hear, So I wanted to make.

Speaker 1 (06:12):
Sure that that was clear. So how long does this take? Todd?
Because the mayor has promised transparency on this one, will
the public know more?

Speaker 2 (06:22):
Uh? You know this, this type of investigation is not
all that difficult to do, and so the internal fairs
investigation can move fairly quickly on this one. You know,
I'm hoping to have something done by the end of
the week.

Speaker 1 (06:36):
What is the penalty for reckless driving should it be upheld?

Speaker 2 (06:44):
You know that's gonna be a court matter right off hand.
I don't know what the penalty is for it, obviously,
you know, have your your minimum and your max, and
you know, the prosecution will will either work out some
type of plea or they'll they'll this matter will go
to court.

Speaker 3 (06:59):
I'm not sure, Gary, it's not depending on the severity
of it, it's not much. It's a citation points.

Speaker 2 (07:07):
Yeah, I wouldn't imagine the one thing, you know, like
I said, he was cited for for reckless driving and
nobody was. Nobody was intoxicated, and nobody was you know,
the officers appeared fairly calm to me when I saw
this video. That's why I made the statement, this should
not define Terence Crawford and shouldn't define the Omaha Police Department.

And when I have the end of this result of
the internal affairs investigation, I'll lay out everything that I can.
