A facility has been set up at Newtown Park for those affected by the Loafers Lodge fire in Wellington.
Police believe the number of fatalities is under 10.
More than 50 people have been accounted for and five are in hospital.
Parts of the building have collapsed with fire crews still dousing the roof with water from above.
