Inge Bårsson regjerte i den siste fasen av striden mellom birkebeinerne og baglerne, en borgerkrig som hadde vart i nesten 100 år. Mens mange av hans kongelige forgjengere var utålmodige og krigerske "brusehoder", var Inge en mann av fred, med en tålmodig og langsiktig tilnærming. Han er beskrevet som en usedvanlig dyktig og fleksibel politiker som "svelget en del kameler" og klarte å holde Norge samlet da riket var på randen av å splittes opp i mange forskjellige deler.
