عجم اوغلو، اقتصاددان نهادگرا در یکی از کتاب‌های خود به نام راه باریک آزادی، ایده‌ای جدید و مهمی را در امر توسعه مطرح می‌کند. این کتاب توضیح می‌دهد که آزادی چرا در برخی حکومت‌ها شکوفا می‌شود و در بعضی دیگر به اقتدارگرایی یا آشوب میل می‌کند. او معتقد است تنها زمانی که دولت قانونمدار و جامعه قوی باشد، راه باریکی برای آزادی ایجاد می‌شود. در این قسمت به بررسی تقابل جامعه و حاکمیت و ارتباط آن با امر توسعه در ایران می‌پردازیم.
