Russia reverts to 1980s tactic using Mexico as spy grounds

base to recruit informants, and as we struggle to get
our own, it gives Russia more ammunition.

Where we have in places like Afghanistan, when things got hot,
we bugged out and we left them behind, and that's
a message to people in terms of trustworthiness.
