En 2018, durante la conferencia de las partes #24, se adoptó la mayor parte del Libro de Reglas del Acuerdo de París - conocido también como el paquete de Katowice – por el lugar donde se adoptó – allí se definen los elementos y procedimientos para implementar y hacer operativo el Acuerdo. Sin embargo, algunos elementos quedaron pendientes de ser negociados y se espera que en la Conferencia de las parte # 26 - COP26- que se llevará a cabo en Glasgow Reino Unido en 2021, se definan y adopten los puntos faltantes.
