Este TLC entró en vigencia en 1995, aunque el 19 de noviembre de 2006 Venezuela salió del acuerdo, motivo por el cual, en agosto de 2009 se suscribió un protocolo modificatorio. Allí se establece acceso a los mercados, no elevar o adoptar nuevos aranceles y la eliminación y prohibición de barreras no arancelarias con excepción de los bienes usados, del petróleo y de los petrolíferos, entre otros.
