Antes de la firma del acuerdo, Colombia tuvo hasta el 31 de diciembre de 2013 un Sistema Generalizado de Preferencias Plus, en el cual algunos productos colombianos contaban con preferencias arancelarias. Con el objetivo de extender, expandir y mejorar las condiciones comerciales entre nuestro país y la Unión Europea, en 2012 se firmó en Bruselas el acuerdo comercial, aunque entró en vigencia en 2013.
