(00:04):
Thank you for listening to pictures mediaradio. Okay, possible affl correct,
(01:11):
okay, okay, good afternoon, and thank you all for coming. As
you know, Brazil's chairing the SecurityCouncil for the second time during this eleventh
mandate as a non permanent member. The first presidency he was in twenty twenty
(01:34):
two. In July twenty twenty two, Brazil. As just a note of
historic note, Brazil was the secondcountry to ever chair the Council after its
establishment in January nineteen forty six.We were part of the first composition of
the Council and since the rotation ofthe presidencies in alphabetical order right after Australia,
(01:57):
Brazil took the presidency in February ofnineteen forty six. We took this
presidency as of yesterday. It startedin reality today. We intend to conduct
the business of the Council in themost transparent, inclusive and open manner,
(02:20):
working in constant dialogue with all members. This is part of our working methods
commitments, which we shared earlier todaywith all delegations. We have, as
you know, a program of workingduly approved this morning. We were very
happy to have the program approved byfull consensus, and as you know,
(02:46):
October is one of the heaviest monthsin terms of the regular business of the
Council. There are several mandates renewals, including the UN Assistant Submission in Somalia,
the UN Support Mission in Libya osmillI mean, also UN mission for
the referendum in the Western Sahara Haitiand the Libyan sanctions. We will start
(03:14):
this afternoon with a resolution on aninternational police force in Haiti. The meeting
will start at four pm and wehope the resolution will be approved. It's
a very important matter for all LatinAmerican countries, for the whole international community,
(03:36):
especially for Latin American countries and Africancountries, and inside Latin America,
the Caribbean countries have been very vocalabout the importance they attach to this resolution.
We will have our annual joint consultativemeeting between the Council and the African
(03:59):
Union Peace and Security Council in NadizaBaba, so the delegations will be good
afternoon. Goway Pomo Gowaja. BeingDaja sha wha Kaila, allow me to
begin by acknowledging that we are standinghere on the traditional territory of many nations
(04:25):
including the Mississaugas of the Credit, the Initiative Eag, the Chippewa, the
Hoda, Nashoonee, and the Wendadpeoples and is now home to many diverse
First nations, Inuit and Mayti people's. Today we are here at the Chinese
Cultural Center of Greater Toronto in Scarborough, North, the writing I'm so proud
to represent as the Federal Member ofParliament, and I would like to begin
(04:46):
by acknowledging before I acknowledge and introduceour very special honored guest. A number
of dignitaries that are here with ustoday, Minister of International Trade, the
Honorable Mary In, Minister of IndigenousCrown Relations, Minister Gary Anenda Sangri,
who was with us earlier. Membersof Parliament, Parliamentary Secretary Paul Chang.
(05:17):
I was about to say his hakaname because he is my haka brother,
so I got the English and hakain my head as well, Member of
Parliament Jean Yip, and we haveOntario Minister of Seniors Raymond Cho and our
local City Councilor Jamaal Myers. Thisafternoon, we are here to celebrate Moon
(05:42):
Festival and as everybody knows Moon Festivalis about togetherness, about family, and
our honored guest has also brought hisfamily with us. Behind me, somewhere
is Hadrian. Everybody waved to Hadrian, and this day is so meaningful for
(06:03):
our Chinese community. Indeed, wehave come a long way. Earlier this
year we acknowledge the hundredth anniversary ofthe Chinese Exclusion Act, and so when
we talk about the Moon Festival andthe idea of perseverance, a family,
of togetherness, and of gratitude forthe fall harvest, the Chinese community knows
(06:24):
what hope and hard work means. And when I put my name forward to
run for parliament eight years ago,it was hope and hard work that brought
the community together. I'm very honoredto introduce you to the person, our
leader, our Prime Minister, whohas been at the helm of hope and
(06:46):
hard work, who has continued tofight for each and every community across this
country, who has done incredibly wellto ensure that through the toughest of times,
communities are well supported. And yetthere is more work to do.
And I know that together as wemark this wonderful location, we will always
remember those incredible values of togetherness,of positivity and of looking forward to the
(07:12):
future. So with that, itgives me great pleasure to introduce to you
our honored guest, the right HonorablePrime Minister of Canada, Justin Trudeau.
Thank you Sean for your kind words. Thank you Alan for your leadership and
(07:33):
the work you've done here at theChinese Cultural Center of Greater Toronto. Thank
you to the board members and communityleaders who've been part of this vision.
It's great to be back here atthe cecc an opportunity to celebrate the incredible
contributions of the Chinese Canadian community too, not just Scarborough, but to Greater
(07:55):
Toronto and indeed right across the country. I'm very happy to be here at
the mid Autumn festival, and asSean pointed out, I brought my little
guy around along because it's all aboutfamily, it's all about celebration, it's
all about community. And that's areally important thing to be emphasizing right now,
because we know we're at a challengingtime in the world, whether it's
(08:18):
the hangover from the pandemic that we'reall still feeling echoes of, whether it's
the impacts of extreme weather events fromclimate change, whether it's shifting geopolitics and
instability around the world, including Russia'sillegal invasion of Ukraine, or whether it's
just the cost of living with inflationstill too high, grocery prices still too
(08:41):
high, housing challenges and interest ratestoo high. There's a lot of reasons
for us to be pulling together ascommunities and rolling up our sleeves to help
each other out. And that's whatthe Chinese Canadian community has always done.
I mean, the mid Autumn Festivalis a time to share meals with families,
to reflect on the year before, but also look forward with optimism and
(09:05):
enjoy some tasty mooncakes with friends andfamily. But really it's a moment for
us to recommit ourselves to this extraordinarycountry and the values that bring us together,
the values of family, of community, of hard work, of building
a better future for the next generationthan the previous one did. And the
(09:28):
fact is recognizing seniors today for everythingyou have brought to this community, everything
you've brought to this country over decadesof hard work is delivering that better future
for next generations. But it's somethingthat we have to not take for granted.
We have to know that young peopleare uncertain about the future right now,
we all need to make sure we'recontinuing to work together to secure the
(09:54):
promise of Canada, that promise thatevery generation benefits from the hard work previous
generations to succeed even more to buildan even better, more prosperous, happier
society. This is the challenge weall stand united in and reflecting on.
And we know what's going to takehard work, and we know there are
no easy answers to complex problems. But I also know, and this community
(10:20):
is an example of it, thatwhat we can achieve when we pull together,
when we look out for one another, when we build that better future,
is absolutely limitless. Zieli Delamoton celebray. Contribution like a community is key
(10:45):
contribute to Jump. So thank youall of you for everything you've done,
everything you continue to do, andthe strong future we're going to keep building
together. Happy mid Autumn festival, everyone, enjoy the mooncake, mister ambassador
and be out of the Untenation CorrespondenceAssociation for this briefing and we wish you
(11:09):
the best of luck for the busymanta head. It's Valeria Rebecco from Antonio's
wire. I don't see Ukraine onthe program of work. Do you plan
to have some initiative on the matter, for example, to promote efforts to
revive the Black seagrein initiative or othertopics. Thank you so much, Thank
(11:31):
you. No, we didn't putsome of the issues on the program knowing
that countries will ask for specific meetings, and so we will see how this
unfolds, and of course we willbe most happy to share any meetings that
(11:52):
are agreed upon by the members.Thank you. My name Jordan the Campcy
from Jordan News. Since February nineteenforty six, your country was member of
Security Council and since nineteen forty eightPalestinian people still suffering. What can you
(12:16):
do as President of Security Council tohelp the Palestine people to achieve the goal
of to stay solution? Thank you, thank you. We will, as
I said, hold an open debateon the Palestinian issue on the twenty fourth.
The way we can help and thisis giving it a full priority on
(12:41):
our bilateral, on our national capacity. But of course as President of the
Council, we will chair the meeting. We will chair any other meetings that
are called for. In terms ofdebating this important issue. I think that
the national position of Brazil is quiteclear on the matter, and of course
(13:05):
we would very much like to seeprogress in the issue. But as President
of the Council, I will directthe sessions as members agree on. Thank
you. Thank you, Ambassador anA. Libertarlier from AFP News Agency.
(13:26):
You mentioned it several times. Ihave a question more on your national capacity.
Brazil was very much involved in previouspiacecaping mission international mission in Haiti.
So those Brazil intend to participate inthis new one that will be hopefully voted
this afternoon and in which manner ifit's the case, I mean, do
(13:48):
you plan to send any police orequipment or support financially. Thank you,
Thank you. Of course, wewill be very happy if this resolution is
adopted this afternoon. We'll see howit unfolds. Brazil has participated, as
you said, in Middle Staff forthirteen years. We were there, we
had we we we lead the mission. What we think right now is that
(14:16):
we have to learn from the lessonsof the past. That was an intense
experience we had there. We willcertainly see into ways to help this missions
as appropriate, but our main concernhere is that If this mission is approved,
(14:37):
it is just a beginning. Wesee that many other steps are necessary
in order for Haiti to come back, and we take the route of sustainable
development and stability. We think thatthe mission is this necessary step to re
(15:01):
establish security conditions in the country, but there is a political process that must
must evolve. Humanitarian aid must beresumed inforced. We think that international cooperation
for Haiti to really tackle sustainable development, social development, economic development is fundamental.
(15:28):
Brazil will be examining how it unfolds, and we'll examine, as I
said, possibilities of cooperation, takinginto account the experience that we had in
the past. But we will bedefining this as the mission is prepared and
it starts to unfold, depending onthe resolution that will be voted this afternoon.
(15:50):
Thank you regarding Brazil's position as well. I will circulate our text later
on in our WhatsApp group. Pleaseyes, Joseph Clarent character Free Press for
Suppo, could you clarify whether anyof the meetings regarding Western Sahara will be
open. I see this. Ithink a closed consultation and a meeting I
(16:11):
believe regarding troop contributing countries. IfI'm correct, So that's number one an
international capacity. There's Brazil intend toparticipate in the summit meeting of the Asia
Pacific Economic Forum in Mexico has ducatedit will not attend the summit in San
(16:32):
Francisco because of differences with Peru.So I'm wondering whether what Brazil Brazil's position
is on that. Thank you.I don't have any details about this last
question, H. And as regardsUH Western Sahara, we will, we'll
(16:53):
we'll hold the meeting. Defession, that's as H plan and I am not
certain what the character of the ofthe session is is it it's a close
meeting. We will not innovating that. We will keep it the way it
is. It is a practice oflong standing, as I understand in the
(17:17):
in the council. As regards thatthat, I'm not aware of any why
I didn't quite understood. I didn'twant to understand the question the reference you
made to Peru. We have avery strong and friendly relations with Peruit's a
neighboring country. It's a very importantcountry in South America. So I don't
(17:38):
see any any point in just toclarify, I was attributing that position relating
to Peru to Brazil. This isthe reason that Mexico. Mexico's president gave
for not attending this summit because ofdifferences with the way I guess Peru's handle
its internal government process and prove Ibelieve is going to be heading the summit.
(18:03):
So that was Mexico's position. Iwas just trying to clarify what Brazil's
position is. Okay, Uh,well, I think that that's the question
we should address to the Mexicans.Sorry, thank you everyone. Leopold chair
of the DAGH then a writer forpast Blue and websites. Anyway, uh
(18:34):
as you can I what you saidUkraine that mics off. Sorry, it's
not what you said on Ukraine.Uh that there hasn't been a request for
a meeting, but if there isone, you would say yes or or
(18:56):
what? And secondly, can wehave Brazil's position on Ukraine. Brazil's position
on Ukraine was very well stated byPresident Lula during his very important speech at
the opening of the General Assembly. What we are looking forward there is that
(19:21):
at some point negotiating process will beopened and peace will be given a chance.
As regards meetings on Ukraine, wedidn't put it ourselves directly into the
program. But of course, ifthere is a request by any Council members,
the Presidents will be open to schedulingmeetings on that or any other matter
(19:45):
that could be of that would fallwithin the Council's mandate and prerogatives. I,
Ambassador, this is should with China'sCentral television. We know that for
the past three months, if Iremember correctly, the program of work was
got objection from the Russian Federation becausethey put Ukraine in the issue in the
(20:11):
program of work? Is that thereason why you didn't put any meetings concerning
Ukraine here? And if I madethe second question, we know that nowadays
people think the Security Council is dysfunctionof somehow what would be your consideration,
what would be your approach to help, let's say, make make Security Council
(20:33):
at least work for you know, from from from for other people feel like,
yeah, it still works, thankyou, thank you. It's a
tough question. Well. For asregards the Ukrainian the question within the working
program, we didn't follow any followany any other countries impressions. It was
(20:56):
our impression that since the matter hasbeen on the on the agenda for several
months. We wouldn't schedule specifically anythingon that, hoping or await most probably
some countries will ask for for meetingsand we will be both open to schedule
(21:18):
meetings as they are suggested and justifiedby different members. There was no The
idea of having the program approved wasof course on on our minds. It
is important that the Council starts anew presidency with a program, with the
working program, even if it's UH, well, even if to get that
(21:42):
consensus we have to be careful aboutsome issues. But I think that we
got a program and we will beworking and the program will be completed as
necessary by the members themselves. Theother question asked, Well, the president
see has uh to abide by therules by the and we'll try to do
(22:03):
our best on our national capacity everytime it is required. And as the
President of the Security Council, Ihope to have a very frank exchange always
with all the members and try toyou know, get things done as best
as as possible. That's the waypresidents should act. II. Ambassador,
(22:30):
it's Margaret this year with Voice ofAmerica. Good luck this month. I
just wonder if you anticipate any meetingsthis month on Armenia and Azerbaijan. On
the situation there follow ups to whatyou have already had, yes, uh,
well, it's not for me toanticipate or not. And I think
the Council will be watchful on anyon any development developments there. There are
(22:53):
countries that are will probably raise theissue and will probably are possibly ask for
sessions, will do them, Wewill include them in the programs as appropriate.
The Council will be watchful and everythingthat is that falls under its mandate
(23:14):
under my presidence and presidence and Ibelieve that under any any presidencies that we
may have patter Okay, thank you. I'm Patters from SIBT Brazil, Ambassador
Minister. What is this step bystep once this international mission is approved by
the Security Council, by the SecurityCouncil later, what is the process for
(23:37):
the countries to present themselves and thesecurity forces? And for how long this
international mission should be there in Haiti? Thank you, thank you. I
think that the timeframe is put oninto the resolution, it's one year,
renewable for another year. Yeah. You have to keep in mind that this
(23:59):
is not a UN mission, it'san international mission, and so the countries
that will be participating directly in itare discussing the details with the Haitian authorities
and of course, as I understandKenya that is leading the mission, it
(24:25):
still needs the approval of their parliamentfor that and the resolution was, as
we were told, a very importantstep in that process. So we'll have
to see how this process evolves andhow what other countries will take part in
the mission. But I would insistthat it is not a United Nations mission.
(24:48):
It has let's say, maybe Idon't know if the world is appropriately
it has the blessing of the UnitedNations the Security Council, which is a
necessary step for admissions like the admissionlike that to succeed. How my name
is imtism as I'm from Ala newspaper. Just quickly follow up on Libya and
(25:11):
the renewal of the mandate. Doyou believe there will be any major changes
or is it going to be brothertechnical renewal and is there any updates regarding
also on Libya the election? Isthe security ansel giving up on having election
this year? Thank you? Ithink yeah, I'll ask my my political
(25:38):
coordinator to answer for the details.Okay, now, thank you this is
it all. Yeah, okay, thank you, well, thanks thanks for
the question. It's hard to Imean expecting to have a technical roll over,
but of course I mean in othercases and including UH in the past
(26:02):
month, we had uh one specificresolution actually that was supposed to be a
technical over, but at the endof the day it turned out the delegations
wanted to also to to to changethe text of the resolution bringing other issues.
Uh. And I'm talking about theresolution on on the the ships in
(26:22):
the coast of Libya that was supposedto be a technical over, but at
the end, at the end ofthe day, there was there we're concerns
about human rights by other delegations andit ended up becoming something different. As
for now, I mean for theelections is up also to uh, you
know, the national authorities to decideon whether or to try to as much
(26:45):
as possible to to to hold theelections, and of course the Council is
up to support national authorities if theymanaged to get an agreement on that.
Thank you, thank you. Wehave time for another couple of questions,
so you maybe you're there. Yeah, thanks a lot. Bernard. I
am carry Notton from Lamonde. Ihave too quick follow up about Haiti.
(27:08):
First of all, you send tosay you repeat it twice. If the
resolution is voted this afternoon, doyou have any reasons to be knowing now
that it's in blue and that thenegotiations have happened, that it could be
a risk that it's not going throughand also during the negotiation, even if
it's not a UN force, haveyou any other countries member of the councils
(27:33):
have shown any interest of sending moretroops to this force? Well, thank
you. Well, as for thethe resolution, it's not for the presidency
to take to say anticipate the resultof the voting is scheduled for this afternoon
(27:55):
at four. As in my nationalcapacity, I will say that hopefully it
will be adopted. There's no reasonwhy it shouldn't. But we'll wait and
see, and it's just a fewmore hours and we'll see the results.
And I think that what will beimportant, apart from the resolution itself,
is to see what countries say yes. I understand that some countries will probably
(28:22):
take the floor to explain their vote. Brazil certainly will do that. That
will be important also because it willshow you how countries are viewing the resolution
carefably would space. No, I'mnot aware of the list which is not
(28:48):
yet out of countries that will beparticipating in. Some countries have shown interesting
and participate. Kenya is leading thethe initiative, but I think that we'll
see that in the coming days.I believe, I believe most and it's
my personal imquestion. Countries probably arewaiting to see the resolution, how it
(29:12):
is approved, and then they willcome forward and and show their interests.
Thank you, yes, please final, Thank you very much, Yvonne Mariarty,
News Ireland. So two quick questionsalso follow up on Haiti. So
it's not it's not a UN forceostensibly, but it will have a Security
(29:33):
Council mandate, so it will beseen as a UN force by some people,
especially opposition in Haiti itself. Andis there a concern that this force
will go in and appear to bepropping up an unelected regime given there be
no elections in Haiti. My secondquestion is regarding Security Council reform, something
(29:56):
that Brazil has been wanting to seefor a long time. Is there a
way pushing it forward this month oris it that in the water? Okay,
well, it is the first thingis that we thank you for your
question. Of course, the firstthing is that we have to understand that
it's Haiti that asked for that forceUH, and I think that the force
(30:22):
is UH. It is being consideredas as one condition for or one instrument
to help stabilizing and granting the securitysituation in the country. As I said,
countries are aware that this is justa first step in in what we
(30:45):
hope will be the right direction interms of assuring that those security conditions established
will allow the political process to goforward, a series and and and strong
political process to go forward, forcitizens to retake their lives in there into
(31:07):
their hands, and for the countryto resume well challenge facing its challenges.
It is a it is a conditionthat is necessary, but of course not
enough, and we will be statingthat, and I believe most countries will
be stating that as strongly as aspossible. Thank you. We have time
(31:30):
for one more question, so pleaseStephan Macca, New York. It is
a follow up also because he didan answer on the Security Council reform.
Okay, yeah, well I doa follow up on the on the question
is because it's been going on formany years and Brazil has We know the
(31:55):
position of Brazil is to add permanentmembers, but that Americ countries don't want
that. So do you predate apart of this month of prediction your presidency,
But do you predate actually, howwould you convince this country that don't
want more permanent members? What Brazilwill do this month or next month to
(32:20):
convince them that it's a good ideato have Brazilia had a country as permanent
members. Well, thank you,I mean, I'm sorry I didn't answer
your question. But what we woulddo is try to show with our action
and we have been trying to dothat for a long time now in the
Council that we can add to toto the Council in terms of its representativity.
(32:49):
It's it's legitimacy, it's efficacy,it's efficiency. That's what we have
been trying to to show. Butas you know, the reform of the
Security Council is not an knighting onthe agenda of the Security Council. This
is discussed in the in the GeneralAssembly. It has been a long discussion,
(33:14):
It started many many years ago. We're trying to contribute to that debates
as best as we can and throughour actions when, especially when we are
sitting at the Security Council, wetry to show that many countries we're not
just talking about Brazil here, manycouncils can contribute to give the Council more
(33:34):
efficiency, more legitimacy, and morerepresentativity. That's that's our main point.
It's not about us specifically, it'sabout the Council in the first place.
And I think that we can workwith other countries to try to show that
the Council does need a reform, does need to be more efficient, UH.
(34:01):
And that efficient will come if it'smore representative and more legitimate. I
think that. But we will notbe discussing we form during our presidence or
during any other presidency, because themandate is not ours in that in that
(34:22):
specific on that specific issue. Well, I think, yeah, we have
we have to wrap up about coverthe main points. I thank you very
very much. The Presidence will beopen to contacts with the press, UH
and and well we will try tobe as as helpful as possible in in
(34:43):
UH working with you to help mhmmm. The show has been produced by
