read the following remarks on behalf ofthe President of the General Assembly, Excellencies,

Our discussion today is a demonstration thattwo main organs of the United Nations,
the General Assembly and Secretary Council,can and must work together on matters
of international peace and security within theirrespective mandates. It is a reminder of

the need for collaboration and accountability inour endeavor to create a peaceful and more
secure world. In this regard,I acknowledge the timely submission of the Special
Report of the Security Council on thevitaal Crust in the Council on the twenty
seconds of December twenty twenty three.The subsequent adoption of Security Council Resolution two

seven to zero of twenty twenty threeis a welcomed development. Amongst other provisions,
it called for urgent steps to immediatelyallow safe, unhindered and expanded humanitarian

access and to create the conditions fora sustainable cessession of hostilities. I urge
all parties to fully implement this andall relevant resolutions, including those adopted in
the text of the Unial Assembly's tenthEmergency Special Session. Our immediate priority must

be to protect civilians and save lives. I encourage all members, all Member
states to keep this shared goal tothe forefront. During today's debate. The
Office of the President of the GeneralAssembly will continue the practice of sending a
short summary of the plenary debate tothe President of the Security Council. Let's

now start out debate, and Iwill give the flaw to the distinguished Representative
of the United States. Thank you, mister President. United States welcome the

(07:03):
adoption of UN Security Council Resolution twentyseven twenty on December twenty two, a
resolution that call for urgent steps toimmediately allow safe, unhindered, and expanded
humanitarian access and to create conditions fora sustainable cessation of hostilities. The adoption

(07:26):
of this resolution demonstrated the US commitmentto working with other Council members to speak
out on this humanitarian crisis, andwe work closely with the UAE, members
of the Arab Group, and manyother Council members engaging in good faith to
craft a strong, humanitarian focused resolution. This work supports the direct diplomacy the

(07:51):
United States is engaged in to getmore humanitarian aid into Gaza and to help
get hostages out of Gaza. Andit is unfortunate that, rather than contributing
to the hard work of diplomacy,one permanent member of the Security Council continues
to put forward amendments and ideas thatare disconnected from the situation on the ground.

It's also deeply troubling that so manyMember states seem to have stopped talking
about the plight of the more thanone hundred hostages being held by Hamas and
other groups. The United States remainscommitted to bringing all of the hostages home,
every single one. Israel has beenclear it would welcome returning to a

pause and the further release of hostages. However, Hamas renegged on commitments they
made during the first pause for hostagereleases, and we question whether they are
in fact willing to resume this effort. Nevertheless, we remain engaged efforts to
secure another pause and once again gethostages out of Gaza. It is also

(09:07):
striking that, even as we hearmany countries urging the end to this conflict,
which we would all like to see, we hear very few demands of
the initiator of this conflict, Hamas, to stop hiding behind civilians, lay
down its arms, and surrender.This would have been over if hamas's leaders

(09:31):
had done that. It would begood if there was a strong international voice
pressing Hamas's leaders to do what isnecessary to end the conflict that they set
in motion on October seven. AsI think everyone knows, Secretary Blincoln is
once again in the region, hisfourth trip since the terrorist attacks of October

(09:54):
seven. He has discussed ongoing effortsto better protect civilians in Gaza and stress
the imperative of expanding and sustaining safeaccess for humanitarian organizations to deliver food,
water, medicine, as well asfor commercial goods to enter all areas of
Gaza, and he has focused onthe need to prevent the conflict from expanding,

an effort in which the United Statescontinues to invest significant diplomatic resources.
This is not just a regional issue, It's a matter of global concern.
As Israel moves to a lower intensityphase of its military operation in the North,
we believe the United Nations has acrucial role to play in evaluating what

needs to be done to allow displacedPalestinians to return home on humanitarian aid.
We've made progress in increasing the assistanceinto Gaza, but we know that it
is still insufficient to meet the massiveneed. Too many Palestinian civilians are suffering
from insufficient access to food, water, medicine, and other essential supplies.

The United Nations is playing an irreplaceablerole in delivering and distributing life saving assistance
to the people in Gaza. Asthe Council affirmed in Resolution twenty seven twenty
this text created the new role ofSenior Coordinator for Humanitarian assistance and reconstruction in
Gaza. To that end, wewelcome the Secretary General's prompt appointment of Cigared

Cog to the important role of UNSenior Humanitarian andre and Reconstruction Coordinator. We
expect that every country in the regionwill support her efforts to streamline and accelerate
the delivery of assistance at scale tothose who urgently need it in Gaza,
and we look forward to working withher on the implementation of Resolution twenty seven

to twenty. Whether we can achieveenduring peace and lasting security for both Israelis
and Palestinians depends in large part onwhether we succeed in laying the foundation now.
Importantly, Resolution twenty seven to twentydoes not support any steps that would

leave Hamas in power, which wouldundermine the prospects for a two state solution
where Gaza and the West Bank arereunited under a single governance structure, under
a revamped and revitalized Palestinian authority.Colleagues, we must work towards the future
where Israelis and Palestinians live side byside in peace. This is the only

way forward. Thank you. Ithink the distinction better of the United States.
I now give the law to distinguishthe observer of Palestine. Mister President,

I stand here representing a people beingslaughtered, with families killed in their
entirety, men and women shot inthe streets, thousands abducted, tortured and
humilated, children killed, amputated,orphaned, scared for life. No people

should endure this. This must stop. No one can understand that the Council
is calling for protection of civilians,is deploring attacks against them, is calling
for immediate, safe and unhindered humanitarianaccess for humanitarian assistance at scale, is

rejecting force displacement and concerned about regionalspillover, while at the same time being
prevented from calling for an immediate humanitarianceasefire. Indispensable to achieve all these aims.

This schizophrenia needs to end. Thewhole world is calling for an immediate
humanitarian ceasefire. One hundred and fiftythree states across the globe have voted for
a ceasefire. The moral voices ofour time have pleaded for a ceasefire.

The Secretary General and the United Nationshave called for ceasefire. The humanitarian organizations
have urged a cease fire. Theyall know the horrors need to end,
and the only way to in themis a ceasefire. I must add also,

millions, maybe hundreds of millions ofpeople in the streets of capitals and
cities across the globe are calling fora ceasefire, including in the United States
of America. How can anyone believeall those I just mentioned are wrong and

they would somehow be right. Thereis no pride in being wrong alone for
so long and with such tragic consequences. This assault is without precedent in modern
history in the scale and pace ofkilling of children, of you, and

personnel, of medical and rescue teamsof journalists. This is a war of
atrocities. How can you reconcile opposingthese atrocities and vetoing a call to end
the war that is leading to theircommission. The State of Palestine has long

supported the proposal of France and Mexicofor the suspension of the VETO in the
case of mass atrocities. When crimesof genocide, crimes against humanity, and
war crimes on a large scale arecommitted. This Israeli assault. Excuse me,

this is really assault on the Palestinianpeople in the Gaza strip demonstrates how
vital this proposal is. Supporting animmediaceasefire is the only moral, legitimate,
and responsible position. Ninety days,ninety days of hell on Earth, ninety

one percent of the total population ofPalestinians in Gaza have been killed. Take

the equivalent of three million Americans.Three percent of Palestinians in Gaza have been
wounded. Take a moment and imaginewhat that represents compared to your own population.

This is the equivalent of ten millionAmericans. Eighty seven percent scent of
Palestinians in Gaza have been displaced.Take a moment and imagine what that represents
compared to your own population. Thatis the equivalent of two hundred and eighty

of infectious diseases, of death innew forms and shapes at the doorsteps of

The choice it offers the Palestinian peopledestruction or displacement, genocide or ethnic

The interests and objectives of this extremistIsraeli government are clear and incompatible with the
interests and objectives of any country thatsupports international law and peace. This extremist
Israeli government has attacked not only theUN, but also states around the world

Don't call for peace and spread fire. If you want peace, start

deliberate target? What kind of monstersintentionally take a baby hostage and treat him

like an enemy. It is sopainful that a baby is being held hostage
by terrorists that, instead of love, fear is surrounded by sheer evil.

hospitals to store weapons, to firerockets from within civilian areas. Take

Israel is facilitating the entry of aidinto Gaza every day. We support
every single humanitarian initiative. We facilitatedfield hospitals, floating hospitals. We are
facilitating the entry of fuel to hospitalsand bakeries and everything every critical infrastructure.

Not a single shipment of food orwater is held up or turned around.
But you know who's delaying the humanitarianaid hamasteris they are looting, looting critical
aid before it even reaches the peopleof Gaza. Yet you are incapable of
dealing with Hamas. And you knowwhy because why Because to Haramas, you

don't even exist. They don't recognizethe existence of international law. Can you
confront the Hamas terrorists? Sadly,this is not one of the solutions under
the street light, mister President.The time has come for members for Member

states to drag the UN out fromunder the street light and not the other

and all the hostages home. Bringthem home, for holding Hamas fully accountable

people of Gaza, who is trulyrespondsible for their suffering, who started this
war, who's exploiting them, theywould rise up against Ramas and end their

turn themselves in, tell them torelease the hostages, and this war would

its membership in the Security Council inthe years twenty twenty two and twenty twenty
three. Moreover, the Group ofArab States expresses its support for the delegation
of the Republic of Algeria in defendingjoint Arab positions during its recent membership in

General Assembly meeting is being held inconjunction with the latest use by the US
of the veto in the UN SecurityCouncil in order to block calls for a
ceasefire in the Gaza Strip. Giventhat it has been more than three weeks
since that day, I'd like toremind you how discussions went in the Council

(01:41:39):
on the twenty second of December twentytwenty three. A few days before that,
the UAE delegation on behalf of theArab States presented a very robust draft
resolution on expanding humanitarian assistance in Garta. It contained into alia an extremely important
political point, a clear and unambiitiguouscall for a cessation of hostilities in the

(01:42:02):
strip. This document, of course, was not to the liking of Washington,
which conducted a very unscrupulous game inorder to eviscerate it as much as
possible and to ensure its main MiddleEastern ally had a free reign in Gaza.
Then came very underhand means of pressureand blackmail that our American colleagues slyly

(01:42:27):
dubbed effective bilateral diplomacy. We sawthis during negotiations on this draft in all
its glory, and quite frankly speaking, it was a very ugly sight.
After a few days of active armtwisting, the US managed to ensure that
the initial premise of the draft wascompletely distorted. Instead of a call for

a cessation of hostilities, wording appearedin the text reflecting the complete opposite,
a call for creating conditions for thecessation of hostilities, so de facto a
license for Israel to kill civilian Palestiniansin Gaza using the excuse that cleansing the

conditions, guided by the absolute moralimperative to save civilian lives in Gaza,
we could not allow the Council tosign off on a document tailored to America's
needs, which would bless, soto speak, the ongoing extermination of the

wording from the initial UAE draft onthe need for a cessation of hostilities by
supported rather by the Arab group.This amendment was supported by ten Council members

protection of civilians. Only one delegationvoted against the US. Thus Washington really
revealed its true colors. It showedthat the real aim of all this behind
the scenes intrigue was not to hammerout a compromise text, as the American
delegation hypocritically announced, but rather topush through the UN Security Council the ability

to give free reign to the Israelileadership, free reign to use any inhumane
steps to clean up Gaza. Asa result, discussions on Gaza in the
Security Council in twenty twenty three endedon a sad, if not tragic note.
However, it's not the case thatthe Council was not able to carry
out the mandate conferred upon it tomaintain peace and security because of its institutional

peculiarities. In December last year,the Council came closer than ever to consensus
regarding calling on parties to have acease fire to ensure safe conditions for delivering

the US's destructive policy. The USused every political diplomatic lever in its arsenal
not to bring about peace, butrather to deliberately undermine multilateral efforts under the

The sad result of This is thatover the past three months of escalation
in Gaza, the Council was onlyable to adopt the tooth Resolution twenty seven

There have been no glimmers of hopein the horrific humanitarian situation in Gaza.
More than twenty two thousand Gazans havedied, about fifty three thousand people have

been injured, and a further tenthousand are missing. Under the rubble humanitarian
achievements, so to speak, justboiled down to the fact that acording to
the UNWFP, more than half amillion people in the Strip are suffering from
severe hunger, and people and childrenrather who fled to the south of Gaza

are just getting ten percent of theirdaily needs in water. One out of
the six border crossing points, KeademShalom, was opened and only seventy one
days after the start of the Israelioperation. The Secretary General and the heads

and security has failed to deliver.We are here today because the deadliest and

Strip continue to be targeted in relentlessbombardments of Israel. Civilians are unincreasingly at
risk from preventable diseases and malnutrition.The obvious risk to international peace and security

first time during his tenure. Yetover twenty two thousand civilians lost their lives
in just three months, while thedemands for cease fire, even the demands

of Kaza. The only viable solutionto this conflict is a political solution based
on a two state vision, notwar and destruction. The risk of spilover
