We support the efforts of the PersonalEnvoid to organize direct negotiations between Morocca and

and a member of the Group ofFriends of Western Sahara, we continue our
active contacts with all those interested parties. We are working with the Moroccans,
the Polisario, the Algerians and theMauritanians. We call on all parties to

law. This means civilian and civilianinfrastructure, including un premises, school,

unimpeded, substanti and continuous flow ofUmanitarian aid, including fuel, into the

on the ground. We can deliverif we have the means and the resources,

Security Council for this opportunity to speakabout the humanitarian situation in the State of
Palestine and Israel. At UNICEF,we firmly believe that the true cost of
this latest escalation will be measured inchildren's lives, those lost to the violence
and those forever changed by it.After little more than three weeks, the
(01:02:23):
devastating tally is quickly adding up,with rampant grave violations being committed against children.
According to the Palestinian Ministry of Health. More than eight thousand, three
hundred Palestinians have been killed in Gaza, including over three thousand, four hundred
children, with over six thousand,three hundred children injured. This means that
(01:02:44):
more than four hundred twenty children arebeing killed or injured in Gaza every day,
a number that should shake each ofus to our core. Of course,
the violence being perpetrated against children extendsbeyond the Gaza Strip. In the
West Bank, including East russ atleast thirty seven children have reportedly been killed,
and of course, more than thirtyIsraeli children have reportedly been killed,
(01:03:07):
while at least twenty children remain hostagein the Gaza Strip, their fates unknown.
Civilian infrastructure has also come under fierceattack. According to the World Health
Organization, in Gaza, thirty fourattacks have been reported against health care facilities,
including twenty one hospitals. Twelve ofGaza's thirty five hospitals, which are
(01:03:30):
also being used as shelters for displacedpeople, can no longer function. At
least two hundred and twenty one schoolsand more than one hundred and seventy seven
thousand housing units have been damaged ordestroyed. Meanwhile, what little clean water
remains in Gaza is quickly running out, leaving more than two million people in
dire need. We estimate that fiftyfive percent of water supply infrastructure requires repair
(01:03:53):
or rehabilitation. Only one desalination plantis operating at just five percent capacity,
while all six of Gaza's water wastetreatment plants are now non operational due to
a lack of fuel or power.The lack of clean water and sanitation is
on the verge of becoming a catastrophe. Unless access to clean water is urgently
(01:04:15):
restored, more civilians, including children, will fall ill or die from dehydration
or water borne diseases. As ifthis wasn't enough, children in both Israel
and the State of Palestine are experiencingterrible trauma, the consequences of which could
last a lifetime. Studies have shownthat violence and upheople can induce toxic stress
in children that interferes with their physicaland cognitive development and causes mental health problems
(01:04:42):
over both the short and the longterms. We are doing our best to
reach all children in need, butthe delivery of humanitarian aid, especially in
Gaza, is now extremely challenging.This is due to both the current siege
conditions imposed on Gaza and the highlydangerous circumstances under which are our staff are
operating. Some of our staff havelost close family members, including spouses and
(01:05:04):
children, and of course we aregrieving with UNRAH for their staff members who
have been killed. Two days ago, we lost contact with our colleagues and
GAZO and telecommunications were disrupted. Thisleft them at even greater risk and it
made their work to help children evenharder to accomplish. Excellencies, UNICEF and
our partners are committed to staying onthe ground to deliver for children, but
(01:05:28):
make no mistake, the situation growsworse by the hour, and with an
out an urgent end to the hostilities, I am deeply afraid for the fate
of the region's children, but weand you have the power to help lift
children out of this spiral of violence. I implore the Security Council to immediately
adopt a resolution that reminds parties oftheir obligations under international law. It calls
(01:05:54):
for a cease fire, that demandsthe parties allow safe and unimpeded humanitarian access,
that demands the immediate and safe releaseof all abducted children, and that
urges parties to afford children the specialprotection to which they are entitled. The
Security Council should prioritize what is nowa worsening displacement crisis, with more than
(01:06:14):
one point four million people in Gaza, the majority of whom are children now
displaced. As a Secretary General hassaid, the order for one point one
million Palestinian civilians to leave northern Gazashould be rescinded. Demands for hospital evacuations
should also cease, given their protectedstatus under international humanitarian law. All parties
(01:06:35):
must stop violence and prevent any graveviolations committed against children. We must have
humanitarian access through all crossing points intothe Gaza Strip through safe and efficient supply
routes, and parties must ensure thesafe and unimpeded movement of humanitarian supplies and
personnel throughout the Gaza Strip for thedelivery of humanitarian assistance, including but not
(01:06:57):
limited to food, water, medicine, views on electricity. Finally, measures
to prevent electricity, food, waterand fuel from entering Gaza from Israel must
be immediately reversed so that civilians haveaccess to the services they need to survive.
Excellency is UNISEF was created almost seventyseven years ago out of the ashes

of World War II. Since then, our commitment to our mission has never
wavered. We advocate for the rightsof every child. On behalf of all
the children caught in this nightmare.We call on the world to do better.

and they are powerless to stop them. They need all of us to put

statement on behalf of Emergency Relief Coordinatorand Under Secretary General for Humanitarian Affairs,
mister Martin Griffiths, who's currently onmission in Israel and the occupied Palestinian territory.

The events that have unfolded since seventhOctober have been nothing short of devastating
and heartbreaking. We do not forgetthe fourteen hundred people killed in thousands more
injured and taken in the brutal Hamasattack. Indiscriminate rocket fire continues from Gaza
into populated areas of Israel, causingmore civilian casualties and displacement and trauma.
(01:08:46):
We deplore that two hundred and thirtypeople held hostage in Gaza. All hostages
must be released immediately and unconditionally.We welcome all diplomatic efforts to secure their
release and demand that in the interimthey be treated humanely and be allowed to
receive visits from the International Committee ofthe Red Cross. As you've just heard
(01:09:09):
from Commissioner General Lazzarini, the situationfor the more than two million people trapped
in the Gaza Strip is catastrophic.They've now endured a siege and continues bombardment
for twenty three days. According tothe Ministry of Health and Gaza, more
than eight thousand people have been killed, sixty six percent of whom are said
to be women and children. Tensof thousands more have been injured. The
(01:09:32):
scale of the horror people are experiencingGaza is really hard to convey. People
are becoming increasingly desperate as they searchfor food, water, and shelter.
Amid the relentless bombing campaign that's wipingout whole families and entire neighborhoods. In
their desperation, people have resorted tobreaking into u and warehouses in search of

food and water. Dehydration is anincreasing concern, as is a possibility of
the spread of disease and other healthconcerns due to unsafe water and break down
in sewage treatment services. More thanone point four million people are internally displaced
in Gaza, and hundreds of thousandsof children, women and men are crammed
into overcrowded shelters and hospitals. Manyof these people have moved south in search
(01:10:19):
of safety, but the reality isthat nowhere is safe and we simply don't
have enough essential supplies to provide forthe survival of internally displace people at this
scale. As we heard from ExecutiveDirector Russell, the health care system is
in tetters. Patients lie on thefloors and in corridors. Surgeons are operating
(01:10:41):
without anesthesia. Out of an estimatedfifty thousand pregnant women, five thousand,
five hundred are due to deliver withinthe next thirty days. For the one
thousand patients dependent on dialysis, andthe one hundred and thirty premature babies and
incubators life hangs by a thread ashospital backup generators run on fumes. Some
(01:11:03):
nine thousand cancer patients are not receivingadequate care. We're deeply concerned by allegations
of military installations in the close vicinityof hospitals and the request by Israeli authorities
for hospitals including Al Kuds and Shifa, to be evacuated. There's nowhere say
for these patients to go, andfor those on life support and babies and
(01:11:25):
incubators, moving would almost certainly bea death sentence. Mister President, The
provision of humanitarian relief is extremely complexand challenging due to the bombardment, the
destruction of infrastructure, and as we'vesaid repeatedly, the lack of fuel.
We mourn the loss of sixty fourunrecolleagues another humanitarian staff who've been tragically killed,
(01:11:47):
and we extend our deepest condolences tothe families and colleagues. We have
the utmost admiration for the bravery,selflessness and commitment of humanitarian workers who are
delivering aid to those need in thisperilous environment. Mister President, we welcome
the agreement that has allowed us toget some relief into Gaza via the Rafa
(01:12:08):
border crossing, but these deliveries aredrop in the motion compared to the vast
scale of needs. It's imperative thatwe're able to get humanitarian supplies and relief
into Gaza safely, reliably, withoutimpediment, and at the scale required.
In particularly urgent for us to replenishfuel supplies, which are vital for powering
most essential services, including hospitals andwater desalination plants, and to transport humanitarian
(01:12:33):
relief inside Gaza, and more thanone entry point into Gaza is indispensable if
we are to make a difference.Karim Shalom between Israel and Gaza is the
only crossing equipped to rapidly process asufficient sufficiently large number of trucks. Meanwhile,
in the West Bank, scores ofcivilians have been killed and incidents of
(01:12:56):
settler violence have increased, causing hundredsof civilians to be displaced. Likewise,
the violence and enclosure of checkpoints hasimpeded access to essential services and food distribution.
The permits of some one hundred andfifty thousand to one hundred and seventy
five thousand Palestinians from the West Bankworking in Israel and settlements are now suspended.
(01:13:19):
The situations causing significant damage to theWest Bank economy and Palestinian institutions.
We have very real fears about whatlies ahead. The current situation may pale
in comparison with what is to come. There's a genuine risk that this work
would escalate further and spill over intowider region. We must take urgent collective
(01:13:43):
action to prevent this, Mister President. In light of all that has been
described today, what we're calling foris for the parties to agree to pause
the fighting on humanitarian grounds. Itwould provide the required calm and safety,
for hostages to be released, andfor the Yuan to replenish the applies,
relieve exhausted personnel, and resume assistancethroughout Gaza wherever civilians are in need.

It would also provide much needed respiteto civilians who are living under unimaginably traumatic
conditions. But with or without apause in the fighting, I reiterate that
all parties on all sides must respectinternational humanitarian law. This means allowing relief
in and taking constant care to sparecivilians and civilian objects, including humanitarian and
(01:14:30):
medical workers, facilities and assets.And this applies whether civilians move or they
stay. We are relying on theresponsibility of every member state here and across
the UN to use all of theirinfluence to ensure that the rules of war
are respected and that as far asis possible, civilians are spared fur their

Since the last time I spoken thiscouncil, just last week, the count
of children deaths increased by one thousand. Meanwhile, the Security Council holds meetings
and hear speeches without being able totake a fundamental decision to end the human

suffering on the ground. As thousandsin Israel and Palestine mourned the loved ones
as Israeli agonized over the fate ofhostages, as Gazans suffer under relentless military
operations that are killing civilians, includingan intolerable number of children. We have

the means to get something done,and yet we repeatedly and shamefully failed.
Since October seventh, we have metseveral times and considered four draft resolutions.
However, we remain at impass duringto international during to internal disagreement, particularly
(01:18:06):
among some permanent members, and thanksto the persistent use of the Council to
achieve self oriented purpose instead of puttingthe protection of civilians above all. The
grave and unprecedented human crisis before usrequire that sterial rivalries be relinquished, that

the Council is not able to dischargeits responsibility of safeguarden international peace and security

The eyes of the world are staringat us and will not move away from

particular. Last week, whope forconsensus seemed to emerge, echoing the Sector
General's call for humanitarian seas fire,as the tenth Emergency Special Session of the
General Assembly passed a resolution that calledfor humanitarian truths leading to a cessation of

hostilities. A light at the endof the tunnel seemed to appear also when
the Sector General, who had personallybeen in the region to assess the situation
on the ground, announced the openingof the Rafa border crossing for some initial
aid deliveries and some hostages were released. The United Nations, through its Secretariat,

under the leadership of the UN SectorGeneral Antonio Botererez Umbra and other bodies
and agencies, has been working tirelesslyto address the human crisis facing US.
It rests on Security Council. Theresponsibility to follow through the price of inaction

is unacceptably high. The growing urgencyfor the families of the hostages and the
unbearable pain for the civilian population inGaza cannot be understated. The positive first
step taken by the UN bodies andagencies do not go far enough, as
the escalation of the conflict makes thesituation more dire by the hour. The

relevance of a resolution of Security Councillies on the need for sustainable, sustained
humanitarian aid and for granting safe workingconditions for those involved in rescreen hostages and
providing humanitarian work. The cessation ofhostilities is therefore to the benefit of the

civilian population on both sides. Allthe risks offering state and the obvious I
want to put it bluntly, therecannot be rescuing of hostages and humanitarian aid
undershells. This is why Brazil andfellow ETEN members have been working tirely to

try to get this Council to actmore decisively since the last showdown around proposed
resolutions. In Brazil's view, themain goals are clear, the immediate and
unconditional release of all hostages and theend of violence through whatever modalities can be

agreed without further delay, so thatrapid, safe and hindred and sufficient humanitarian
aid can be delivered to the strainedpeople of Gaza. Besides the eight thousand
lives lost, many more are aboutto meet their fatal destiny as hospitals have
no means to keep providing basic treatmentfor the patients. Therefore, providing essential

resources to those in Gaza, includingwater, food, medical supply, fuel
and electricity is urgent and imperative.Surgeries are being performed without anesthesia. Lives
are being lost at hospitals for lackof energy and the most basic magic supply

medical supplies, food and water.Scars and prices have skyrocted, and the
flow of many Italian aid so faramounts to little more than a photo up

be consistent with international law and internationalhumanitarian law, in particular the principles of

other essential services must be restored.And while the number of trucks entering Gaza
continues to increase, it is notnearly enough. The amount of humanitarian assistance
flowing into Gaza must be scaled upurgently. We must do everything possible to

save lives, and President Biden hasexpressed his support for humanitarian pause in the
fighting to allow hostages to get out, to allow humanitarian aid to reach Gaza
and be distributed, and to allowsafe passage for civilians, which will help
people access humanitarian assistance or moved tosafer locations. We also continue to urge

all member states to work to preventany spellover of the crisis. Last week,
Secretary Blincoln asked this Council to senda firm United message to any state
or non state actor that is consideringopening up another front against Israel, or

who may target Israel's partners, includingthe United States, don't. This is
a matter of international peace and securityin this Council must speak out. That
is one of the many reasons thatlast week the United States put forward a
strong and Balanced Security Council RESIDS,one that we consulted with all Member States

on and we worked to forge consensusaround. This resolution received the support of
the majority of this Council, butRussia and China blocked this adoption. Following
this veto, action moved to theGeneral Assembly, where Member States were asked
to vote for a resolution that wasgrossly one sided and was missing two key

words hamas and hostage. These aredeliberate omissions that give cover and empower Hamasi's
brutality. During the Emergency Special Session, we also heard a few Member States
implicitly endorse Hamasi's acts of violence,and I was frankly shocked and appalled.

It is outrageous and it must becalled out. It is unconscionable that Hamasi's
actions are not condemned by the GeneralAssembly, colleagues. As I've said before,
the the United States will continue toengage with any Council member, with
any member state that is committed toadopting a strong and balanced resolution, but

any Council product must support direct diplomacyefforts that can save lives and advance the
prospects of a more peaceful and securefuture for the region. Even at this
difficult moment, we must keep hopealive. We must work toward a brighter
future. A future where Israelis andPalestinians have equal measures of security, freedom,

justice, opportunity, and dignity.A future where Palestinians realize their legitimate
right to self determination and a stateof their own. A future where two
democratic states Israel and Palestine live sideby side in peace. This is not

legitimate concern for national defense and security, recalling that the legitimate needs of security
and military necessity are taken into accountby international humanitarian law, which must be

respected by all parties to the conflict. We stress once again the binding nature
of all its rules, without exception, in particular the principles of distinction,
proportionality and precaution in the conduct ofhostilities. All violations of international law must

population must have access in sufficient qualityand quantity to essential goods and services,
including drinking water, food, medicalcare and fuel. Switzerland has been working
very actively within this Council and thatthe General Assembly for the respect for international

access to aid. Such measures,accompanied by security guarantees, are necessary to
enable the personnel of impartial humanitarian organizationsto work effectively to respond to the needs

seventh of October will remain a definingmoment in the never quiet history of
the Middle East. Hamas is brutalityand terror, the worst in human behavior,
will not and must not be forgotten. In the current utterly complex situation,
there is an accumulation of competing urgenciesto response to terror and the continued

rocket launches from Gaza, deliberation ofhostages, the protection of civilians, the
provision of humanitary and help, andthe increased risk of spillover of the conflict.
Let me quickly go through each ofthem. First. In its exercise
of the right of self defense,which we recognize and support, like for

every other country under attack, Israelis determined to eradicate Hamas. It should
not be portrayed mistakenly as a licenseto punish Palestinians. It is beyond any
doubt that conducting warfare in such adensely populated area as Gaza is difficult,

compliance with international mintern law. Weprofoundly regret every innocent life lost, without
distinction. While circumstances may be different, a loss is always a loss.
Therefore, there is need for maximumprecaution not to harm those who are twice

fight they have not chosen on theother. It is therefore extremely important and
urgent to do everything possible that civilianpopulations are not found in that horpless place
from where there is no escape.Second, nothing can ever justify abducting and
holding hostages innocent people, children,women and elderly, even less so using

them as Hamas is doing. Theymust be liberated, They must be brought
home. We welcome efforts from variousactors in this respect and urge them to
continue. Third, and hindered,minitarian health at scale must be urgently provided
to all those in need. Wecannot contemplate children die in the hospital because
of the lack of medicine or electricityor water, or lack of communications.

We cannot contemplate lack of food forentire families, adding to an already difficult

How can this not bring back horriblememories that fear and anxiety summarized in the
Never Again Pledge. But we alsoput ourselves in the very same way in

hands in the face of casualties theyhad anticipated and hoped for in a turmoil
of all dangers. We feel forPalestinians, for who, for decades,

our common humanity and that the killingof innocent civilians, regardless of religion or

it may be a matter of timebefore the irreparable point is reached.
It must be resisted since it willonly bring the region and all the countries

involved near a catastrophe. In thisrespect, we're also very concerned for the
situation in the West Bank. Wecondemned the extremist settler violence and Palestinians,
which is totally unacceptable. Such actsmust be full investigated and those responsible must
be held accountable. Mister President,In the face of so much complexity and

adversity, we think it is urgentto start thinking about the Gaza of tomorrow,
the Gaza without Hamas, without extremists. There is need to offer Palestinian
civilians in Gaza a perspective, anew organization of life under a new administration.
Hamas has let them down, Hamashas brought war to them. Hamas
did not bring them prosperity because itinvested in tunnels and rockets, in hatred

and death. We need to startthinking how the fabric of the society can
be repaired so that the children knowthat what shalom means instead of being raised
with and repeating death to the Jews. If not, the Hamas of today
will only be replaced by the hamasovtomorrow, maybe with another name, but
with the same hatred, the sameideology, the same goals, embroiled in

a never ending cycle of hurting theother, acting falsely in the name of
God they disrespect, and acting falselyin the name of a future they simply
oppose. This is why there isa need to revive the political process as
soon as possible, because in itsabsence there will only be unhappiness, poverty,
discrimination, hatred, tension, neverending violence, victims and is and

as it has happened many times,exploitation by terrorists, extremists and their supporters.
