Good morning, Kerrent County. This is the seventeen News at
Sunrise podcast, Your News on your Schedule, presented by Rodriguez
and associates.

We begin this.

Speaker 3 (00:17):
Morning with education news. The current High School District Board
of Trustees heard from the community last night about Title nine.
With several people speaking in opposition to transgender student athletes.
Nearly a dozen people urged the board to approve a
resolution in support of Title nine. That's a federal law
that prohibits sex based discrimination in any education program or
activity that receives federal financial assistance. The resolution itself does

not change any policy in the school district, but is
meant to express that the KHSD Board of Trustees has
a collective opinion represented within the resolution. The Kerrent County
Board of Education approved the same resolution in August.

I think if we look at the cours who we
have to ask ourselves, you know, imagine me playing against women.
I would destroy him if I played against women. In
my entire career, never played against women, played against men,
and that's the way it's supposed to be.

Speaker 3 (01:12):
After hearing public comment, the board ended up approving the
resolution in a three to two vote.

Speaker 5 (01:18):
The City of Bakersfield is shedding light on the importance
of replacing our aging wastewater treatment facilities.

Speaker 2 (01:24):
Allowed a community meeting.

At the Southwest Branch Library last night to answer questions
from the public and outline the next steps. This after
a proposed sewer rate hike earlier this year was met
with overwhelming backlash in the community, which temporarily squashed the increase,
But the city says some plants are approaching capacity and
it still needs to upgrade the system before it fails.

Speaker 6 (01:48):
It takes so long to be able to build expansion,
to build move plants, that kind of thing. We need
to be thinking about it today before we have a
system failure. You know, a system failure is not ideal.
You wouldn't want sewers backing up in your bathtub because
the sewer capacity was not adequate.

Speaker 5 (02:10):
The city is hosting five more meetings on this topic
later this month. You can find a list on our
website kget dot com. Meantime, the police department is looking
to mobilize more officers. The city is working to purchase
five new motorcycles for BPD. According to the city Council agenda,
that's to replace existing ones that are worn out and

in need of repairs. The traffic commander at BPD says
the motorcycles would help officers get to traffic violations more
safely and easily. However, statistics suggests safety concerns. Of the
eight Bakersfield Police personnel who died well on duty in
the history of the department, five officers died while operating
a motorcycle. BPD is trying to mitigate these concerns with

routine training and a new helmet system.

Speaker 3 (03:00):
Now to our continuing coverage of the child abuse case
of former current county supervisor Zach Scribner, emotion has been
filed aimed at preventing Scribner from spending even one day
in jail, but at seventeen's Conrador reports that motion, like
so many others in the case, has been made secret.

Speaker 7 (03:18):
This particular case, my best guesstimate would be that there
would be no jail time.

Speaker 8 (03:25):
The case has been in a limbo of sorts, with
months and months of delays. It was last in court
August twenty sixth, when Scribner's attorney and the prosecutor were
called in to Judge Gloria Cannon's chambers to discuss plea
offers and counteroffers. After the secret meeting, the case was
postponed to give defense attorney Ha Salah time. The file

emotion that motion has been filed. It seeks mental health
diversion instead of jail or prison time. It was immediately
sealed by the judge at Sala's request, keeping the public
in the dark about what it says.

Speaker 7 (03:58):
There are certain things, however, that has to be done
before a person is granted a pre trial diversion and
mental diversion.

Speaker 8 (04:06):
David Torres, a criminal defense attorney, says for the motion
to be successful, the judge must find Scribners suffering from
a mental disorder and that if he receives treatment, he
will respond positively. In a police report, Scribner was accused
of taking psychedelic mushrooms, getting into bed with, and sexually
penetrating a minor girl, but he wasn't charged with any

sex crimes. If the mental health diversion is granted, the
case could be delayed for some time.

Speaker 7 (04:34):
And generally it can go anywhere from six months to
a year, sometimes a little bit longer, and a lot
of that is dependent upon the judge.

Speaker 8 (04:42):
The penal code gives some insight into what happens after treatment, quote.
If the defendant has performed satisfactorially in diversion at the
end of the period of diversion, the court shall dismiss
the defendant's criminal charges that were the subject of the
criminal proceedings at the time of the initial diversion in
shoe work. If this motion is granted, Scrivener would get

mental health treatment, and if he stays out of trouble,
all charges could be dismissed. But like many of the cases,
past filings and the meetings in the judges chambers, it's
a secret and not available to the public.

and should be disclosed, more likely than not it will

am just wondering if you can talk about the motion

Clear skies over the Great Vine if you're headed out
that direction. And as we take a look at the
regional view, not a lot to talk about that typical
marine layer to the south, but the interior part of
the state nice and sunny as we go throughout the day.
The moon is shining brightly over Lake Tahoe right now.
It is chilly though, thirty degrees on the temperature. They're
on their way up to sixty six today, ninety one

in Freansno, and we've got seventies in La and San Diego,
even out near Kemalina Island in the lower seventies this afternoon.
So we have a couple of things happening that we
need to talk about. And we have this area of
low pressure that we've been talking about for the last
few days. It's creating more of a southwesterly flow, so
it is actually going to help warm us up today.
It'll be on a move and heading east in the
next few days. And then the other thing we're gonna

have to watch for is Hurricane Priscilla. And you can
see in our water vapor imagery there is quite a
bit of moisture associated with this just.

To the south.

Excuse me if I can clear it to the south
of Cabo San Lucas. Got a love of live television.
As we take a look at the path here, it
is a category two. It's gonna continue to move northbound
and then take a sharp turn to the east. So
it looks like southern California is gonna be the area
to watch, like San Diego into Los Angeles. It doesn't

look like anything making its way our direction, but we
could pick up about six hundred and seven inches in
San Diego, about a tenth of an inch of Los Angeles.

But you look off to the east into parts.

Of Arizona where it takes that turn, that's where we're
gonna be looking at some pretty impressive rainfall amounts. So
southern California looks light right now. Unless we see a
complete change in the direction. Air quality today is gonna
be monitor with an AQI at fifty three seventy five
in Fraser Park today in Lebec, as we take a
look at the valley, yes above normal, ninety two in Bakersfield,

upper eighties at McFarlane and Delay No.

Ninety in Buttonwillow. And then we take a look at
the mountains.

Seventy nine into Hatchbee, seventy seven in Bear Valley, little
breezy winds gusting around thirty in the afternoon for the
Curnival Valley, eighty five in Weldon Watford Heights at eighty four.
And then we take a look at the desert today
a northeast wind ten to twenty gusting to forty five,
eighty eight in Ridgecrest, with eighty five in Mohave. Here's
your extended forecast, and tomorrow we're back in the eighties.

(09:30):
I still am looking at the seventies for the weekend
with some high clouds drifting in and out, but we're
looking at seventy five on Saturday. Sunday seventy four. Back
in the upper seventies on Monday. As we take a
look at the mountain forecast, seventy eight tomorrow, seventy seven
on Thursday. We are going to get some sixties in
place for Saturday, Sunday Monday. For you, we'll see some
high clouds drifting in and out as well. And then

for the Curniber Valley, we're looking at the eighties through
at least Friday, but you go from eighty on Friday
back into the sixties for Saturday, Sunday seven next Monday.
So overall, not about forecast heading in to the weekend.
