Speaker 1 (00:01):
Good morning, Kerrent County. This is the seventeen News at
Sunrise podcast, Your News on your Schedule, presented by Rodriguez
and Associates.
Speaker 2 (00:19):
All right, we begin with our continuing coverage of the
death of eight year old Genesis Motto. It's been more
than two months since the Bakersfield girl was found dead
inside a motel bathtub. Her father and stepmother are charged
with child abuse, torture, and murder. A police report confirmed
Child Protective Services already had an open investigation against Genesis's father,
(00:40):
but following her murder, outraged community members demanded an investigation
of CPS, and seventeen's Connrador says that's going to happen.
Speaker 3 (00:51):
We anticipate uncovering strengths, key practices that are working well
and can be leveraged and are being used to gain wellbeing.
And we also are open to identifying any systematic changes
or improvements that would lead to further strengthening net system.
Speaker 4 (01:10):
Lourie Clark, the director of the Social Policy Institute or SPI,
gave her presentation to the Board of Supervisors Tuesday morning
with a broad overview of the practices they will be
looking at. Not only will SPI be looking into the
entire Child Welfare Services department. They will be auditing child
abuse hotline calls, cases and referrals, including the death of
(01:32):
Genesis Mata.
Speaker 3 (01:33):
Our charge here is to examine the entire system, so
likely that will be a part of what we're doing,
it is not the focus.
Speaker 4 (01:43):
Margo Fudge, a child welfare consultant with SPI, says the
organization will review front and back end investigations, including cases
from a random sample and assessment tools to see.
Speaker 5 (01:55):
How do social workers come to the decisions that they
make to inform how they interat with children and families.
Speaker 4 (02:01):
Department of Human Services Director Lido Mario said DHS has
interviewed four vendors over a month and selected SPI.
Speaker 2 (02:09):
It's an opportunity for us to obviously reflect, listen, and act,
and we're hoping that this review will have some actionable recommendations.
Speaker 4 (02:18):
The organization's findings and recommendations will be presented publicly to
county leaders. However, it is still up in the air
whether the entire report will be released to the public.
Mario says making the report publicly available is a conversation
that is pending between County Council and the DHS Administration
SPI says the entire investigation could take up to six
(02:39):
months to complete and will update the public and county
leaders as they go outside the Department of Human Services
connordor seventeen.
Speaker 5 (02:48):
News turning now to your seventeen Court Watch. A man
who was arrested after a SWAT standoff in northwest Bakersfield
is expected to face a judge this morning. Bakersfield police
were called to Eisler Street around nine o'clock Sunday night.
BPD says a man named Ronnie Wiley had barricaded himself
inside an apartment swought. Officers ordered Wiley to surrender, but
(03:10):
he refused to do so. Two children were taken out
of the apartment as a precaution. Officers eventually arrested Wiley.
PPD says he assaulted an officer in the process. Wiley
is charged with trafficking a minor for sex, battery on
a peace officer, obstruction, and other offenses. He said to
appear in a Bakersfield courtroom around eight this morning.
Speaker 2 (03:33):
Meanwhile, in education news, should transgender athletes be allowed to
compete in girls' high school sports? Well, that's the question.
Let us spark controversy and debate across the country. Seventeen's
Vincent Demante as a closer look This morning at a
resolution approved by the Kerrent High School District Board of Trustees, So.
Speaker 3 (03:53):
I agree to boast down and protection of art of.
Speaker 1 (03:57):
Our young girls.
Speaker 6 (03:59):
The Kern High School District board meeting brought a small
group of concerned parents and community members to express their
opposition of transgender athletes in girls' sports. The meeting comes
after Bakersfield Christian High School recently forfeited a girls volleyball
game to Ridgeview High over a transgender athlete being on
the team. Local pastor Angelo Fraser explained why he wanted
(04:20):
to voice his thoughts at the meeting.
Speaker 7 (04:21):
We are here on this side to stand up for
the Title nine. We don't believe boys should be in
girls' sports. Boys should not be competing with girls, Men
should not be competing with women.
Speaker 6 (04:34):
The board considered a resolution that would support Title nine,
a federal law which helped to prevent discrimination based on
factors like race, age, and gender. Title nine helps to
promote fairness in all sectors, including sports. The board's resolution
would not change any district policy, but would establish an
official position by the school board. The current county Board
of Education unanimously passed a similar resolution back in August.
(04:57):
KHSD board trustee Derek Tysinger introduced the board's resolution and
gave his input on why a vote was requested.
Speaker 7 (05:04):
But it gives the.
Speaker 8 (05:05):
Community an idea of what this governing board sub boards
going forward, and totally encourages our federal and state governments
to listen to us and do what we believe is right.
Speaker 6 (05:18):
Before voting on the resolution, the board unanimously voted to
send a letter to the federal and state government asking
what progress has been made towards a resolution on allowing
transgender athletes in girls sports. Due to an ongoing federal
court battle about trans athletes, the district could see funding
cuts if a resolution were passed. Student board member Sondrine
Sandu questioned how this would affect the student body?
Speaker 9 (05:41):
How would that cut and funny affect the students across
the district. And so if you're telling me that whatever
resolution we make today will it.
Speaker 2 (05:50):
Thank my education, I.
Speaker 3 (05:53):
Would ask that we would hold off until the Supreme
Court makes their official statement.
Speaker 6 (05:59):
Tysinger also expressed his thoughts on potential lawsuits.
Speaker 8 (06:02):
Murder Roddy gets sued in one way or the other.
If I'm going to getsue, I want to be on
the right side.
Speaker 6 (06:07):
Yet, after some back and forth, the resolution was adopted
three to two in favor of opposing trans athletes and
girls' sports. Jay Brian Batty, Kathy Scribner, and Ty Singer
voted yes on the resolution. Stephen Rodrique and David Manriquez
voted no. Vincent Amanti seventeen News, I'm.

Speaker 10 (07:05):
All right, let's talk about our weather forecast, because we're
looking great. Yesterday it was a little warm, we were
in the nineties, but changes on the way. Sixty five
degrees out there right now for you, A light wind
out of the east southeast at five. We're sitting at
sixty one in Delano fifty eight and shafter Arvin, you're
in the lower seventies at seventy one, and then into
the mountains. Another cool morning out of Fraser Park at
(07:25):
thirty five, fifty in to Hatchbee and Lake Isabella. Right
now at sixty three. The skies are clear. No changes
on that front for several days. By next week we
start to see a little bit of change. We'll get
into that here in just a second. I five over
the Great Mine looking good if you're headed out that
direction and around the state. Pretty quiet. We will see
some clouds in and out along the coastal areas for today,
(07:47):
South Lake Tahoe sitting at thirty two. Grab a jacket
if you're up that direction, but this afternoon not bad.
Sixty seven, eighty five in Fresno, and then we got

Is Pisma Beach today sixty two degrees becoming partly cloudy.
More Bay sixty three this afternoon and a little bit
of clouds and then Santa Monica seventy two by the afternoon,
(08:10):
starting out with some fog and then mostly sunny in
the afternoon. Let's take a look at the overall pattern,
and again we're still looking at this area of low
pressure off our coast. We've got another system to the north,
but really we're gonna be watching moisture to the south,
and that is all from Hurricane Priscilla Category one. Now
it will continue to march north in the coming days
(08:30):
and by the weekend we could be looking at some
of that moisture making its way near southern California for
US more so into early next week. So here's a
look at the model data right now, and you can
see Los Angeles about a tenth of an inch on
hundredth of an inch in Los Angeles. Most of the
moisture looks to be confined well to the east, and
you can see parts of Flagstaff over two inches, with
Phoenix over three quarters of an inch. There's still that
(08:53):
possibility of seeing some raining here in current county as well,
so I have added it to the extended forecast. The
monitor with at AQI ninety seven. Today we're looking at
seventy three in Frasier Park south wind five to ten.
For the valley, we're out of the nineties into the
upper eighties. Eighty nine in Bakersfield, eighty two McFarlane and
eighty three and Wasasco eighty five in tab so a
pretty good spread there. And then for the mountains we're
(09:15):
looking at seventy eight and to hatchb Bear Valley seventy
seven a southeast wind five to fifteen. And then for
the Cernimber Valley we're looking at the eighties today eighty
six in Weldon Watford Heights at eighty five, upper sixties
for Shirley Meadows and then out in the desert Mohave
should be right near eighty four. So here's your extended forecast.
We're looking Sunday through Friday. We get that cooler air
to come in for the weekend with some high clouds,
(09:37):
and then all eyes will be on late Monday into
Tuesday for the chance of those showers and on Tuesday
hives sixty eight for the mountains. Same thing. We're looking
Sunday through at least Friday with those seventies sixties though
for your weekend, and then you also have a chance
of those showers late Monday into Tuesday as of right now,
and then for the Cerniber Valley Sunday skies through Friday
with those eighties, but look at the big drop on
(09:59):
South Saturday, sixty seven back to seventy two on Sunday,
and then a chance of showers late Monday into Tuesday
as well. By Tuesday you're right near sixty one, so
definitely change on the way by the end of the
weekend into early next week.
