Governor morrisey held a news conference and announced changes to
the state's foster care. System one of those, changes the
governor will be requesting state funding for a new fund
aimed at renovating current state owned buildings with the goal

currently placed outside of the state back In West. Virginia

Well so we've talked a lot about the child welfare,
system foster. Care we've talked about the, kids and there
are several hundred who are placed Outside West. Virginia the
governor wants to bring them. Home this proposal broadly at
least opens the door for.

Does you're, Right we have talked about this topic a.
Lot we have about three hundred and forty, kids foster
children who are living in facilities outside Of West. Virginia
they are placed all over the country as far As, California, Utah,
florida et. Cetera and so yesterday we heard a proposal
From Governor morrissey that he wants to work with the

legislature to open up a. Fund he wants to put
six million dollars in it with what you, said the
goal of opening up some beds in some buildings already
owned by the state so that we can bring these
kids back. Home so that money is going to be
used to renovate some of these buildings and make them
available to, children AND i think also be used to

get some providers who can provide the intense therapy that
many of these children.

Need, yeah that will be a key. Component let's start
with a funding component of. This he's going to ask
for six million dollars from the legislature of the.

Speaker 5 (04:14):
Budget that's what he said. Yesterday that was not in
his initial announcement, yesterday but Steven On adams AND i
asked very specific questions about, funding and so in response to,
us he, said, Yes i'm going to put six million
up Or i'm going to ask for six million from the.
Legislature he is hoping that over, time he kept calling
this a revolving, fund and so he's hoping over time

that the money we save from bringing kids back in
state can be used to put in the fund to
keep renovating buildings and pay for. This so last year
we spent seventy million dollars paying for foster kids to
live out of state and paying for their. Education so
there is a lot of money that, theoretically, sorry my
life just, dife theoretically we could bring back in, state

but it is going to take upfront. Money and of,
course in this legislation you're getting that money up front
can be a, challenge, Right and so this was already a.
Bill this exact idea is already in a bill that
we were going to expect From Republican Senator vensted's And
Delegate Adam. Burghammer so lawmakers were already aware this was

something that their colleagues wanted to. Do so we'll see
how it fares in the budget.

maybe that's the key that there was already some framework out.
There there's already some agreement on, this so it's not
like you're presenting lawmakers with this brand new idea that
they have to get accustomed. To it's already in the.

Ether it is absolutely and you, KNOW i think for,
Me i'm really drawn by the stories of these, children
and we've sent children to some pretty dangerous facilities out
of state that have been accused of abuse and SO
i don't want to minimize. That lawmakers also care about
the welfare of our. Children but in A republican heavy,

legislature that fiscal note and the money we're spending can
get at the retention as. Well seventy million dollars going
out of, state sometimes not even providing the best care
has gotten their. Attention but are they willing to invest
those dollars up? Front will be interesting to.

Watch can we get the personnel, THOUGH i guess that
would be the second. Quest it's one thing to build the.
FACILITIES i think we can do. THAT i was talking
To Erica peterson yesterday with The Mountain State spotlight and
the story she did Where West virginia is not using
all these funds that are, available not using them, all
and it seemed to come back to a personnel. Issue

and that's my question. Here if we build, it will they. Come.

YEAH i think in so many parts of reporting on
the child welfare, system the devil is in the, details.
RIGHT i totally agree with you THAT i think we
can renovate. Buildings we need providers who have the specific
training to work with children who have been, abused who
have been, neglected who may have already been in the you,
know in a juvenile attention. Center there's so many things

that have affected these, children and SO i would hate
to see us bring these kids back home and they're
just in a hospital, setting. Right we want to provide
them with the best life we, can the best support
to set them up for success once they leave the
system at age, eighteen and make sure that they're getting
a proper, education because that's been an issue in out
of state facilities, too is that they're not being educated.

Always SO i really hope That West virginia can be a.
Leader wouldn't it be so great if other states looked
at us and, Said, wow they did something really, innovative
brought kids back. Home they're making a difference in their.
Lives but, yeah getting the providers back into a state
that struggles with healthcare is going to be an, issue
and some of that is tied to what the department

is willing to pay for these, providers whether it be Through,
medicaid whether it just be, salaries. Etc money is going
to be a big detail for this to work.

you mentioned in your story last week during interim committee,
meetings lawmakers heard from some of these, providers and they're
a little sheepish to get into business with The department
Of health And Human.

Services, yeah it was kind of interesting having this announcement
at a press conference following what we heard last. Week
but providers came to the capitol last week and told, Lawmakers,
now these are providers who run group homes and do
other things for foster children. Here they, said we're still
not getting paid on, time and that's a major. Issue they,
said we're concerned about opening up more beds for these

high needed, children which take more, money which take more,
resources if we're not being paid properly for the kids
we already. Have so the department has, said you, know
maybe payments are delayed a. Week they're kind of saying
that's not completely. True so, YEAH i don't. Know i'm
interested to see how that will. WORK i know That
Human Services Secretary Alex mayer said he's looking at our

state providers to come in and run some of these.
Beds so, yeah it's going to be interesting to see
how they're able to staff these and pay for.

It the governor also talked about some of the improvements
that have been made in the child welfare system during
his first year in. Office what do you?

Speaker 5 (09:01):
Highlight, yeah a lot of things. REALLY i think some
that really stood out to me is that The states
reduced its backlog of referrals to cps by over fifty
percent since he's taken, office AND i think that's really.
Critical we've had issues for, years really years with cps
properly investigating abuse in neglect, referrals and so that was

good to. Hear there's also fewer kids coming into, care
which is, good but we want to make sure that
we're bringing the kids into care that need to be
there right and not bringing in the ones that. Don't
SO i think that's. Good they are continuing to make
headway on hiring, cps AND i think there's going to
be a shift on really focusing on. Prevention we Heard Alex,

mayor The, secretary talk about that, yesterday but also lawmakers
have a bill requiring a prevention plan for the foster care,
system AND i think supporting families before an investigation is
really critical to decrease that number of kids coming into.

Care When Alex mayor stepped into that, position, well let's
just be. Bluning he had a mess on his hands
to deal. With, yeah are they making progress with the
infrastructure behind the scenes stuff or that is actually critical
getting the care because if it's inefficient behind the, scenes
that's what you end up spending all your time. Doing
is the paperwork in the you, know the paper. Shuffling

is that getting any? Better you?

KNOW i think It's i'm going to be, HONEST i
think it's really hard to. Say LIKE i hear a
lot of mixed, REVIEWS i do think there's some really
encouraging data points that we've. Seen, however AS i talk
to families who are serving foster, kids who are you,
know whether they're foster parents or biological parents who are
trying to regain, CUSTODY i continue to hear those same

issues OF i haven't seen A cps, WORKER i can't
get anyone to call me. Back AND i think in
the press we're still struggling sometimes to get information on
the foster care. System SO i don't want to minimize.
THAT i think there are some encouraging things, happening but
there's just still so much that we don't know how it's.

Speaker hanshaw had his news conference in The HOUSE gop
rolled out their priorities for the legislative. Session do, you
from your expert opinion being a veteran capital, reporter is
there momentum to actually tackle economic, development, jobs child welfare,

system child welfare, system public? Education is there momentum? Here
or is this all lip service to going into the?

Speaker 5 (11:29):
SESSION i think in The house there absolutely is momentum with.
Jobs now with, education how, Welfare we'll have to wait
and see on that. ONE i mean we, here we
kind of start every year With we've got to fix
the education system and it kind of peters. Out BUT
i think with jobs and economic development in The house.
Absolutely i've been asked us on a couple of radio,

shows and each Time i've, said The house is not
going to be the. Problem probably it is an election
here things get. Wonky it's really going to Be, Okay
let's say The house passes a great economic development, bill
will The senate take it? Up The senate is the Wild, west, right,
like it is. Unpredictable and then you've got the kind
of interesting relationship between the governor and, lawmakers will he

sign a bill should it get to his desk and
during an election, Year SO i think there is, momentum
but we'll see how it travels from one end of
the capital to the. Other and do not underestimate the
wonkiness of election year. SESSIONS i, mean you never know
what kind of bill will be brought up to.

Debates two. THINGS i think that's the first time we've
used wonky twice in one segment on the. Show all. Right,
secondly it would seem to me though child welfare, system
the foster care, system getting, that fixing the problems there
and giving those kids an opportunity to get jobs that have,
skills go to. College that seems to go hand in

hand with economic development to. Me but you, Know i'm
a lowly talk show. Host what DO i.

KNOW i totally. AGREE i think my hesitancy that so
many of these things are going to cost, money whether
it's hiring MORE cps workers to connect with these children
or paying them, more or bringing kids back in. State
and not only has this legislature not been fond of
spending money on child welfare and some of that to
be fairs because they feel like they've thrown a lot

of money at it and what's gotten. Better but also
we're facing a lot of federal. Cuts we have less
federal money coming into the state that we're going to
have to figure out how to pay for things now
out of our. Pocket so you, know the budget so
often is a reflection of, priorities and with these child welfare,
bills they will take. Money so we'll just have to
wait and.

put a price tag on, IT i mean, fair Nice.

party we have to do because so many of our
people are In Rural west virginia, quite frankly. We don't
we don't think that their their needs are being. In
it we do think we could do a. Better job
and so that was that was great to hear. From
them and then the sort of binding message across every

single stop. IS affordability, i mean you have people who
are so concerned with increasing costs essentially, on everything big,
ticket items small. Ticket items CHILDCARE is i mean childcare
because of childcare is breathtaking for folks who have never paid,

for childcare it's. Incredibly expensive and you add to that
folks getting your health insurance packets a month or so
ago and seeing that their plan went up and priced
by eighty two. Hundred dollars they're going to have the
LACK of aca subsidies coming down the. Pike here those

are going to be more than the thousands of dollars
that people are going to. Be feeling so they're just being.
Pressured everywhere and that's a common teams. Among everything and
to tie it, ALL together pia is another huge one
that we hear about it certainly in terms of. Health

purview Of The west. Virginia legislature it's helping TO control,
theeia costs SOMETHING that i haven't seen in my, ten

some Growth In. West virginia you look AT that i

I don't think that. It IS and i THINK since
i first really got involved and really started, paying attention
maybe as a as a twenty two year old to local,
CURRENT events i GUESS maybe i was more of a

and we were being talked about as this, bright spot
not just in the state but in. The country and
then you look around and we've kind of been stopped
dead in our Tracks With mylon, Beatrice closing we've had
layoffs at the university a couple of, years ago and

you have a subsequent activity that there's going to be
supposed to losing their jobs in the federal government on
seventy nine in the. Tech corridor AND so i think
that we've kind of reached a pivotal point where we
look around, And, say okay is this where we want,
To stay is this what we want to just kind

of do, right here or do you still believe in
that dream of twenty ten to twenty fourteen where we
look like a community on. The RISE and i think
a lot of that is really big. TICKET issues, I
mean i think if you had try to share the,
childcare issues if you had that in the State Of,

WEST virginia i think you have a ton of employers
that would be interested, in that, because again childcare is
such a big issue that that motivates a candidate for
a job to work for a company that helps make,
us competitive and so there are all these small economic
development tweets here and there that we can make sure

the day we need to not be afraid, of big

season had come across dozens dozens of carcasses out in.

and you had, people, GOING hey i don't want to

said that they were finding dead deer all over the

season that they thought it would, be down and it was,
down significantly about eighteen and a half percent below what
it was, last year the total kill across. The State

gun because, the breakdown the way you broke it down,

hunted with that all the way up TO when i
got married and my wife bought me a pump.
