reality is is that's a fantasy for much of the country.

Enforcement of housing codes depends on the mayor's authority over
city agencies, allowing directives to ramp up inspections, hold landlords
accountable for repairs, and deploy emergency repair programs.

He can accelerate city fleet electrification and mandating solar installations.
That comes to underneath his power to manage municipal operations.
Forcing sanctuary protections relies on the mayor's ability to issue
executive orders and reallocate resources. Enabling restrictions on ice access,

ending discretionary cooperation, Expanding legal aid, and tightening data privacy
now outside of his power. Freezing rent for stabilized tenants
depends on the independent Rent Guidelines Board, where the Mayor's
influences indirect and limited through appointments. Eliminiting bus farees citywide

requires MTA and state approval, as fair policy and funding
are outside mayoral control. Challenging con Edison's proposed utility rate
increases falls under the state Public Service Commission. Mayor cannot
set or block rates. In latterly, raising corporate or millionaire taxes,

revising property tax structures, and implementing universal childcare all require
Albany's approval. Implementing city owned grocery stores would need city
council legislation for program creation and budget support. Raising New
York City's wage Florida thirty dollars an hour is governed
by state law, leaving the mayor with only advocacy power. Okay, again,

he cannot declare an decree. He can't.
