has a water main break close some streets and flooded
some houses here. Joe Stevens from the City of Nitro
public Information Officer is going to join us to talk

Good morning, and Marry Christmas to you.

Great to have you here. We're going to get into
some Christmas stuff a little bit later on in the segment,
but I did want to get to this first. Word
has come that the Charleston Opioid Community Council has approved
fourteen different groups to get around five hundred and forty
thousand dollars in total to promote treatment for its treatment
for prevention of and recovery from substance abuse. Charleston got

a million total. This council was formed to distribute the money.
Kind of take the story from there, and then we'll
break it down.

Speaker 2 (02:48):
Yeah.

Speaker 5 (02:48):
Sure, Well this Community Council is certainly going to be
charged with distributing a portion of these funds. And we
can talk about that in a minute. And we say
five forty and you know, here's here's Christmas just a
few days away. And you know this because I say
this to you all the time, and you know who
I am I'm a mayor, yeah, but I'm a mom

and I'm a wife first. And so when I think
about this funding and I think about the people who
do the great work who the funding is going to,
I also think about the families who are going to
be sitting around a table with an empty chair, a mom,
a dad, sister, a brother, a cousin, a wife, a

(03:30):
husband who's not going to be there. And so really,
what I want folks to know about every dollar that's
going to be spent, that is top of mind for
all of the folks who are on this council and
the chair, Matthew sudden Ar chief of staff, you know
very well Dave has done a beautiful job with this council.
It is to say it is on his mind every day,

(03:52):
is the understatement. He has worked literally not just for
the past seven years for this administration, but his whole
life taking care of people. And so so I did
want to give a shout out to Matthew who does
such beautiful work, and Margaret O'Neil with United Ways. So
what happened was we formed a community council to take
a portion of our opioid funds to divvy up between

amazing community groups that do this work day in and
day out, folks like you know Family Care Health Center
or Health Right, Angie Settle, you know, Angie Bumbergette. You
know Pastor Farmer does an amazing job with our littles
after school, our CCR, and so many other great organizations

(04:34):
Cavin Creek. You know, I could go on a way
of hope, I could go on and on, but it's
to take these funds and put them in three different buckets.
It was supposed to be for and it will be
used for prevention, treatment, and recovery. So we have three buckets.
Ever reform this council to divvy it up. We worked
with United Way. They helped us for they helped us
and by the way, this was an amazing process. Patthererina

at the United Way. Every time I go and talk
to Margaret O'Neil says, stand away from her. Amy stopped
talking so closely because she thinks I'm going to steal her.
This woman is just so incredibly organized and thoughtful and reflective,
and she helped lead this council of amazing folks and
these three different buckets to take these these funds to say, Okay,

who is going to do the work and what is
the best and highest use for this money. So doctor
Cynthia Piercely, Martha Carter, you can't say women's health or
treatment without saying the name Martha Carter. Bill Woodrum, who
again is just an amazing champion for our community. Sarah Stone.

(05:40):
You know one of our community folks, Ashley macawee, who
I've met with, including several council members, over the development
of what this should look like. Again, this is a
portion of our funds. Some of our remaining opioid settlement
funds will go to the implementation of programs that we
have through our care team. It's something we started in

(06:02):
twenty nineteen, which is booths on the ground people every
day when somebody overdoses in the city of Charleston. By
the way, Dave, if your listeners don't know, we're on
your doorstep within hours to say what can I do?
How may I help you? Because we know that you
can't get into recovery if you're not alive. We need
you alive and we need to get you into recovery.

(06:22):
Because again, as I started this conversation, I want to
make sure people are hearing these are people's children that
they have buried. And I cannot imagine a more painful
way of living your life than without a child or
a spouse, because I know how much I'm going to
wrap my arms around my family this Christmas and into

(06:43):
the new year, and families aren't. So a shout out
to not only our counsel, but to these amazing organizations
who do the work day in and day out. By
the way, Dave, it's hard stuff, man, It is hard
to have somebody go into recovery. And by the way,
three weeks out and use again and again and again
and in. It is about resiliency, and is about patience.

(07:06):
It is about kindness and oh, by the way, isn't
that who we're supposed to be about, isn't isn't that
what this season reminds us is to love one another,
to be kind to one another, and to do the
hard work for one another. It's about service.

Yeah, it absolutely does. And you know there is not,
including mine, There is not one family who hasn't.

Been touched with it.

I don't care who you are. I don't care what
county you live, state you live, what economic class you
find yourself falling into, what professional organization you find yourself
associated with. It happens to everyone, and the grief is
monumental and it is deep. But the only hope that
I have is to work and support the work of folks,

and again to not judge, but to open up our
head and our hearts, most important to those families who
are going through it, and be supportive of them, because
that's when the rubber meets the road, when you are
putting another child into recovery over and over and over again.
I cannot fathomth what that is like. But what I

(08:42):
can do is be supportive of our friends and family
and our community members, and as a reminder always to myself,
because I'll just be honest, Dave. There are folks in
town who I know, who we work with, who have
found themselves without a home, and sitting on the sidewalks
with them and them saying, come on, you know what

(09:04):
we can do. You know what you can do, and
having this replay over and over and over again, I
say that people are worth it. Every life is so valuable.
And it's if you don't have somebody sitting in that
seat this year, how does that make you feel? You know,
how do you? How would you too and swallow that?
I promise you I would not do a good job

(09:27):
doing that. There's a mom right now who is going
through that, a dad, a brother or sister, husband and wife, grandparents.
You know, we are so blessed that Booth and I
have both of our parents, you know, to also sit
with us and for them to see us and for
us to have our children there. That isn't the way
that it always is in these fifty five counties. So

(09:47):
I think if there is one, if there's one message
or in the season, I always think of you do this.
We all run right, r run run run, work work work.
We're doing good work. We feel like it's important. But
to stop and be thank full and also be reflective
about how we may, not just as a capital city,
but as a state. Say, am I doing enough? Am

(10:09):
I being? Am I being thoughtful? You know? I take
a page from my mother's book. All the time. We
were raised Catholics. Catholics who are listening, No, we're kind
of weird people. We're La Catholics. So I'll say that
about ourselves. But to say a prayer, to light a candle,
to do whatever you need to do. By the way,
give money, give time, give energy, give patience to folks. Boy,

that's a gift this holiday season.

Indeed it is. We're talking Charleston ma or Amy Shuoler

announced on the show, I said, on Friday, you're going
to be here. We had a couple quick questions for you,
and I want to I want to talk down the
opioid thing. But I have two questions here for you.
Then I want to give you a chance to wrap
up the year. Texas for Amy on Mondavis came in
on Friday. If we are on a supervisor's recycling route

and they don't pick up the bins and need bags
the city supply banks were recycling since the bins aren't
picked up.

update us on the status of those?

Yeah, I can't speak directly. I'm not sure what the
listener or what the texter is referring. If you also
want to call me three oh four three four eight
eight one seven four. I don't want to give any misinformation.
I don't know if that is just you know, sometimes
there are different lines, sometimes it's different testing, and so
I certainly don't want to give any misinformation on something

that is super important, that super important to folks, including myself.

All right, before we let you go, you know, Christmases.
Of course we've been talking about this week, so some
of the services will be delayed, some a little bit early.
You do a great job on your on your on
your social media sites of the city letting people know,
but they may want to go check those out before
they put the garbage out or whatever this week.

Yeah, again, a shout out to our team. I always say, Dave,
I'm just one of you know, over seven hundred and
fifty employees in the City of Charleston modified schedules for
not only Christmas, but New Year's as well. So Tuesday,
if you're you know, your trash will be collected Monday, today, today, today,

(12:42):
it just goes up the day. Wednesday, it's Tuesday, Thursday,
it's Wednesday, Friday, it's Friday to da and then just
check our social I mean, Tina does an amazing, amazing
job at the City of Charleston, w V on our
social media platforms or again. And this is how I
spent my Friday as well, how I try to spend

(13:03):
all my Fridays. I can't get to all of them,
but I try because I get so many in a week,
and I'm so thankful you guys for you three four, three, four,
eight eight one seven four, please call me. I don't
always have time to call every single person back, but
I spend an hour last Friday, and I try to
at the end of every week calling people to say
thanks for your call, let me troubleshoot this, and even

(13:24):
for people just calling to say hey, thanks to my
refuse guys, because boy, they burn the midnight oil. We
forget sometimes we're cozy inside and our slippers and our
our little warm ups, and our guys aren't. They're earning it,
and especially our guys. Thank you so much. Mother nature
has given us a lot of snow and ice, So

(13:44):
thank you for being kind. And again here goes the
word patient. With our city employees. They do incredible work
and they are doing what they do the same reason
I am doing what I do. You know, I won't
do this forever, hopefully I'll just do it for me
more years. But I love this community, and I love service,
and I love helping people. And so just as a reminder,

(14:07):
they do it because they also love it as well,
and they love our neighbors like I do. They have
great relationships with folks. So get to know if you
don't know them. Get to know your refuse you're recycling,
get to know those folks all.

Speaker 3 (14:19):
Right before we let you go. This is probably unless
something less, something pops up, probably the last time we'll
talk this year. I'm gonna give you, well, maybe not,
you just never know. But I want to allow you,
if you'll pardon the bad pun, to put a bowl no,
you know, put a bow on Christmas in Charleston, the
year in Charleston, and the look ahead to twenty twenty six.

You are actually you know what you are. You're one
of my very favorite people. I've known you forever in
a decade and you and you are you know, we've
come a really long way. And we started with a
vision of vibrancy for the city of Charleston in two
thousand nineteen, and I can't say that that's changed. Every
decision that we make in the City of Charleston is

(15:05):
done with the thought of how do we improve the
lives of all? What can we do to be better
and to do better? John Kennedy Bailey, who was a
very dear friend of mine and my husbands, who passed
away several years ago used to say that we can
do better, and we can be better, and every day
we should strive to do that. But I'm extremely proud

(15:26):
of the renewal the renovation of so many places and
spaces that we love, the investment and our infrastructure. But
most important are kiddos to feeding their bodies and their
hearts and their heads with a positive a positive atmosphere

(15:47):
and goodwill towards them. So I don't know, I leave
this year. I say it every year ready for the
next year. I still feel that that spring, I still
feel that excitement. And I haven't made too many New
Year's resolutions because that's not the type of person I am.
I don't do that because I am always so worried
I make them as I go throughout the year. But

(16:08):
I'm starting this new year with big energy and I'm
really excited about what's to come, because I will say
the next time that we talk, I'm going to have
some great things to announced well, and.

after a water main break with West Virginia American Water.
Joe Stevens is with the city of Nitro and he
joined us now. Joe, good morning, and welcome to the show.

Speaker 6 (19:10):
David, good morning. I hope you are enjoying the twenty
second of December today.

Speaker 3 (19:15):
I am in joining it. But what can you tell
us about that uh water main break yesterday?

Speaker 6 (19:20):
Joe, Well, yesterday proxibly eight twenty or so, the Nitro
Fire Department received a call from Metro nine to one
one that a water main break had occurred in the
backyard of a DuPont Avenue resident. The fire department got
on scene just minutes later, UH surveyed the affected area

(19:44):
and then had Metro nine one one contact West Virginia
American Water and expedite their response. What we've come to
learn they had already were informed by customers in the
area affected area, and we're you know, they were up
to speed on it. In fact, they were on the
scene of the break at eight forty to shut off

(20:08):
a sixteen inch main waterline. At that time, the command
on site for the fire Department, Captain Mathis, discussed the
situation with the on site supervisor, determined the affected area.
It was a square area affecting over They determined around

(20:30):
over three hundred customers and the possible length for the repair.
West Virginia began. West Virginia Water began communicating with their
customers at that time about the situation, what happened, what
was being done, and what needed to be done when
the water comes back on. So that's at that time,

(20:53):
around nine thirty or so, the fire department, with the
water receding and every thing, and with American Water on
the site. We returned to the firehouse and just to
monitor the monitor of the situation to see if there
was anything else that we needed to do, or just
to be ready if there was something that we did

(21:16):
need to do.

Speaker 3 (21:17):
Talking again with the Joe Stevens, and we know some
of the cleanup is continuing, but but you're but the
things things have been repaired and the water is back
on right.

Speaker 6 (21:27):
Yeah. In fact, kudos to West Virginia American Water. They
brought in serve Pro quite quickly, and Serve Pro began
restoration in the affected homes and the garages and some
of the businesses that were flooded. They began restoration yesterday afternoon.

(21:50):
We got a report from American Water that at four
point thirty yesterday afternoon that the service was going to
come back on. Around ten o'clock, I started getting calls
from city officials that lived in the affected area that
they were they had gotten water back at seven o'clock

(22:11):
and then through we were trying to stay in tune.
Not only was American Water pushing out information through their
customer Information service all after doon on the situation, but
we were trying to keep people up to speed through
social media and answering any phone calls that I was
trying to keep city council up to speed because the

(22:34):
councilmen in that area were getting calls, keeping them up
to speed, keeping city manager and the mayor up to
speed on everything because they were getting calls, and we
were learning through social media that were responding to our
posts that the water was starting to come back on,
you know, after seven o'clock, and then we got a
word from American Water at eight point thirty that all

(22:54):
service had been returned. Talking to our public works folks
this morning, they they were on site just looking at
the situation, and they observed also that Serve Pro was
back there handling some of the restoration, uh, from yesterday's event.

Speaker 3 (23:12):
Approximately, just give me a ballpark figure again, we're talking
with Joe Stevenson the city night. You give me a
ballpark figure on the number of residents and businesses that
were impacted.

Speaker 6 (23:20):
By this that you would have to get that from
I really don't know, Daves, so that would be that
would be a stat that would have to come from
American Water.

Speaker 3 (23:29):
And you were quite complimentary. You and I were texting
back and forth last night. Uh, you quite complementary of
the of the water company in the way.

Speaker 6 (23:36):
They handle this, you know, Dave, to be honest with you,
if I was in if I had a house in
the affected area and I had five feet of water
uh in in in my basement, my my thought process
would be different. But our thoughts and concerns are out
to those folks. But we every time we were looking
for information from American Water, we were we were being

(23:58):
told we the fire chief was in touch with the
supervisor as it pertains to any type of need that
we would need for fire, the fire hydrant scenario and
that sort of thing. We're making a plan if we
had to bring in tankers or that sort of thing.
But questions were being answered that we were asking in

(24:19):
a quick amount of time the supervisor. I mean, they're
six six to eight inches twelve inches of mud they
were and when they were answering my questions when I
got on site yesterday after yesterday morning.

Speaker 3 (24:32):

You know, Christmas Day we could get a pretty good present,

sent me this meme the other day about our beloved

on the couch watching it. So there you just.

Like I had. There you go again. Our wishes and
our thoughts go out to the affected homes and everything.
During this time of year especially, you can't plan on
water lines breaking. You really can't. And it's just like
when your heat pump goes out and it's two below
zero and you're looking for a repair man. It's just

something that unfortunately happened, and we handled We tried to
get the information out as best as we could. Dave,
