The Biden administration will move Tuesday to reclassify marijuana as a lower-risk substance, a historic move that acknowledges the medical benefits of the long-criminalized drug and carries broad implications for cannabis-related research and the industry at large. The US Department of Justice is expected to recommend that marijuana be rescheduled as a Schedule III controlled substance, a classification shared by prescription drugs such as ketamine and Tylenol with codeine. “The DOJ continues to work on this rule. We have no further comment at this time,” an administration official said Tuesday. website www dot Loranoils dot Calm. Shout out to Heidi,
thank you for coming out the other week. Had a
lot of fun cooking supplied supplied the staff with some
lovely food. We had a great time we did. So

(01:12):
today we're gonna talk about some breaking astonishing news in
the cannabis industry. But before we do, Ruby, this isn't
your first time on the show, but this is like
the first time I feel like you being interviewed and
being a part of the show. Like besides, you know,
I know we've had you up sampling some products and
you know, tasting some beverages here and there. But it's

(01:34):
nice to finally have you up here as well as Diego.
It was our intern here and Ruby's younger brother. And
this dude is a great help. He knows what's going down,
very creative and he's just he's been massive here. Can
do all the physical stuff, technical stuff, you name it.
He knows it. So great to have you guys here

(01:55):
on the show. Ruby, hug up on that mic a
little bit more.

Speaker 3 (01:57):
It's great to be here.

Speaker 2 (01:59):
There we go. So so we got our staff here today.
We got some you know, expertise coming from Ruv with
the bud tending in her background, which we can, you know,
delve into a little bit more once we tackle the subject.
But let's get right into it. So there was some
massive news today in the cannabis world, where you know,
it's been announced that the Department of Justice plans to

(02:21):
reschedule cannabis as a lower risk drug. In the headline
and some of the article reads, the Biden administration will
move Tuesday to reclassify marijuana as a lower risk substance,
historic move that acknowledges the medical benefits of the long
criminalized drug and carries broad implications for cannabis related research
in the industry at large. The US Department of Justice

(02:43):
is expected to recommend that marijuana be rescheduled as a
Scheduled three controlled substance, a classification shared by prescription drugs
such as ketamine, tailanol, and codeine. The DOJ continues to
work on this rule. We have no further comment at
this time. Administration official said on Tuesday day, Guys, initial impressions,

(03:03):
there's a lot to unravel here, yes, with reclassification, and
you know, there's been a lot of context building up
to it. But upon face value, what are you guys thinking, Ruvy,
you go ahead.

Speaker 4 (03:14):
Me and myself, I'm a bit shook by it, just
because what I'm thinking is, are they going to create
like synthetic and abuloids now now that it's going to
be open to people like big pharma, What is it
that we're going to expect. You know, so many people
have finally opened up to trying cannabis naturally that if
we start something kind of like synthetic and on more

(03:37):
of a pharmaceutical side, how is it really going to
help or is it going to affect us in the
wrong way?

Speaker 2 (03:43):
You know, totally, And like, you know, that's a very
valid concern and it's one of many that we could tackle.
And so you know, you don't want to set a
potential new consumer in the industry on the wrong foot
to where you know they're hesitant or intimidated to use
it because there are many ways and uh many different

(04:04):
brands and people that do it the right way, and
it kind of feels like they might be shut out
of this, which obviously we only have kind of a
press release to go off of, so you know, we
don't I don't know any more context besides the fact
that they're planning on reclassifying it.

Speaker 4 (04:22):
So if you wonder right what direction we're heading, especially
because it was like news that were so bruh at all.

Speaker 3 (04:32):
She in my headphones, I'm in his head.

Speaker 2 (04:39):
Frankino, you could probably weigh in on this. Yeah, the
reclassification of cannabis just went down. We went to schedule three.

Speaker 5 (04:46):
You know, it's that's fake news by the way, it's
being it's.

Speaker 2 (04:51):
Being announced that they're planning purposed.

Speaker 6 (04:55):
Let's let's read the whole article, right, and let's talk
about some facts real quick. Get in the close and
again if you read it all, and it pretty much
really emphasizes what I just said yesterday. How I'm not
for reason no scheduling. I'm for descheduling, right, and why
if you read what's gonna happen if it goes to
a schedule three, Well, here's what happens when to go
to schedule three. Well, now it's run by the DEA. Okay,

(05:17):
the DEA also runs what pharmacies all that other stuff,
So that means not now your medicinal cannabis is going
to have to be registered, your dispensaries is going to
have to be registered as a pharmacy. I mean they're
gonna have to reapply register with the DEA. Okay, And
to become a pharmacy you've got to have a pharmacist,

(05:39):
which requires an additional degree, higher you know, costs for
the regulatory licensing, all that, So there's a lot more.
If it goes that direction of it being rescheduled to
Schedule three, it's not very good for us. That means
fifteen thousand medicinal dispensaries across the United States would potentially
have to shut their doors, right because how many of

(06:01):
them have a doctor or a pharmacist attached that could
even throw a license under right. So it's again, we're
just talking about this. It's not the greatest news. It
is news, a big news getting wrong. But we're still
so far in the phase that I mean, I don't
want to go into conspiracy theories. But this is a
ploy to gain some attention right now by some brands,

(06:25):
some politicians. Right, But read the whole article, go all
the way down to the bottom. You know, they've attempted
this proposal back in twenty sixteen at the end of
the Obama administration, didn't go through.

Speaker 5 (06:37):
So this is the DA proposing.

Speaker 6 (06:38):
It still has to get passed by the State, are
assuming by the House by the President. So there's still
two more steps it's going to have to make. But
the other big, big part of it is our international treaties, Okay,
our international trade and treaty policies. There's a war on
drugs that they started back and I think it was
like sixty seven or sixty nine right around that time.

(07:00):
So they have to like change a lot of international laws,
the way that it's being punished and the way that's
being treated. So we're still a long ways away from it,
you know. I mean, again, it's big news. It's it's
it's news, but it's not a long way to scheduled,
absolutely not.

Speaker 2 (07:16):
Yeah, there's a long way to go. So Frank, you know,
how like in your head, what's the timeline you think of,
you know that they're hypothetically speaking, say they get this done.
How long is it going to take to get passed through.

Speaker 6 (07:31):
I mean, if it were to pass in the next
thirty days, are be approved not passed, we're still talking
and we're in the approval stage, right, They're gonna drag
it out. I mean they're gonna drag it out either
way through this election. You know, they're trying to get
some Democratic votes here. Yeah, that's Biden some credit, you know.
And and and you look at though, you know who
who really won the big, the big, the big win

(07:56):
today till Ray.

Speaker 5 (07:58):
Yeah.

Speaker 2 (07:58):
And we've been we've we've been talking about till Ray
and how their you know, their stock's been a little volatile.
But what's the news on them?

Speaker 5 (08:06):
I mean they're up forty percent today?

Speaker 6 (08:07):
Yeah, right, So I mean again, you know, without getting
into too many conspiracy theories that of it all, but
who's really benefited in right now from this release? Right
all the brands that are putting the post out, getting
some traction, getting a little viral posts because it's a
it's big news, right. The brands like till Ray, all

(08:29):
the publicly traded ones are all pushing this narrative because
they want to see their ticker symbols start to move.

Speaker 2 (08:34):
Definitely, you know, there's always there's always some motivation and
without and then I'm gonna stop you there because that's
the topic of our next segment where we're going to
dive into some uh, you know, some metrics, some numbers,
see what's going down on the on the dow. So
when we come back, we're gonna be talking about some
of the finances that are affected.

Speaker 6 (08:52):
But we're looking for a taxation with representation. We're not
looking for some de schedule fake news bullshit. In my opinion, no, no, we.

Speaker 2 (09:00):
Would like the whole The best outcome would be decriminalization
or descheduling.

Speaker 5 (09:06):
The whole thing. You want to deschedule, not a reschedule.

Speaker 2 (09:09):
Yeah, the reschedule. Everyone's like with the build up to this,
we've seen some senators that have been like pretty upset
and they've like written formally that you know, this is
just a waste of time to reschedule it when like it,
you know, it's just gonna wipe out all of the
groundwork that people have put through this industry the past
ten years. And like that's you know, a big fucking

(09:29):
slap to the face.

Speaker 6 (09:30):
Oh, it's like I said, we want to basically reread,
not rewrite, you know what I mean. We want to
go back and reread it so that we can make
sure that it's all right. But in my opinion, again
it's it's it's a hoax of a reschedule. It needs
to be a deschedule.

Speaker 2 (09:46):
No, totally, totally. I think that about covers our opinions
and thoughts on this.

Speaker 3 (09:53):
Opinions Chris, they were opinions.

Speaker 2 (09:55):
Or first diggle, diggle, what do you think?

Speaker 7 (09:59):
Honestly, I did kind of see it coming, but I
would have assumed it be a full on, like the
scheduling as well. But there's no reason for it to
go down to the schedule a free, especially if you
compare it to the other drugs that are on at
our schedule pre drug like hetamine.

Speaker 3 (10:16):
Or anabolic steroid codine.

Speaker 5 (10:18):
Yeah, oh yeah, stuff like that.

Speaker 2 (10:20):
Hey, just think about how you get that in the pharmacy.
And that's gonna be cannabis. I mean sucks. That sucks. Well,
when we come back, we're going to discuss, like I said,
some of the financial implications of this announcement. So it's
Cannabis Talk one on one. Keep it locked.

So when we were breaking breaking out of that last segment,

(11:23):
you know, we're giving our final opinions on the announcement
of rescheduling it to Schedule one to Schedule three. So
now let's talk about the financial implications going into this.

Speaker 5 (11:37):
So this article.

Speaker 2 (11:40):
Headlines Cannabis stock spike following reports cannabis will be reclassified
to Schedule three, and as Chris Frankino slightly touched on
in the previous segment, it's a you know, it seems
like it's a little it's a little tactical of what's
going down. So you know, I got some numbers real
quick to go with it. So Canada based Candida Grow
Corporation shares surge more than sixty five percent, closing at

(12:04):
a share price of fourteen eighty eight, its highest closing
price of the year. Till Ray Brands, opened at a
dollar seventy seven, rocketed more than thirty five percent through
trading and closed at two dollars and forty seven cents.
Several other cannabis companies shared spikes Tuesday, including Aurora Cannabis
up forty six percent, Amplify Alternative Harvest up twenty six percent,

(12:24):
and Trees Corporation up twenty six percent. The stock jumps
come after news the DA will reclassify and uh, this
is all still with cannabis being currently classed as schedule won.
By the way, it's not like anything has gone through.
So upon hearing all this, Frank Kino, get into it.

(12:44):
What were you thinking, till Ray, give it? Give it
to me real.

Speaker 6 (12:48):
I mean, I'm not here to give financial advice, but
my opinion is you might want to take the short
right now because what goes up must come down.

Speaker 2 (12:57):
Yeah.

Speaker 5 (12:58):
So, I don't know.

Speaker 6 (12:59):
I mean I for a long time, we've been seeing
the cannabis industry kind of been treated as that red
headed step child.

Speaker 5 (13:05):
And pushed into the corner.

Speaker 6 (13:06):
And they've spent we've spent a lot of money lobbying it,
and so they got to get a little ROI sometimes
on their lobby dollars.

Speaker 5 (13:14):
And here we go, brother, I think we're seeing it.

Speaker 2 (13:16):
Yeah, these are some crazy inflated numbers. RUV. Do you
have anything to add on this situation?

Speaker 3 (13:22):
I agree with Chris.

Speaker 4 (13:23):
I mean, I know I was looking at a what
like last year and they were really low, you know,
so to know that this skyrocket, it only makes sense.
And why Yeah, it came out with these news and
kind of confused people, you.

Speaker 6 (13:35):
Know, totally totally well, And that's just it right there,
if you kind of did hit the nail on the head.
They're confusing folks, right because your your your average investor
or even.

Speaker 5 (13:46):
Your day trader.

Speaker 6 (13:47):
They're they're not really up to date with the cannabis
industry and the cannabis laws. How this would negatively you know,
affect them or positively impass anyway. They're just saying, oh
my gosh, that's nottunity that I'm just going So you
got all this, you know, as they call dumb money
out there putting it into these cannabis companies today, And

(14:07):
will we see this spy continued to rise? Probably not,
but hold on, I do have mister, to.

Speaker 5 (14:17):
Let me get this.

Speaker 8 (14:19):
Man, I'm sitting over here listening a Frank Keno tal Clack,
an expert. I'm kind of curious if then based on
your if you're trading your accounts and with what you're saying,
your stance you're taking, do you think you should short
the stock essentially bet on it going down clear across
the board, because it's not just this stock, not just
still right, not just one brand, but clear across the board,
including ancillary brands.

Speaker 6 (14:39):
And again, I'm not giving a financial advice, and that
is my opinion, and that is what I am saying, Tony,
I do believe that there's going to be a short
come in here in a minute, right, Uh?

Speaker 5 (14:49):
Do I have some stocks cannabis brands. Absolutely.

Speaker 6 (14:52):
I'm not gonna say which ones I've got here because
I'm not giving financial advice. But we did see them
all go up, even the small penny stocks went up today, right,
so im big to small they've all gone one direction.
But if this does get rescheduled and does go to
schedule three, those are only going to go one direction.

Speaker 5 (15:09):
It's not going to be the same way.

Speaker 2 (15:10):
Yeah, I can't. They can't all go up, that's for sure.

Speaker 8 (15:13):
And you know Connor as uh, he's right, you know,
as much as I hate to admit it, when you
look at actually the verbiage the review process that it's
now in. In the past, it took five years for
them to decide that they didn't want to do it.
Now the sitting president was different other than right now,
like whoever had put that directive in by the time

(15:35):
it came out, the president was different. So on this one,
the expectation is it could take a few years. I
think to what he's been pointing out, what you guys
have been saying, it's an election ploy six months from now,
seven months from now, it could be a different game.

Speaker 2 (15:47):
Yeah, I mean, it's like no coincidence that we're hearing
about it six months to go. I mean that's when
you always hear about the controversial fucking shit about that
when they're desperate for about Yeah, I mean they're getting
everyone fired up, stirred up, you know, coming and vote,
Come in and vote, get my vote, like you know,
it's how the game's played.

Speaker 6 (16:05):
But if I think that this is a buy and
hold play for your cannabis stocks, I'd have to disagree,
you know. I again, just my opinion, not financial advice,
but I would not be buying to Rady today and
holding it, you know, for six months from now.

Speaker 2 (16:20):
Yeah, I mean, you know, and you can kind of
look at history too to make that decision as well.
With some of these stocks, like they traditionally haven't been
the greatest investment in the past, and so you know
you can kind of, you know, take that and apply
what you will. Like we've said a few times, is
not financial advice. Make your own decisions. Think for yourself, please.

(16:44):
But you know, we have some experts here, so it's
nice too, nice to share some opinions and you know,
get the general read of the room here because you know,
we got some knowledgeable motherfuckers in the build in Chris Frankeno, dude,
dude Arc over there. He's fucking keen, mate, he knows
what he's doing.

Speaker 6 (17:04):
So I have done some day trading, and you know
in the past few years and made some successful purchases
and some not successful purchases. But overall and all, I've
had a great, you know career running some day trading.
But yeah, I definitely do your own research, check the trends,
look out what you got, make sure that if you're
going to buy a stock, that there's something real that

(17:25):
they've got behind it, not just the one day press release.

Speaker 2 (17:28):
For sure, guys, Is there anything else we want to
add on this sudden bubble of stocks. I'm not experience
in stock market enough to be adding anything worth the diego.
Upon hearing all of this, would you invest in some
of these stocks?

Speaker 5 (17:44):
No?

Speaker 7 (17:45):
I mean, like just a couple of weeks ago week
at a show talking about how.

Speaker 5 (17:49):
Bad Till Ray was doing.

Speaker 2 (17:51):
Yes, Tony's been locked in until Ray He's been like absolutely,
you know, all up in their business, and you know
we've been We've been pretty updated on it. So it's
it's pretty funny that their their stock's going crazy right now.
This has been Cannabis Talk one on one. We covered
some of the finances and the implications of the announcement

(18:13):
of rescheduling. When we come back, it's Cannabis Talk one

Speaker 5 (18:17):

Tony's like in and out add Style.

Speaker 5 (19:22):
Don't know where he went. Hope you back.

Speaker 2 (19:24):
Probably So we were discussing the stocks, the big bubble
that happened with some of these volatile, you know, traditionally
volatile brands, and now we're gonna shift gears and we're
going to talk about a generally beloved brand in the
industry with Cookies, and they were accused of violating New

(19:46):
Mexico Cannabis Regulation Act at opening celebration, so Albuquerque Dispensary
Cookies is accused of several violations of the State Cannabis
Regulation Act. According to April eighth and April eighth notice
filed by the CCD Cannabis Control Division, the regulators are
contemplating taking disciplinary action against Blue Whale Enterprises, which operates cookies,

(20:08):
for alleged violations that took place during the dispensary's grand
opening event on November eighteenth, twenty twenty three. The regulators
accused the dispensary of violation of protection of underaged persons.
The dispensary allegedly allowed someone under the age of twenty
one to attend the event and consume cannabis on the property,
engaging in prohibited practices. The dispensary allegedly made a social

(20:31):
media post that showed someone consuming a large amount of
cannabis on the dispensary's property, allowing for the unauthorized consumption
of cannabis. The dispensary is accused of allowing people to
consume cannabis on the property and promoting public cannabis consumption
without having a cannabis consumption license, unlawful commingling of alcoholic

(20:52):
beverages and cannabis. The dispensary reportedly allowed public consumption of
alcohol on the property and lastly violate of cannabis product
display requirements. The dispensary allegedly had cannabis and cannabis products
on display in the parking lot, which was outside of
the permitted retail area. The Cannabis Control Division said that
AS received requests from Blue Whale Enterprises to hold a

(21:13):
formal hearing. Division also said it received a request for
settlement that was a lot of things. Ruby, as someone
who's worked in a dispensary, can you tell me what
that might have felt like for let's say a bud tender.

Speaker 4 (21:28):
Well, first off, that sucks because it kind of falls
on the people that were in charge, right who mainly
your manager, your adamins that they didn't go through and
make sure that everyone was following their steps. It plays
into everyone doing their job right, you know, making sure
that everyone's verified and that everything's going accordingly.

Speaker 3 (21:48):
As a bud tender, it would suck because.

Speaker 4 (21:51):
You're relying right on your management team to make sure
that everything is done accurately, especially with the licensed dispensary.
Like I don't, I wouldn't be one and to kind
of jeopardize, so I would always go above and beyond,
you know, I've been known for being I've been called ruthless, Ruvie, because.

Speaker 3 (22:09):
I was very strict.

Speaker 4 (22:10):
You know, if someone was trying to come in with
the idea that was expired, or you know, documentation wasn't implay,
I wouldn't let them in. And we did have procedures,
and I just felt like perhaps there was miscommunication between
the team. Whoever was in charge of putting the whole
event together obviously didn't have a checklist.

Speaker 6 (22:30):
So were they selling alcohol or just consuming alcohol?

Speaker 2 (22:36):
Uh? Let me unlawful commingling alcoholic beverages and cannabis. Dispensary
reported a loud public consumption of alcohol on the property,
so it doesn't say that they provided or selling. However,
you still need the permit correct to be able to
consume it.

Speaker 5 (22:53):
In a public spot. Probably. Yeah.

Speaker 6 (22:55):
Now, our cookie laws I'm not going to be familiar
with obviously as them as I am in California's laws,
of course, because I know here in California I obviously
can't sell alcohol war cannabis in the same spot together.
Now let me ask you, though, Ruvi, what do you
think their top seller was that day?

Speaker 5 (23:12):
What's strain?

Speaker 2 (23:13):
Was there?

Speaker 5 (23:13):
An O G?

Speaker 3 (23:14):
It was og baby og now, you know. But it
just sucks because Cookies is a well known brand.

Speaker 4 (23:22):
They're known everywhere, so to know that they have so
many things that they did wrong, it just kind of
makes you wonder what kind of team players they have on.

Speaker 6 (23:30):
Their And well, we know who's gonna get in trouble
at Dan. It's going to be the manager. The store
won't get shut down, they might get a fine, but
they'll have to remedy the situation.

Speaker 5 (23:38):
So they'll have to fire somebody.

Speaker 6 (23:40):
And unfortunately that manager is going to have to fall
on the sword and take that out for them.

Speaker 4 (23:45):
There might be a couple more people to go down
with that manager, you know, it's not always just the manager.

Speaker 2 (23:49):
So how many like there aren't many brands that have
scaled licensing out that far besides like Cookies and MEDMN Right.

Speaker 6 (24:00):
Well, what I think a lot of people don't realize
either though, is that like Cookies, for an example, they
just licensed their name.

Speaker 2 (24:06):
Yeah, it's like a McDonald's correct. Yeah, it's like McDonald's
being and it's a white label.

Speaker 3 (24:13):
This is my take on that. So it's similar to
doctor Greenham.

Speaker 4 (24:16):
Right, I worked for doctor Greentam and I like their culture.
You know, because there is communication between the franchise and
the dispenser individually. So again it goes back to communicating
with the entire team, not just who's in the dispensary.
But if you're going to be a franchise, you know,
you got to make sure that you guys are all communicating.

Speaker 6 (24:35):
It's like, hey, check, but look at what they got
out of this situation.

Speaker 5 (24:40):
They got everybody talking and on.

Speaker 2 (24:42):
The same day that it's getting potentially declassified, like that's
kind of a kind of a dub form.

Speaker 3 (24:48):
But is worth losing that license?

Speaker 6 (24:50):
Well, no, they won't lose it if they might get
a slap on the wrist. But because like you said,
it's going to be the manager who's going to be
responsible at the end of the day who planned that event.
The owners is gonna say they knew nothing about it.

Speaker 2 (25:01):
And it's it's one of many, you know, you know,
franchise out spots that they have. It's not like the
one is gonna hurt them. However, I am this does
make me think, like you know, it is kind of
almost uncharted territory for a cannabis brand to go out
this far and scale out that much. So I'm like
you know, they're probably learning as they're going with in

(25:23):
terms of quality control and like how to manage and
keep everyone in line with that many you know, that
that amount of staff that you know.

Speaker 3 (25:31):
So maybe they were just trying to see what they
can get away with.

Speaker 2 (25:35):
Yeah, complacency is probably it's always sometimes better to ask
for forgiveness than permission. That's the bluest special right there. Totally,
And you know, cannabis talk puts you down on game
of a whole lot of different ship. Yeah, especially cannabis
have definitely come along way with my knowledge. I was

(25:57):
very ignorant smoker before I got here, and now I
like to think that I know a little bit more
about the plant of course.

Speaker 6 (26:04):
Yeah, well you know, but ignorance is not an excuse
to violate the law, right, so the owners still should
have known. And in the future, for anybody else that's
looking to throw like a launch party dispensary opening, give
us a call.

Speaker 5 (26:17):
You know, we work on that. We specialize in that
some of the things we do.

Speaker 2 (26:20):
Yeah, we'll consult you, get you set up right well,
Ruvy Diego Frankino, is there anything else you want to
touch on before we get on out of here, No.

Speaker 5 (26:30):
No, maybe touch on Diego's hair a little bit.

Speaker 2 (26:33):
Yeah, you just got it. Died to go there.

Speaker 4 (26:37):
Looking like he was actually worn with like goldie locked hair.
So when he was a baby, his hair was like
light golden brown and it was broke curly, and now
he just went and he died in blonde, yeah, bleached.

Speaker 2 (26:50):
Yeah, he's in his white two K feels right now.
I like it. We need to get you some like
Brad Pitt glasses, the ones that look all like funky,
like from Ocean's eleven or whatever.

Speaker 7 (27:00):
I was. Actually I was gonna get fucking psyclopsis classes
from the first X Men movie.

Speaker 2 (27:05):
Oh yeah, easily, and then you got to ride around
with like the fucking penny board and like get some
like wide, wide fucking jeans from the bottom. Bro, Bro,
you know it is everyone loves the nineties again. It's crazy,
Like my whole social media feed is like trying to
recreate the nineties. Essentially.

Speaker 4 (27:25):
My daughter is up in mind Beams closet because you
know that style is coming back, you know, and she
doesn't like to admit it, but it's like your mom's cool.

Speaker 2 (27:33):
No, people, Now you got people going to thrift shops
and then getting like super eight cameras and like cam
quarters and like recording stuff with it, or you have
like now you have the filters that you know, they
make it look like you recorded on a cam quorder
or some shit. Shit's everywhere. History repeats itself, right, Chris.

Speaker 3 (27:53):
I mean, Chris is in style again.

Speaker 5 (27:58):
I'd even change the more job.
