Speaker 1 (00:01):
Let me just start off by saying, it's amazing what
happens when you get a Republican governor like Governor Landry
in Louisiana. He is throwing down and paying off on
many of his campaign promises right away. How big of
a campaign promise. Well, if you are a child molestor,

(00:22):
you better pay attention because it is game on, especially
in light of what we've seen with illegal immigrants from
around the world who are now assaulting and attacking and
killing young children in this country, whether it's a thirteen
year old in New York City or the twelve year
old that was thrown into the bayou in Texas this

(00:44):
week after they were assaulted sexually, and then in Texas the.

Speaker 2 (00:49):
Young girl was murdered.

Speaker 1 (00:51):
I'm going to talk more about that coming up in
a moment, but Louisiana says you better not pull that there.

Speaker 2 (00:58):
Louisiana now becomes.

Speaker 1 (00:59):
The first state in America to allow surgical castration as
a punishment for child molesters.

Speaker 2 (01:11):
That's right.

Speaker 1 (01:12):
Louisiana says they're proud to become the first state where
judges can order offenders guilty of certain sex crimes against
children to undergo surgical castration under a bill that has
been signed into law by the Republican Governor Jeff Landry
on Tuesday. While the punishment of surgical castration is used

(01:33):
in other countries that are known for harsher criminal sanctions,
including the Chez Republic in Nigeria, it will be.

Speaker 2 (01:41):
New in the US.

Speaker 1 (01:43):
The Governor's office confirmed to the Associated Press on Friday
that Landry had signed the bill and it is now
going to be law now. Proponents of the Louisiana law,
which takes effect August first, hope the new possible punishment
will deter people from committing sex crimes against children. Opponents
argue that it is quote cruel and unusual punishment in

(02:06):
violation of the US Constitution. They say it well, for
sure face legal challenges. What's amazing to me is the
opponents of this who argue that it's cruel and unusual
punishment to castrate people that have been convicted of committing
sex crimes against children. Wouldn't you first argue that it's

(02:28):
cruel and unusual punishment to commit sex crimes against children.
If you're the one that's defending these sexual predators child molesters,
you're on the wrong side of history. In my opinion,
I don't think there's any gray area here. Now, this

(02:48):
legislation gives Luisiana judges the option to sendence someone to
surgical castration after the person had been convicted of certain
aggravated sex crimes.

Speaker 2 (02:58):
Now, I want you to think about this.

Speaker 1 (03:00):
The opponents argue that it is cruel and usual punishment
to punish the person who committed these aggravated sexual crimes.

Speaker 2 (03:09):
What does that include?

Speaker 1 (03:11):
It includes rape, it includes incest, it includes molestation against
a child under the age of thirteen. Here's the other
point that needs to be made. Louisiana right now has
two two hundred and twenty four people in prison for

(03:32):
these heinous crimes. Now, the law can be applied only
to those who have convicted a crime on or after
August the one of twenty twenty four, when the law
goes into effect. So, in other words, of those that
are in prison before August first, who been convicted before
August first, twenty twenty four, they would not be retroactively

(03:57):
castrated for these crimes. In other words, the tw two
and twenty four people in prison that are under these
criminal categories that have been charged and been convicted, they
will not be castrated or have the even opportunity to
be castrated because they've already been convicted in the past. Now,
a handful of states, including Louisiana, California, Florida, and Texas,

(04:21):
have laws allowing for chemical castration for those guilty of
certain sex crimes. In some of those states, offenders can
opt for the surgical procedure if they prefer, but no
other state allows judges to impose surgical castration outright. That
according to the National Conference of State Legislators now in Louisiana,

(04:43):
which for sixteen years has allowed judges to order chemical
castration of people convicted of certain sex crimes against children,
that punishment, unfortunately, in my opinion and statistically, is rarely used.
Chemical castration uses medications that block disastrum production to decrease
sex drive. Surgical castration is a much more invasive procedure

(05:06):
that involves the removal of both testicles or ovaries. An
offender quote who fails to appear or refuses to undergo
surgical castration after judge orders the procedure could also be
hit with a failure to comply charge and face an
additional three to five years in prison based on the
bill's language as it's read now. The bill re also

(05:29):
received overwhelming support and then overwhelming approval in both the
GOP dominated chambers. Now, State Senator Regina Burrow, who is
a Democrat, actually authored this legislation, which is incredible. Now,
her colleagues and the Democratic Party were the ones that
mainly came out against it, voting, No, we are talking

(05:51):
about babies who are being violated by someone, is what Burrow,
a Democrat, said during an April committee meeting. She then
went on to say this is inexcusable, aim into that.
Proponents of the measures argue that the punishment is just
for horrific crimes against children. Critics the laugh the Democrats,

(06:12):
who defend the criminals more than the law abiding citizens
or the babies that are being sexually assaulted, argue that
the states should focus on the rehabilitation of those guilty
of such crimes and effort to lower recidivism rates. These
crazies actually believe you can rehabilitate a monster who rapes, sexually, assaults,

(06:34):
or abuses infants one year olds, two year olds, three
year olds, four year olds, five year olds, six years olds.
The list goes on and on those that clearly cannot
defend themselves. Others wonder if more states may look at
adopting a similar law to Louisiana, and I say they
should do it quickly. I think there's a no brainer

(06:56):
here now. The US has decided that retributed punishment an
eye for an eye as cruel and unusual. Is what
a philosophy professor at Elmhurst University said about this new
move in Louisiana. That's how you know, by the way,
you're doing the right thing. If a philosophy professor at
Elmhurst University is saying it's wrong, you know you're doing

(07:17):
it right.

Speaker 2 (07:18):
Quote.

Speaker 1 (07:19):
We don't rape the rapists, we don't cut off the
hands of thieves in this country. Well, if you cross
the line with a child and sexually assault them, I
absolutely have no problem with castrating you. The legislation, by
the way, is one of several bills signed by Landry
this week, including a measure allowing law enforcement to jail

(07:39):
people under the US illegally. That's similar to the Texas
Law and other laws that, of course, are going to
face legal challenges from Democrats. Republican states, and Democratic President
Joe Biden have been fighting over the border issue, and
as I mentioned a moment ago, many illegal immigrants who
are now in this country are coming in and committing

(08:02):
heinous crimes against children. We have, unfortunately, multiple miners who
have been raped and beaten, strangled to death and left
in bayous and parks in this country in the last day.

Speaker 2 (08:18):
It is disgusting.

Speaker 1 (08:21):
It is pure evil, and these individuals deserve to not
only get the death penalty in my opinion, but at
the bare minimum, they should absolutely be castrated. I say
kudos to Governor Landry. I hope that other states will
follow suit. They're going to watch the legal challenges closely,

(08:43):
probably learn specifically from those legal challenges. Okay, that's number one.
And not only are they going to learn from these
legal challenges, but there's something else that I think they're
going to do. They're then going to follow suit and
make their bills even uffer to be fought legally. That's

(09:03):
just a really really, really, really really smart move. Let
me also just say this as well, because I think
this is incredibly important that you understand this. Take all
the money out of it now, and you go back
to what we're witnessing when it comes to violent crime.

Speaker 2 (09:20):
In this country.

Speaker 1 (09:21):
All right, you look at violent crime that is happening
now in this country by illegal immigrants. This is the
border crisis now in everyone's city, there was an illegal
immigrant suspect or i should say suspects now that took
a twelve year old girl that lived in the same

(09:42):
apartment complex, raped her, strangled her.

Speaker 2 (09:47):
To death, and threw her in the by you in Houston.

Speaker 1 (09:50):
This week, The New York Post also telling another story
of a migrant charged with the murder of an twelve
year old who was and the murderer was a man
released into the US just weeks ago. Now you go
back to the police in Houston, they've arrested not one,

(10:11):
but two migrants from Venezuela who were here legally for
the murder of a twelve year old. A twelve year
old by the name of Jocelyn, who was lured away
from her home and then strangled to death, raped and
dumped in the bayou. One of the suspects crossed the
border illegally less than a month before the shocking murder

(10:33):
and was released into the US after claiming he was
afraid for his life if he was sent back to
his home country. Sources have now told the Post Martinez
was twenty one and Ramos, twenty six, were charged Thursday
with capital murder. An illegal immigrant from Ecuador who was

(10:54):
arresting connection with the sexual assault of a thirteen year
old girl in New York City admitted that he filmed
the attack and he became more comfortable with the sexual
assault during the filming of the attack. The New York
Post the illegal immigrant this is another murder suspected in

(11:17):
Rachel Morin, the mother of five, who was murdered, went
on a month's long terror spree. In fact, in a
statement to Fox News, Ice confirmed that the Salvadoran illegal
alien charged with the rape and the murder of Rachel
Morin entered the US as a quote got away on

(11:41):
or around February thirteenth, twenty twenty three, near El Paso, Texas.
Prior to that, he was caught by border patrol three
separate times in a matter of days.

Speaker 2 (11:55):
I'm going to say that again.

Speaker 1 (11:57):
He was caught by border patrol trying to break into
this country three separate times in a matter of days.

Speaker 2 (12:02):
He was then expelled back to Mexico. What did he do?

Speaker 1 (12:05):
Took his nap and then did it again. He was
expelled to Mexico via Title forty two. Each time, we
know the timeline because he's in the system. Once, on
January the nineteenth to twenty twenty three, he tried to
cross into America in New Mexico. That didn't work, so
fast forward to January the thirty first. He then passed

(12:28):
again near El Paso, Texas. That didn't work. We caught him,
We sent him back. Then on a third time in
February the sixth, so six seven days later, he went
back to New Mexico and did it again.

Speaker 2 (12:43):
We caught him.

Speaker 3 (12:44):
Then.

Speaker 1 (12:45):
Then on his fourth try, about a week after that,
he was able to slip into the US near El
Paso without apprehension.

Speaker 2 (12:53):
That's what we call a gottaway.

Speaker 1 (12:55):
What's even more sick is the fact that Democrats are
actuallyually laughing about the fact that this is happening this country,
and laughing when we talk about people that are dying.
I want you to listen to congresswoman who is JPL
who is sitting there with Joy Read on MSNBC.

Speaker 2 (13:17):
And they laugh about kids being killed. Listen carefully, great citizens,
but there's a lot of fearmonger.

Speaker 4 (13:25):
There's a lot of fear ustury.

Speaker 5 (13:26):
Absolutely, you know, and I think it's kind of remarkable
that the polls I look at the national polls, actually
Americans still support immigrants. Yeah, support immigration. It's just that
they would like to see a system that actually works
and that can keep them safe and secure. And all
of us want that. And you know, I've been working
on this issue for twenty years before I came to Congress,

(13:47):
in the streets as an activist.

Speaker 4 (13:49):
Me let me tell you, this is one of the
reasons that people have these sort of thinking, this sort
of thinking. Here's the three cable networks reporting of this
is our banner said soon Biden announces legal protections for
undocumented spouses a citizen. CNN's banner said, Biden announced his
new protections for some undocumented spouses. Here was Fox's banner.
Migrant arrested for raping thirteen year old news. Yes, and

(14:11):
so I think that's part of the problem is that
you have.

Speaker 2 (14:13):
A lot migrant.

Speaker 1 (14:14):
I want you to hear this, they say, we get
it right, right, We're just talking about Biden announcing a
new policy protecting undocumented workers and spouses that would be
illegal immigrants from US deportation. This is him trying to
buy votes for November. And they say, look, Sandam, We've
got it right. MSNBC our banner's got it right. And
then there's the fear mongering at Fox News. Now Fox's

(14:38):
actually telling the real story. Fox News is telling the story.
Listen again to how they laugh at the headline here
of Fox News and mock the fact that Fox News
is telling you that a thirteen year old girl has
been murdered and raped.

Speaker 4 (14:57):
Migrant arrested for raping thirteen year old news. Yes, and
so I think that's part of the problem, is exactly.

Speaker 1 (15:02):
Migrant arrested for killing a thirteen year old And they
both laugh. They are laughing at the fact that there
are children that are dying.

Speaker 2 (15:14):
They actually think it is funny.

Speaker 1 (15:17):
They think it is humorous that a child has died
and that they're catching them and then they are letting
them go.

Speaker 2 (15:27):
They think it's funny. It is pure evil.

Speaker 1 (15:32):
Now I played for you a moment ago the clip
of Democratic Representative Japaul and Joy Reid laughing about the
rape of a thirteen year old girl. Now I'm going
to play this for you again so that you can
hear they're acting like illegal immigrants aren't actually doing any
major heinous crimes.

Speaker 2 (15:52):
That is a lie.

Speaker 1 (15:54):
Listen to them talk about the headline on Fox News
channel where they talk about a thirty year old that
was raped and murdered in New York.

Speaker 2 (16:01):
Listen, since there's.

Speaker 5 (16:02):
A lot of fear mongering, there's a lot of fear usury, absolutely,
you know, And I think it's kind of remarkable that
the polls I look at the national polls, actually Americans
still support immigrants. Ye support immigration. It's just that they
would like to see a system that actually works and
that can keep them safe secure, and all of us
want that. And you know, I've been working on this

(16:23):
issue for twenty years before I came to Congress, in
the streets as an activist.

Speaker 4 (16:27):
Let me let me tell you this is one of
the reasons that people have these sort of thinking, this
sort of thinking. Here's the three cable networks reporting of
this is our banner said soon Biden announces legal protections
for undocumented spouses a citizens. CNN's banner said, Biden announces
new protections for some undocumented spouses. Here was Fox's banner.
Migrant arrested for raping thirteen year old in years Yes

(16:49):
and so I think that's part of the problem, that
you have a lot of the fear maker.

Speaker 5 (16:52):
Exactly, and that we know that the when people have
economic insecured.

Speaker 1 (16:57):
So it's a joke, now, this is haha, funny, funny, right,
Like this is hilarious.

Speaker 2 (17:04):
Oh look how funny it is.

Speaker 1 (17:05):
Oh yeah, they're fear mongering over there at Fox News
Channel because it's just so funny.

Speaker 2 (17:12):
Right, It's just this is just a it's a joke.
Ha ha ha ha ha ha.

Speaker 1 (17:18):
Let's go back to what happened in Houston and this
migrant charged with the murder of a twelve year old
and the story behind this. This person was released into
the US just weeks ago. Police in Houston have arrested
not one, but two migrants from Venezuela for the murder

(17:40):
of a twelve year old Jocelyn, who was lured away
from her home, then strangled, raped and dumped in a
by you. One of the suspects crossed the border legally
less than a month before the shocking murder and was
released into the US after claiming he feared for his
life if he was sent back to his home country.

Speaker 2 (17:59):
Sources of now to the Post. So this is the
lie they know how to lie, right.

Speaker 1 (18:02):
They all come in and they seek asilum because they're like, oh,
if I go back, they're gonna kill me my host country, Venezuela.

Speaker 2 (18:07):
So I can't go back, so therefore I got to
stay here.

Speaker 1 (18:09):
Martinez twenty one Ramos twenty six, were charged Thursday with
capital murder, capital murder, Folks capital murder. Department of Homeland
Security sources said that Ramos crossed in El Paso, Texas,
on May the twenty eighth. He was released soon after
his interaction with border agents. He told authorities that he
planned to live with his cousin Houston until his quarter

(18:30):
appearance in July. Agents put a GPS tracker on Ramos,
which was set to monitor his location for twenty one days.

Speaker 2 (18:40):
Twenty one days.

Speaker 1 (18:42):
Sources said, obviously that had nothing to do with this.
And again they're trying to find this little girl. They
know that she's gone, and here it is.

Speaker 6 (18:52):
The mayor was with me on Tuesday night late as
we were going through and looking to see if we
could find anything else in The teams were out there
and they were scouring every potential video feed and they
were talking to everybody possible that might have seen something
or hurt something, and their hard work paid off because
we were able to find video and get trace the

(19:14):
movements of our suspects and are of Jocelyn and all
the way to the point of where she was murdered
and left in a bayou in the water.

Speaker 1 (19:27):
They dumped her body, They raped her, they used her,
they abused her, they strangled her, and they dumped her
body in the bayou, thinking that was fun. Onto the
next The federal government says, these GPS tracker on Ramos,
which was set to monitors location for twenty one days
right until his courtinate. I guess what happened there. It's

(19:47):
unclear whether he was wearing the tracker when he was murdered.
The second suspect crossed the border in Alpaso Martinez on
March the fourteenth. It was released where they courtinated in August.
He also had a GPS monitor removed from the program
in May, according to the sources, Right, so, oh yeah,
we got trackers on them and then.

Speaker 2 (20:05):
We take them off.

Speaker 1 (20:07):
Investigators identify the suspects from surveillance footage after they were
seen following Jocelyn as she walked into a local convenience store.
Her body was found in a swampy creek on Monday
by a Houston resident who happened to be driving by.
She thought the girl was a floating mannequin at first,
a floating mannequin. Let me play this for you from

(20:30):
the local news ABC thirteen in Houston covering this and again,
this is the reality of where we are with this
violent crime. You know, remember back in sixteen when Trump
said they're sending their worst. Many of these countries are
sending their worst. These people that are coming here, there's rapists,

(20:51):
they're human sigglers, they're drug traffickers, they're murders, they're sexual offenders.
And then everybody said, oh, he's racist, he hates Mexicans.
That's no, that's not the case at all. He was
just telling you the truth, and everything he said has
been turned into very clear reality.

Speaker 7 (21:07):
Last moments, a twelve year old jocelin Nngree was seen
alive outside of a seven eleven before her little body
was found in a creek in the greens Point area.
New at six ABC thirteenth Book Taylor spoke with the
girl's mother as detectives look for two people they say
may be connected to her death.

Speaker 8 (21:25):
In the final moments before her murder. Twelve year old
Jocelyn Nungari is captured outside of seven eleven with the
man police are trying to find. Her mom spoke to.

Speaker 9 (21:34):
Us, She's meant to be here, She's supposed to be here.

Speaker 8 (21:38):
Police ay the twelve year old girl snuck out of
her home after ten pm Sunday night. On Monday morning,
her mom traced her cell phone to the skatepark. Her
body found in a creek nearby on West Rinkin Road.
According to the Medical Examiner's Office, she was strangled to death.
Houston police are looking to speak to the two people
who were seen talking to her, and employee says she

(21:59):
was a regular cuss to her. Wearing a black T
shirt and jean She's seen outside on her phone, pacing
back and forth. Mayor John Whitmeyer says she was on
the phone with her thirteen year old boyfriend, who told
investigators he heard two adults in the background.

Speaker 9 (22:13):
She does not want to be aggressive and be like,
stop talking to me, I don't know you. She's very
shy and very quiet and keeps to herself a lot,
and she just I felt like she maybe didn't want
to be rude and was just trying to you know.
That's why she kept pacing back and forth and walking
and just trying to safely get away from the situation.

Speaker 8 (22:33):
She's pleading with the community for help, and this is
how she wants her daughter remembered.

Speaker 9 (22:38):
She had aspirations for life. She just loved for everyone
and was so kind, the greatest friend you could ever
think of.

Speaker 2 (22:46):
Brooke Taylor.

Speaker 8 (22:47):
ABC thirteen Eyewitness News.

Speaker 1 (22:50):
You listen to that mom, and this is a crime
that should have never happened, should have never ever happened,
and yet it did.

Speaker 2 (22:59):
Right, this should have never happened.

Speaker 1 (23:03):
This is the problem that we have is that this
is happening, and we witness it happen, and no one
seems to want to stop this from happening.

Speaker 2 (23:13):
In the Democratic Party.

Speaker 1 (23:14):
This is an election year issue and it's putting American
lives at risk.

Speaker 7 (23:19):
The murder of twelve year old Jocelyn Nungari has angered
many people in our area, including the mayor of Houston. Tonight,
he's got a message for the justice system now that
two people have been arrested.

Speaker 2 (23:30):
ABC thirteen's Luke Jones is at the Harris County jail,
where the suspects could appear in court overnight.

Speaker 10 (23:37):
It turns out these guys were living less than a
mile from where Nungary was strangled and her body found dumped. Today,
the mayor making it a point to say he doesn't
think they should be released unbonded. Brandy's Lopez says he
pointed the men's apartment out to police.

Speaker 2 (23:53):
Construction workers, he says from.

Speaker 10 (23:55):
Other countries, one tried making a run for it, but
both ended up in cuff. Twenty one year old Johan
Jose Vngel Martinez a twenty six year old Franklin Jose Pineramos.

Speaker 3 (24:07):
The rest have's taken place, the charge has been filed.
Now we want the justice system to do this job.
If there was ever a circumstance where you do not
give someone bail, this is it.

Speaker 10 (24:19):
Police say they used surveillance video to piece together a
timeline of the men's whereabouts. They were first seen leaving
a restaurant Sunday night, then run into Hungarian Kirkandaal and
walk with her to a convenience store. Just after midnight Monday.
The three leave and are seen heading under this bridge
sometime after one am, before the two men emerge alone

(24:41):
and head home Hungary's body discovered hours later around six am.

Speaker 6 (24:46):
We have performed a center submitted for a special assault
kit to be performed.

Speaker 1 (24:51):
I look at this and you hear him say, we
have this sexual assault kit. They knew what they were doing,
They pre planned it. They found the twelve year old
girl at night at a seven eleven after she snuck
out of her house, and they knew what they were doing.
They knew it, They understood what they were doing here.

(25:13):
I am incredibly frustrated to see that this is happening.
And when it's happening, you have this just numbness. You
go back to the case that I talked about earlier,
where you have another child that was killed in New
York City. This migrant there was released into this country.

(25:41):
We knew that he was going to be released. It
was no problem for the federal government to say, yeah,
we're gonna release her again.

Speaker 2 (25:48):
This twelve year old girl, by the way, she played
the cello in school. She had braces, she was twelve,
she looked twelve. They knew this was a twelve year old.
They didn't care. I want to know what crimes they've
committed back in their host country. I want to know
what their rap sheet looks like there. I want to

(26:09):
know why we're sitting here having this conversation right now.
You look at the Houston Police Department and they're angry.

Speaker 1 (26:18):
But the reality is there's well over a million illegal
immigrants in Houston. This unfortunately, will happen again. It's going
to it is going to happen again, over and over again.
We see these crimes happen, and every single time, the
same exact thing happens.

Speaker 2 (26:37):
Let's go by the way to back to this story.
In New York. You have an illegal alien who.

Speaker 1 (26:42):
Allegedly raped a thirteen year old girl in New York City,
and it just got We're now being told much worse.
An illegal immigrant from Ecuador who was arrested in connection
with a sexual assault of a thirteen year old girl
in New York City admitted he filmed the attack as
he became more comfortable during the attack. This twenty five
year old illegal immigrant, Christian is his name, was taken

(27:04):
to custody this week. Charged against him are pending. He
reportedly entered the United States of America for the first
time in twenty twenty one. Last week, the thirteen year
old girl and a thirteen year old boy were held
at knife point by this individual with a machete style
blade and tied up when the girl was reportedly assaulted
by him. The NYPD offered a ten thousand dollars reward

(27:26):
for information leading to the illegal aliens arrest. The New
York Post noted that they that a group of Good
Samaritans located him and called him out as a rapist
before smacking him around and tying him up with a
belt as they waited for the cops to arrive. Reportedly,
no one has come forward to claim the reward. According

(27:49):
to multiple reports, he confessed the cops he recorded the attack.
The chilling admission quote by Christian broke the silence in
an otherwise hushed court hearing in which he was arraigned
on charges of rape, predatory sexual assault, kidnapping, and a
rap of other felonies from this shocking June thirteenth attack

(28:13):
in a park. I was nervous at first, he said,
then got comfortable and recorded it, he admitted in the
videotape statement. Prosecutor sat in Queen's Criminal Court, drawing well
shock from the audience in the courtroom. The man claimed
that he saw the two thirteen year olds having sexual relations.
When he approached them, he used the knife to cut

(28:35):
off her clothes. After he committed the sexual assault, he
stole both of the team's phones and then fled.

Speaker 2 (28:42):
I went to buy drugs afterwards, he said. The two
teams sought help at a nearby school and provide the
NYPD sketch artist with an incredible detail of the individual.
It is amazing that from what they went through, their identification,
their memory of the tattoos, the braces, the queen sister
attorney said, all of which was on point. The New

(29:04):
York Daily News reported that the man entered the US
through Eagle Pass, Texas in June twenty twenty one with
