Welcome to the White House Briefing Room for Friday, October seventeenth.
I'm John Decker. President Trump is turning his attention now
to the war in Ukraine. The President will soon hold
two high profile meetings aimed at ending the bloodshed, and
he gave his readout on his call Thursday with Russian

(00:22):
President Vladimir Putin.

Speaker 2 (00:24):
I thought it was a very good phone call. I
thought very productive.

Speaker 1 (00:26):
Former Trump National Security advisor John Bolton has been indicted
by a federal grand jury for allegedly mishandling classified information.

Speaker 2 (00:36):
I think he's a bad person.

Speaker 3 (00:38):
I think he's a bad guy.

Speaker 1 (00:41):
And President Trump on Thursday announced two initiatives that he
said would make in vitro fertilization more accessible and more affordable.

Speaker 3 (00:52):
The actions I will outline this afternoon will dramatically slash
the cost of IVF and the treatment and many of
the most common fertility drugs for countless millions of Americans.

Speaker 2 (01:05):
Prices are going way down, way way down.

But we begin the final day of this work week
with the news that President Trump will soon meet with
Russian President Putin in Budapest, Hungary, for talks aimed at
achieving peace in Ukraine. President Trump said Thursday he plans
to meet with Russian President Putin for talks aimed at
ending the war in Ukraine, now in its three and

(01:30):
a half year of fighting. The agreement to hold the
meeting in Budapest came during a phone call between the
two leaders Thursday morning. The president said in a post
on truth social that his call with Putin was very productive,
and the president later in the Oval Office told reporters
when exactly he plans to meet with Putin.

Speaker 2 (01:52):
I would say it within two weeks or so, pretty quick.

Speaker 3 (01:55):
Marco Rubio is going to be meeting with his counterpart,
as you know, Labrov, and they'll be meeting pretty soon.
They're going to set up a time and a place
very shortly. Maybe it's already set up, they've already spoke.

Speaker 1 (02:08):
The President in the Oval Office indicated that he does
not believe that the talks that he will have in
Budapest will also involve President Zelenski. In fact, he acknowledged
that the two leaders, one from Ukraine and the other
from Russia do not get along.

Speaker 2 (02:25):
We have a problem.

Speaker 3 (02:26):
They don't get along too well, those two, and it's
sometimes tough to have meetings. So we may do something
where we're separate, but separate.

Speaker 2 (02:34):
But equal, will meet and talk.

Speaker 3 (02:38):
Parties, but this is a this is a terrible relationship
the two of them have, and it's one of those things.

Speaker 1 (02:45):
The news that President Trump will meet with President Putin
in Budapest in a matter of weeks comes just a
day before President Trump plans to meet with President Zelenski
in the Oval Office on Friday. President Zelenski said in
a social media post that he arrived in Washington and
was meeting on Thursday with US defense companies on what

he called powerful weapons that can definitely strengthen our protection.
He also said in that social media post that Putin
is certainly no braver than Hamas or any other terrorist,
and then he went on to write in that social
media post, the language of strength and justice will inevitably
work against Russia as well. We can already see that

(03:29):
Moscow is rushing to resume dialogue as soon as it
hears about tomahawks. Also on Thursday, the Senate Majority Leader
John Thun indicated that he will put a bill on
the floor of the Senate that's aimed at toughening sanctions
against Russia and the President. On Thursday, was asked about

(03:50):
that bill and whether or not he may ask thun
to hold off on that sanctions bill. Let's listen to
the president right here.

Speaker 2 (03:58):
We're going to see he doesn't know the call yet.

Speaker 3 (04:00):
I'm going to speak to him later and it was
subject to what I wanted to do, and so we'll
see what happens.

Speaker 2 (04:07):
We may have.

Speaker 3 (04:08):
This may be such a productive call that we're going
to end up. We want to get peace, we want
to stop the killing.

Speaker 1 (04:15):
Those Tomahawk cruise missiles that President Zelenski referenced are capable
of traveling one thousand miles deep into Russian territory, and
in recent days, President Trump had signaled both publicly and
privately that he was leaning toward providing those missiles to Ukraine,

(04:35):
and that is likely what forced President Putin to meet
with President Trump to hold off on his acting in
terms of providing those Tomahawk missiles to Ukraine. The President
on Thursday was asked if Putin tried to dissuade Trump
from providing those Tomahawks to Ukraine. Let's listen to that question,

and the way the President answered it, dismade.

Speaker 3 (05:00):
You from selling tomahawk. Well, what do you think he's
going to say, please sell tomahawks? Is he going to say,
please sell those tomahawks?

Speaker 2 (05:09):
I really appreciate it.

Speaker 3 (05:12):
I did actually say, would you mind if I gave
a couple of thousand tomahawks to your opposition? I did
say that to him. I said it just that way.
He didn't like the idea. He really didn't like the idea. No,
I said it that way. You have to be a
little bit lighthearted sometimes. But now he doesn't want time.

(05:32):
Tomahawk is a vicious weapon. It's a vicious offensive, incredibly
destructive weapon.

Speaker 2 (05:39):
Nobody wants tomahawks.

Speaker 1 (05:41):
The President provided further details of his meeting with Putin
during that Q and A with reporters in the Oval Office.

Speaker 3 (05:47):
So I'll be meeting, We're going to be meeting in Hungary.
Victor Orben is going to be hosting. And that's really
uh something that's time.

Speaker 1 (05:59):
Since the President's meeting with Putin in Alaska in mid August,
the President has expressed frustration with Putin over his refusal
to compromise and his continued attacks with drone strikes and
missile strikes on civilian areas in Ukraine. The President was
asked on Thursday, why he believes that a second meeting

(06:22):
with Putin will yield better results than the first meeting
that he had in Alaska. Let's listen to the president
right here.

Speaker 3 (06:29):
Well, I think Alaska actually set a stage, and that
wasn't very long ago, but it set a stage. You
have to understand, I came into this situation.

Speaker 2 (06:37):
I didn't start this war.

Speaker 3 (06:38):
This is a Biden deal, and I came into it,
and it was a mess. He could have led to
World War three. In my opinion, this.

Speaker 2 (06:45):
Could have led to World War three. That won't happen.

Speaker 1 (06:48):
The President's meeting with President Zelenski happens in the afternoon
on Friday, and the President clearly will be talking about
his phone call that he had the day before with
President put It certainly changes the dynamics of this conversation
with President Zelenski. The last meeting that he had with

Zelenski in the Oval Office came just days after that
meeting that the President had with President Putin in Alaska.
That meeting went very well, but it didn't lead to
anything in terms of getting Russia to the negotiating table.
Also on Thursday, the Justice Department announced that it has

secured an indictment against former national security advisor to President
Trump John Bolton for allegedly mishandling classified information. Now Bolton
is the latest of Donald Trump's critics to face prosecution
by federal prosecutors. Now, prosecutors in court papers said that

(07:50):
Bolton shared with two relatives more than a thousand pages
of what they describe as diary like entries that contain
classified him from about his daily activities when he was
National security advisor to President Trump. The indictment indicates that
classified information may have been exposed when Iranian hackers got

(08:13):
into Bolton's personal email account and gained access to the
material he had shared. Bolton put out a statement after
the charges were announced. He said that the charges are
part of an effort to intimidate critics of President Trump.
He said, I look forward to the fight to defend
my lawful conduct and to expose his abuse of power.

(08:37):
The President in the Oval office was asked about the
news of the Bolton indictment. It's an eighteen count indictment,
and here's the way that the President reacted to the news.

Speaker 2 (08:49):
I didn't know that you told me for the first time.
But I think he's a bad person. I think he's.

Speaker 3 (08:54):
A bad guy. Yeah, he's a bad guy, too bad.
But that's the where it goes.

The indictment charges Bolton with eight counts of transmission of
national defense information and ten counts of unlawful retention of
national defense information. Attorney General Pambondi put out a statement.
She said there is one tier of justice for all Americans,
and she said anyone who abuses a position of power

and jeopardizes our national security will be held accountable now.
John Bolton's lawyer, Abbey Loll, said that the charges against
his client relate to portions of Bolton's personal diaries. He
said their records that are unclassified and they were shared
only with his immediate family, and they were known, according

(09:46):
to Abbey Lole, to the FBI as far back as
twenty twenty one. This indictment will certainly change, at least
in the short term, John Bolton's life. He's seventy six
years old and now he faces a case entitled United
States of America versus John Bolton, and this will be

(10:07):
a costly affair as he defends himself against these charges.
Also on Thursday, the President announced two initiatives that he
said would make in vitro fertilization more accessible and more affordable.
The President announced in the Oval Office a new initiative

(10:27):
that he said would significantly reduce the cost of gonal
f that's a fertility medication manufactured by EMD Serono and
it's used in IVF cycles. The President said, infertility is
a problem that is faced by countless families across the country.

the cost is exorbitantly high for IVF treatment.

a lot higher than that, and many couples require multiple
rounds for a successful pregnancy. Major reason for these high
prices is the excessive costs of.

The drugs involved.

The number one fertility drug used in IVF is currently
seven hundred percent more expensive in the United States than
the rest of the world.

And you know, we're ending all of that.

It's called favored nations that we're ending it, and we're
ending it pretty fast.

Speaker 1 (11:45):
And with that, the President announced a deal in the
Oval Office that would lower the cost of IVF treatment
in the US and.

The Trump administration, we want to make it easier for
all couples to have babies, raised children, and so the
families have always dreamed about. That's why today I'm pleased
to announce that after extensive negotiations, EMD Serrano, the largest
fertility drug manufacturer in the world, has agreed to provide
massive discounts to all fertility drugs they sell in the

United States, including the most popular drug of.

Now, according to the American Society for Reproductive Medicine, around
two percent of US babies are now born following IVF procedures.
The President provided more details about how costs will be
lowered for that IVF treatment.

As part of this agreement, EMD Serrna will list their
fertility drugs online at Trump rx dot gov at very
very heavily read US prices, prices that you won't even believe.

The President also announced new federal agency guidelines that will
allow more flexibility for employers to offer fertility benefits as
a standalone option for employees, similar to some vision or
dental plans. The President says that his administration will make

IVF a covered item for supplemental insurance plans in the US.

Today, we're also taking historic steps to vastly expand access
to insurance coverage for fertility care, including IVF, something that
as you know, was not covered, Effective immediately, for the
first time ever, we will make it legal for companies
to offer supplemental insurance plans specifically for fertility. It has

ever been done before. We're signing it in today. With
what we signed, Americans will be able to opt in
to specialized coverage. Just says they get vision and dental insurance,
they get to get fertility insurance for the first time.

It should be mentioned that not everyone is happy with
the announcement that the President made on Thursday. The President's
pledge to force insurance companies to cover fertility treatments or
make the government pay for it has faced a lot
of backlash from anti abortion groups that object to storing

(14:27):
and discarding embryos and that's a common part of IVF procedures.
As for Friday, just one major item on the President's schedule,
and that of course is his meeting with President Zelenski.
He last met with President Zelenski in the Oval Office
in mid August. This meeting comes, of course, a day

(14:50):
after President Trump's phone call with President Putin. The President
will have a bilateral lunch with President Zelenski in the
Cabinet Room. The press will be in the room for that,
so we'll hear the latest concerning their conversation and strategy
going forward to potentially end the war in Ukraine. And

(15:11):
then at three o'clock in the afternoon, the President will
leave for mar A Lago. It's the first time that
he's been down at mar Alago in a number of months,
and I think this is going to be a weekly
thing for the President to go down to the Winter
