to maneuver his way into their life and volunteer to

Yeah. It has been a process that our office has
been involved in for quite some time. And quite frankly,
this individual, Billy Shaffer, is a monster. He is what
evil looks like in human form. He was a friend
of the family who worked his way into a position
of trust babysitting Sarah and her brother, and during that

time he decided he had often thought about what it'd
be like to kill somebody, so he murdered Sarah and
then mutilated and took advantage of her body.
Speaker 1 (02:45):
How do you only he admitted doing this? First of all,
this wasn't a matter of even you know, having to
prove anything. He admitted this. How do you only get
twenty years to life? I mean, it should be one
hundred years to life for something so heinous, for taking
a five year old child's life bullet to the head

and then dismembered her. How does anybody think after twenty
years some garbage like that is going to be reformed
and she should be returned to society. I don't even
understand that.

Well, Unfortunately, what has happened between the time that occurred
and today is that we as a society, and particularly
a number of lawmakers, have decided that everybody deserves a
second chance. And when he was originally sentenced, he was
sentenced to serve life, but because he was a juvenile
in Ohio rescinded that law. He was then made eligible

to have prole hearing every five years. So that is
how it goes from him serving life and a family
being told he'll never see the light of day outside
of a prison and not to worry about it, to
us having to sit down with family and explain that
because we have a number of spineless lawmakers and social advocates,

that this horrible piece of human flesh gets an opportunity
to walk free amongst normal people. Again.

There you know, the whole idea of everybody deserving a
second chance. I'm gonna I'm gonna have to answer that
with this. No they don't, No, they don't look as
a teenager. This dirt was dreaming of taking a life.
Do you do you honestly not expect him to get
out and do it again. Of course he will. This

is the kind of This is the kind of monster
that kills little animals for the pleasure of it. This
is the kind of dirt that grows up to become
the Jeffrey Dahmers of the world. This is what we're
supposed to keep in prison, not release back into society.
And I'll be honest with you, ron I. When I
saw this story, Jesse sent me the email from your office,

and I was immediately angry, but I I had to
think for a few minutes before I said, yeah, I
want to talk to him about this because I the pain,
even after all of these years that this little girl's
family has to every time they hear the story, see
her picture. They're going through all of this again knowing
that there is a possibility, albeit hopefully a small possibility,

there is a possibility that this creature gets out and
their daughter remains gone. And I just I didn't I
wasn't sure I wanted to bring that pain to the airwaves.
I just I don't want to be responsible for any
more tears for that family.

We went through the same discussion with the mom because
typically we would not detail the nature of what happened
as thoroughly as we did, because people can live in
a bubble. They don't need to live in a scum bubble,
which is oftentimes what we as prosecutors and our law
enforcement do is that we're around the worst of the

worst and we see the worst that people have to offer.
Not everyone has to see that, but in this situation,
there are people that are they are appointed individuals, they're
not elected. They're appointed to the pro board and they
make this decision and there's not voter accountability. So when
we have an opportunity to look at the statue and say,

you know, our community has a right to have input
and our community. It's not just mus Kingham County, it's
the entire state of Ohio, it's the entire United States.
Because if he walks out of a prison, we can
move anywhere he wants, provided its approved. And I just
(06:44):
the question, you know that I always want to ask
somebody when they're getting ready to make this decision, is
would you want Billy Schaffer as your neighbor? Because if
you do, you shouldn't be making these decisions.
Speaker 1 (06:58):
I don't think i'd want him that. I don't want
him period, I seriously, I mean, it's hard for me
to even picture somebody like this existing because I do
not I do not want to believe in such evil.
But I know it's there. I know it's there. We
used to be able to turn our heads and not
see it. Prisons used to in prison criminals and mental

institutions used to to take the mentally ill off of
our streets. Instead of having in line behind us at
the grocery store. We we for some reason, we became
so stupid and disguised it as benevolent as to let
these people out and talk about their second chances and
their rights. And it's sickening. To me that we're even

having this conversation. But again, the dirt bag has a
parole hearing coming up this month. It is this month, Ron,
I'm gonna post on every social media I've got. I'm
gonna ask the station to, you know, make sure this
story is on the station resources as well for the
link to this petition. How many people in the state
of Ohio is it going to take to make you know?

Ms Walker, mister Herron, mss Hoying, mister Holmes, and mister
Brumfield stand up take notice that the people of Ohio
want this guy behind bars for the rest of his life.

We would like to hope that it would be one
which would be Sarah's mother, but unfortunately, our office does
not like to leave anything the chance. We like to
make certain that we've done everything we possibly can to
make sure that the justice has served for everyone, even
thirty years, forty years, fifty years, however long I'm doing

this job and the next prosecutor is doing this job.
I want to make certain that the Billy Shaffer's last
breath is taken in a prison.

I'm going to get all of this up tonight. I'm
going to put the link to the petition on your website,
and again I commend you all the time for prosecuting
bad guys where you know. Here in Franklin County, I
feel like we fall on our face so very often,
which is a shame since we, you know, houses the
capital of the state. You seem to be much more aggressive,

much more diligent in trying to get justice for the
good citizens, and I appreciate you for that, But I
don't believe that I've ever seen someone in an elected
capacity like you spearhead and effort and say, I'm putting
this petition out there. We've got to gather signatures, We've
got to get justice, We've got to keep him in jail.

I don't know what kind of political risk you are running,
but God bless you and thank you as somebody who
if I have to move to Misskingham County to vote
for you, I will because we need more like you.

Is you mentioned her mom, I'm just I'll ask, very vaguely,
is is she wathering? Is okay? I mean you can
only go so far with the with the term okay

Yeah, she recognizes why we need to put out the
information and the details that we do so. She has
not lost sight of the fact that she is still
a champion of justice for Sarah.

Garbage needs to stay locked up. Get on my Facebook page,

going to post every possible link to make sure that
you have what you need to get involved and you
put your signature on this online petition and do what
we can to keep him locked away and away from
the rest of us, because you know, God forbid, it
could be anybody's kid, anybody's grandkid, anybody when something like

this is on the streets, and when we know what
you are, we've seen what you are. For us to
allow any entity to put you back among us would
just be stupid, absolutely stupid. Ron Anything that you need
to add, you need to say, make sure it gets

community support and taking an active role and making sure
that there's justice for Sarah.
